For construction corridors in wetlands and across stream channels, stumps shall be grubbed only as needed to install the utility and remaining stumps shall be cut off at grade level. The general stripping of topsoil within wetlands along the construction corridor is prohibited." Citation: 15A NCAC 02H .0506(b); 15A NCAC 02H .0507(c) o Currently the project as proposed will not meet this condition. Can the construction corridor be minimized to 50 feet to achieve this condition requirement? Based on the diameter of the proposed natural gas transmission pipeline and the type of equipment required to install a line of this size, Williams considers a 60-foot construction corridor to be the minimum amount of workspace necessary to accommodate its installation in a safe manner. All of the following elements are necessary within that space: 1. Installation of silt fence or other erosion control devices, along with appropriate offsets from the limits of disturbance and within the boundaries of the easement; 2. placement of timber mats or equipment bridges for the travel lane in such a manner that allows sufficient boom and dipper arm swing radius for excavation and pipe -lowering equipment; 3. trench excavation and sloping to a width and depth necessary to accommodate placement of the new pipe at least 10 feet below grade and avoid cave-ins or undermining of adjacent equipment work space in wet or saturated soils, and; 4. space for temporary placement and separate stockpiling of topsoil and subsoil. In jurisdictional areas, no grubbing or below -ground vegetation removal will occur except within and adjacent to the trench line, or as needed for safety purposes, where stump removal or light grading may be necessary to facilitate safe passage of equipment, install erosion control devices, or to prepare a suitably -level work surface. Note that at the stream where the new pipe will be installed, the width of the proposed temporary workspace has been reduced from that in adjacent high -ground areas. Where segments of the old pipe will be removed, work will be conducted within the existing 50-foot easement, and no temporary workspace is required. The permanent ROW within wetlands/streams is proposed to be maintained at 50 feet wide. o Per the activity specific permit condition of GC4244, 'Permanent maintained access corridors in wetlands and across stream channels shall be restricted to the minimum width practicable and shall not exceed 30 feet wide." Citation: 15A NCAC 02H .0506(b); 15A NCAC 02H .0507(c) o Currently the project as proposed will not meet this condition. Can the construction corridor be minimized to 30 feet to achieve this condition requirement? Because the proposed project involves a major, large -diameter transmission line, Williams considers that establishment and maintenance of a 50-foot-wide easement is necessary for the following reasons: 1. Leakage surveys from ground mobile units or aerial technology; 2. Aerial patrolling for possible encroachment activity near the pipeline; 3. Accurate identification of possible repairs and maintenance; 4. The NCDOT highway crossing calls for the pipeline to be buried at a greater depth, which will require a larger area to execute future repair and maintenance on the pipeline; 5. Promotion of damage prevention in that the easement can be more easily identified by the public; 6. Minimization of potential canopy encroachment, which creates visibility concerns; and 7. Providing minimum turn -around requirements for larger mechanized mowing and side -trimming equipment. If you have any questions or would like to discuss, please let me know.
