Please see the attached Initial Evaluation Letter for the Lower Catawba UMB and South Fork Mitigation Site. After careful review of the information submitted in the final prospectus,
our field review of the site, and the comments provided by the IRT, we have continued concerns about a number of issues we had previously identified. Because of this, we have concluded
that the site as currently proposed is not suitable to provide compensatory mitigation for activities authorized by DA permits. The letter provides more information on these specific
concerns, and I am also availalbe to discuss our decision in more detail if you would like.

If you choose to revise the proposed plans, you can resubmit your prospectus for review; however, please note that this will restart our review process and will require additional coordination
with the IRT and possibly reissuance of a public notice, depending on the extent of the changes. Also, if you choose to do this, please be aware that the modification must fully address
the concerns that we and the IRT have regarding the site.
