Pitner, P.G Regional Supervisor Division of Water Resources, NCDEQ 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Monday, November 27, 2023 Mr. Pitner, This letter is in response to NOV-2023-TX-0064, outlining the Whole Effluent Toxicity Testing Failure for the month of August 2023 at our Twelve Mile Creek WRF. Below is a timeline of events and summary of our efforts to determine the cause of failure. • On 8/24/23 Staff was informed by Statesville Analytical that the August C- Dubia Toxicity test failed. • Review of laboratory and plant process control data during the sampling event indicated normal plant operations. • Resampling was scheduled for the week of September 18' • On 10/02/23 staff was notified by Statesville Analytical that their was a issue with the September analysis and the test was considered invalid due to a statistical inversion for 2 test dilutions. • On 10/03/23 Scheduled retest with Statesville Analytical/meritech, and split samples with Pace analytical/ETT for the month of October. • Retest was completed on 10/16/23, samples were sent to Statesville Analytical/Meritech and Pace/ETT. o Results for both test were > 100% • During the week of 10/30/23 a seccond retest was completed with meritech lab. o Results were > 100% The plant was operating normally and otherwise within permit limitations. Retesting has been completed in accordance with permit requirements and indicates that the plant has returned to compliance.
