Inspection Summary:
A routine inspection of the Sandpiper Bay Deemed Collection System was conducted on November21, 2023. The purpose
of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in
Permit WQCSD0526. David Wright and Tim Tilma were present during the inspection.
The Utility continues to make improvements to the operation and maintenance of the collection system. Since the last
inspection, the system was mapped and suveyed for any issues using CCTV. New rails were installed at the Maintenance
Pump Station and a new portable generator was purchased. A new rate has recently been approved which will help the
Utility maintain the system.
The facility is compliant with Deemed Collection Sysytem Permit WQCSD0526. Please review the comment sections of the
inspection report for more details.

General
# Is this system a satellite system?
# If Yes, what is system name or permit number?
Is there a overall sewer system map?
Does the map include:
Yes No NA NE
❑❑■❑
■❑❑❑
Pipe sizes ❑ 0 ❑ ❑
Pipe materials (PVC, DIP, etc) ❑0 ❑ ❑
Pipe location ❑ ❑ ❑
# Flow direction ❑ ❑ ❑
# Approximate pipe age ❑ ❑ ❑
# Pump station ID, location and capacity ❑ ❑ ❑
# Force main air release valve location & type ❑ ❑ ❑
# Location of satellite connections ❑ ❑ ❑
Are system maintenance records maintained? ❑ ❑ ❑
Comment: The Utility used CCTV approximately 2 years ago to map the system. They generally found the
lines and manholes to be in good condition. The map did not include the line from the Wyndfall
Pump Station to the Maintenance Pump Station. This line would appear to cross wooded areas
and a Right -of -Way may need to be maintained for access.
Grease Control Yes No NA NE
Is grease/sewer education program documented with req'd customer distribution? 0 ❑ ❑ ❑
# Are other types of education tools used like websites, booths, special meetings, etc? 0 ❑ ❑ ❑
If Yes, what are they? (This can reduce mailing to annual.)
A welcome letter to new residents and a general newsletter to residents.
For public systems, is there a Grease Control Program via an ordinance/agreement? ❑ ❑ ❑
If Yes, does it require grease control devices at applicable locations? ❑ ❑ ❑ ❑
Is the Grease Control Program enforced via periodic inspections/records review? ❑ ❑ ❑ ❑
Is action taken against violators? ❑ ❑ ❑ ❑
Comment: The Utilitv stated that the wastewater from the condominium residents in the community tends
to contribute more grease/debris to the collection system. Additional grease/sewer educational
tools could be used for the condo community such as door handle flyers, magnets, etc.
Spills and Response Action Plan Yes No NA NE
# Is system free of known points of bypass? 0 ❑ ❑ ❑
If No, describe type of bypass and location
# Have there been any sewer spills in the past 3 years? ❑ ❑ ❑
If Yes, were they reported to the Division if meeting the reportable criteria? ❑ ❑ ❑
If applicable, is there documentation of press releases and public notices issued? ❑ ❑ ❑
Are all spills or sewer related issues/complaints documented? 0 ❑ ❑ ❑

Is the annual inspection documented? ❑ ❑ ❑
# Does the system have any high -priority lines/locations? ❑ ❑ ❑
Are inspections of HPL documented at least every 6 months? ❑ ❑ ❑
Are new lines being added to the HPL list when found or created? ❑ ❑ 0 ❑
