SUBJECT: REQUEST TO RESCIND PERMIT

Moncure Holdings West WWTP Chatham County
Dear Mr. Chernikov,
Wastewater treatment operations associated with the above -referenced permit ceased in 2023 and
wastewater treatment lagoon closure was completed pursuant to the NCDEQ-approved Closure
Plan. A final inspection was completed by Mr. Cheng Zhang on October 25, 2023. We are
submitting this letter to formally request that the existing permit be rescinded.
Please be advised that the final sampling event (September 27, 2023) indicated a slight exceedance
of the daily maximum limit for BOD (10.5 milligrams per liter (mg/L); the limit is 10 mg/L). This
will be reported as a non-compliance on the September eDMR. The final monthly report for
October will indicate "No Flow" and will complete reporting for the facility.
We've appreciated working with you during operations and closure of the wastewater treatment
