treatment facility and that the flow from this project is not anticipated to cause any capacity related
sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment
plant under normal circumstances, given the implementation of the planned improvements identified in
the planning assessment where applicable. This analysis has been performed in accordance with local

Lemon Springs Lift Station Improvements is in design or under construction with

Based on run time data over 6 months and draw down test, the station isAveraging 37,900

The City has a permit to upgrade the station to 210,240gpd - WQ0044187 As part of maintenance Sanford has been replacing components with those that would
expedite the upgrade.
The City is obtaining quotes for the pump and motors necessary to complete the upgrade
The work will be complete well before the additional capacity is needed.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

The proposed development is located approximately 2,500 LF NE from the intersection of Courtland
Drive (SR 1122) and NC Hwy 78 (Tramway Rd.) in Sanford, NC. The project proposes the construction

Please see the following responses to your comments for'Hwy 78 North —Additional Information Request',
issued on 10-18-23 via email.
Review Comments
1. The wastewater flow in Section VI.8. of the FTA does not match the wastewater flow amount specified
in Section VI.7. Please explain the difference or provide an updated Page 2 of the FTA.
a. Additionally, if the total wastewater flow in Section VI.7. changes, please be sure to resubmit
the Flow Tracking for Sewer Extensions (FTSE) Form with the correct flow.
Response: Only Section V1 8 was the type-o All other locat ons were accurate and has since been
updated to match.
2. According to the application, Section IX.3. states that separation requirements for wetlands is not
applicable, but Section IX.5 indicates that a 401/404 authorization is needed. Please be sure that the
project meets provide an explanation indicating why a separation requirement is not applicable to the
project or submit an updated Page 4 of the FTA.
a. Additionally, please provide the Permit Number/Permitting Status letter for the 404/401
authorization specified in Section IX.5. of the Fast Track Application. This information can be
entered into a comprehensive narrative.
Response: Box now checked 'Yes.' Cover LeW_ has permit numbers listed at the bottom as well as
copies of 401 & 404 permits included in resubmittal
3. The topo map submitted is not sufficient and the aerial map appears to be outdated (2021). According
to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map
and an aerial map should be included with the application. The maps need to clearly identify the project
area, including the closest surface waters, general location of the gravity sewer, pumpstations, and force
mains, and the downstream connection points for the receiving sewer. Please provide the required maps
according to the application requirements.
Response: A 2022 USGS webslte-generated map has been created
