Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The proposed expansion extends west of the existing WRRF. The site generally drains from north to south toward Moadams Creek. The site resides in Jordan Reservoir Watershed with riparian buffer requirements. The site contains existing wetlands, which will not be disturbed during construction of this project. The 23.35-acre WRRF parcel currently consists of the existing WRRF, undeveloped woodlands, and grassed areas. Most land use in the vicinity is owned by the Town of Mebane for municipal and recreational usage. Other surrounding property uses include vacant land and some residential. 3b. The purpose of the proposed expansion is to accommodate wastewater flows anticipated in the 20-year planning period and update existing equipment and infrastructure. The expansion consists of multiple treatment process structures, piping, buildings, and associated site work. Grading activity shall require heavy earthmoving machinery. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. Disturbance within the buffer has been minimized by limiting disturbing activities in Zone 2 to items necessary for construction of the project. Such items include construction of a permanent chain link fence, light grading, and minimal clearing. No disturbance is planned withing Zone 1. Temporary and permanent items related to development of the property have been placed outside of the buffers wherever possible. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Temporary erosion control measures will be constructed outside of the buffer wherever possible to prevent concentrated flow and erosion within the buffer. Silt fence with silt fence outlets and a temporary skimmer basin with an oversized rip -rap dissipator will be constructed outside of the Zone 2 buffer. Construction runoff from the project will be directed to the skimmer basin to prevent flow from entering the buffer before being treated and dispersed. Final stabilization within the buffer will be achieved by seeded vegetation. E. Diffuse Flow Plan 1a.
