Alicia -
My apologies for not responding to your emails sooner. They were apparently routed to my span
folder. I just spoke with Christine Farrell at NIC State Parks who mentioned your request to me,
and I was able to track them down.
Given these crossings are on the Lumber Rivers, a state -administered Wild and Scenic River,
and because you will be using HDD, the crossings do not appear to be considered federal water
resources projects from our perspective. Thus, no further consultation with the NIPS is required.
That said, if any of the project's footprint will occur within the bed and banks of the river
(essentially ordinary high water or below), they would necessitate consultation under the Wild
and Scenic Rivers Act.
Also, I've been teleworking throughout the pandemic and am in the process of shifting to fulltime

cross the Lumber River in Robeson County, NC via HDD (horizontal directional drilling) in two separate
locations and since the Lumber River is listed as a National Wild and Scenic River, the U.S. Army Corps of
Engineers recommended we consult with your office to obtain project approvals for these crossings.

Good morning Mr. Duncan,
Gary Beecher with the Corps of Engineers recommended that we contact you to begin informal
coordination for the Piedmont Natural Gas Line 479 project which is proposing to cross the Lumber River
in Robeson County, NC via HDD (horizontal directional drilling) in two separate locations and the Lumber
River is listed as a National Wild and Scenic River. Below is a brief overview of the project and attached
is a preliminary KMZ file and location map for reference. Please let us know what information you'll
need from the project team to provide approval of the proposed Lumber River crossings. Also, please let
me know if you would like for me to set up a Teams call to discuss further.
Piedmont Natural Gas is proposing to install approximately 28 miles of 12" steel natural gas
transmission pipe in Robeson County along with several small, unmanned above ground
facilities as part of the Line 479 project to replace an existing line that was installed in 1959 to
meet current industry standards. Portions of the proposed project will parallel existing pipeline
corridor to limit impacts. The project is currently in early phases of design with an anticipated
construction start of April 2023; however, current proposed route and start date are subject to
change.
o Anticipated Environmental Permits and Approvals:
■ 404 & Section 10- NWP12 and HDDs of Lumber River
■ 401- Individual Water Quality Certification based on GC 4244
■ Section 106- Coordination with NC SHPO and Lumbee Tribe
■ Section 7 (ESA)- Coordination with FWS and NCWRC
■ ESC Approval- Note, project meets the NCG01 exemption for natural gas
transmission facilities
