PROJECT SUMMARY: The intent of the proposed project is: (1) to install 151 feet of new vinyl bulkhead and relocate/reconfigure 151 feet of existing riprap revetment along the southern shoreline of 136 Wilea Lane, and (2) to replace 1,006 feet of aged and failing wood bulkhead with vinyl bulkhead along the entire shoreline of 140 Wilea Lane. The purpose of the proposed project is to protect two single-family dwellings and associated assets by providing immediate and long-term shoreline stabilization. 9. NARRATIVE DESCRIPTION: The two properties subject to this application are located upon a small peninsula surrounded by waters of Albemarle Sound. Water depths in the project vicinity range from -2.0 feet near the base of the peninsula to -6.0 feet near the tip of the peninsula. No primary or secondary nursery areas are located within the project vicinity. Water resources in the project area are classified as SC (Aquatic Life, Secondary Contact Recreation, Tidal Salt Water) which are closed to shellfishing. Fishing waters in the area are classified as "Joint" which are jointly managed by NC Wildlife Resources Commission and NC Division of Marine Fisheries. No submerged aquatic vegetation (SAV) was observed in affected waters at the time of site inspection. 10. PROJECT DESCRIPTION: Due to the aged and failing conditions of the existing wooden bulkhead, a replacement bulkhead is needed to halt current erosion of the shoreline (via leaching/erosion of upland soils behind the existing bulkhead) and prevent the eventual endangerment of two single-family dwellings and associated assets. Should the existing bulkhead experience episodic or widespread failure, large volumes of sediment and bulkhead debris would be transported into adjacent waters of Albemarle Sound. To address these issues, the applicant proposes to construct 1,157 feet of vinyl bulkhead, varying in height from 5 feet to 10 feet (as measured from the substrate) depending on the depth of the water. Along the southern shore of 136 Wilea Lane, the applicant proposes to (1) relocate 151 feet of riprap revetment (2) install 151 feet of new vinyl bulkhead, and (3) relocate/reconfigure the revetment no more than 10 feet waterward of the new bulkhead. Along the entire shoreline of 140 Wilea Lane, 1,006 feet of aged and failing wooden bulkhead will be replaced with vinyl bulkhead. The proposed vinyl bulkhead will be installed along the normal water line (NWL) where revetment exists and, where bulkhead presently exists, no more than two feet waterward of the existing bulkhead line. For bulkhead construction, an excavator will be used to set new vinyl sheet pilings and marine grade wood pilings in waters of Albemarle Sound (no more than two feet waterward of the existing bulkhead). Vinyl sheet pilings will vary in length from 10 feet (for the 5-foot-tall bulkhead) to 20 feet (for 10-foot-tall bulkhead) and will be 2 feet in width. Marine grade wood pilings will vary in length from 12 feet (for the 5-foot-tall bulkhead) to 20 feet (for the 10-foot-tall bulkhead) and will be 8 inches in diameter. Along the southern shoreline of 136 Wilea Lane, the excavator will be Field Investigation Report: DCM Major Permit Application PA-1177 Crile Crisler, Applicant Page 12 used to relocate the landward edge of the revetment 2 feet waterward to accommodate installation of the new bulkhead. The revetment geometry will then be reconfigured, but no further than 10 feet waterward of the newly installed bulkhead. To install deadman pilings under the ground and landward of the newly set bulkhead pilings, the excavator will be used to excavate approximately 10 feet to 12 feet (depending on height of bulkhead). Tieback rods will then be installed at wood pilings and anchored to newly installed deadman pilings. A skidsteer will then be used to replace excavated material over the deadman pilings and tieback rods, and to backfill behind the newly installed bulkhead. All work will be conducted from uplands. Clean sand for backfill will be acquired from an upland source via a licensed commercial sand hauler in Currituck County. The material will be delivered to the jobsite and will be immediately used to backfill behind the newly installed bulkhead after structural tightness of the bulkhead has been confirmed. Any erodible material that will be stockpiled for an extended period of time before being utilized (more than 24 hours) will be encircled with hay bales or silt fences. To prevent sediment from being transported into adjacent waters, erosion control blankets and seeding will be employed immediately after backfilling is completed. Erosion control measures will be maintained in effective working order until all disturbed land surfaces have become vegetatively stabilized. 11. ANTICIPATED IMPACTS: Installation of a two -foot -wide bulkhead along 1,157 linear feet of shoreline will result in 2,314 square feet of structural fill upon shallow bottom and within estuarine waters of Albemarle Sound. To accommodate installation of bulkhead along the southern shoreline of 136 Wilea Lane, 1,268 square feet of shallow bottom will be filled and/or disturbed during relocation and reconfiguration of an existing riprap revetment. To allow installation of deadman pilings and bulkhead tie -backs, approximately 23,140 square feet of uplands will be disturbed. To minimize impacts to waters of Albemarle Sound, (1) erosion and sediment control measures will be employed and (2) heavy equipment will be stored on uplands as far away from normal water line (NWL) as practicable. Installation of the new bulkhead and relocation of the existing revetment will halt the continued erosion of earth materials from behind the existing bulkhead and prevent the ensuing transport of materials to waters of Albemarle Sound. Tieback rods will be installed at wood pilings and anchored to newly installed "deadmen" pilings. Application Narrative: The intent of the proposed project is to construct a replacement bulkhead following revetment replacement along the southern shoreline of 136 Wilea Lane and to construct a replacement bulkhead along the entire shoreline of 140 Wilea Lane. The purpose of the project is to ensure future shoreline stabilization. Due to the failing conditions of the existing bulkhead, a replacement bulkhead is needed in order to ensure sedimentation from the shoreline does not erode and flow into adjacent waters, and that existing bulkhead debris does not flow into adjacent waters, in the future when the existing bulkhead completely fails. Construct 1,157 linear feet of bulkhead, varying in height from 5' tall to 10' tall depending on the depth of the water. 151 linear feet will span the southern shore of 136 Wilea Lane and will replace the existing bulkhead. The remaining 1006 linear feet will replace the existing bulkhead along the entirety of the shoreline at 140 Wilea Lane. The proposed new bulkhead will be situated no more than 2' waterward of the existing bulkheads. The excavator will be utilized, from land, to excavate approximately 23,140 square feet of upland to 10' (to 12' depending on height of bulkhead) from newly set pilings to install "deadmen" pilings under the ground. Tieback rods will be installed at wood pilings and anchored to newly installed "deadmen" pilings. A skidsteer will be utilized, from land, to replace excavated material over deadmen and to backfill behind newly installed bulkhead.
