SUBJECT: Project Information for Intersection Improvements at NC 210, NC 50, and Belt
Road in Pender County as STIP Project R-5900.
WBS: 48356.1.2
NCDOT Division 3 is beginning the project development, environmental, and engineering studies
for an intersection improvement project (STIP Project R-5900) at NC 210, NC 50, and Belt Road
in Pender County. The project proposes improvements to NC 210, NC 50, Belt Road, Caretta
Drive, and Charlie Medlin Drive to alleviate traffic in the vicinity. The project is programmed for
right of way in 2025 and letting in 2027. Figure 1 shows the study area map for the proposed
project. NCDOT anticipates preparing a Minimum Criteria Determination Checklist (MCDC) as
the environmental document for the project. NCDOT has made the preliminary determination that
the project will not proceed through the Merger Process.
In lieu of holding an in-person scoping meeting, NCDOT is providing the attached project
information and maps. We welcome your input on the proposed project (R-5900) and would
appreciate any information that may be helpful in evaluating the potential environmental effects.
If applicable, please identify any permits or approvals that may be required by your organization.

Project History
Planning Studies
The 1998 Pender County Thoroughfare Plan recommended
improving the existing NC 210 facility from NC 50 to Little Kinston
Road (SR 1538) to a 3-lane cross-section.
The Cape Fear Rural Planning Organization (RPO) 2011 Topsail Area
Comprehensive Transportation Plan (TACTP) recommended
widening NC 210 to 4 lanes from US 17 to Little Kinston Rd (SR 1533)
as local project ID PEND0002-H.
SPOT Description N/A
Feasibility Studies
FS-0703A studied the widening of NC 210 from US 17 to NC 50 and
then NC 50/210 to the Topsail Island bridge. Two four-lane divided
alternatives were studied.

Alternatives Previously
Dismissed and Why
Roundabout: A dual-lane roundabout was considered at the currently
signalized intersection of NC 210/Belt Road and NC 50.
Improvements were limited to this single intersection. Cost estimates
were prepared for this concept in 2017. The traffic forecast indicated
that peak hour volumes caused the single-lane roundabout at the
main intersection of NC 50/NC 210/Belt Road to operate below
acceptable levels of service (LOS).
Purpose & Need
Purpose The purpose of the project is to improve mobility and increase
capacity in the project area.
Need(s)
The project is needed to accommodate increasing traffic volumes in
the project area as a result of rapid development in the area. The
population of Pender County is projected to undergo rapid growth in
the coming years. Analysis of future traffic trends for 2045 indicate a
failing level of service (LOS), particularly at hot spots such as the
intersection of NC 210/Belt Road and NC 50/ (Roland Avenue) on
summer weekends due to the area’s proximity to the beach.

Alternatives Currently Under Consideration
Alternative 1
Alternative 1 proposes construction of a southwest quadrant roadway
along Caretta Drive and Charlie Medlin Drive. This alternative
proposes extending Caretta Drive on new location approximately
1,100 feet north from the existing terminus to connect with NC 210
near Atkinson Loop Road. Charlie Medlin Drive will be improved as
needed to handle increased traffic volumes. NC 210 and NC 50/210
may be widened dependent on traffic volumes. A multi-use path is
proposed on one side of the road along Caretta Drive, Charlie Medlin
Drive, NC 50, NC 210, and NC 50/210 (Roland Avenue).
Alternative 2 No-Build
Public and Agency Coordination
Anticipated Permits
The U.S. Army Corps of Engineers (USACE) will determine what
type of permit, if any, will be used. There are potential impacts to
streams and therefore a permit will likely be required.
Federal Agency Involvement None anticipated.
Public Involvement Strategy
A website will be developed for the project to convey information to
the public. The Public Input website will include information about
the project, a public meeting map, and a place to provide comments
and Title VI information. A public meeting is anticipated in Summer
2024. A postcard will be mailed announcing the meeting and the
website.
Merger Screening Date Based on the Merger Pre-screening form, the project is not
recommended for the Merger Process.

Hazardous Materials
Two (2) underground storage tanks (USTs) are located within the
project study area. Typical coordination with the GeoEnvironmental
unit is recommended.

Places Sites/Districts
A request has been submitted to NCDOT Cultural Resources for a
historic architecture screening. The screening will determine the
likelihood of historic structure(s) in the Area of Potential Effects
(APE) and determine the need for a survey.
Other Cultural Resources
A request was submitted to NCDOT Cultural Resources for an
archaeology screening. A No Survey Required Form was received
on 9/14/2023.
Wetlands
A preliminary ATLAS screening revealed that wetlands are present
in the project study area, however, field investigations completed for
the Natural Resources Technical Report (NRTR) will confirm if
wetlands are present.
Streams
Based on ATLAS screening, no streams are present within the study
area. Field investigations completed for the Natural Resources
Technical Report (NRTR) will confirm the presence of streams in the
project study area.
FEMA Floodplain Detailed
Study Area
Based on Flood Risk Information System data, the study area is not
within a FEMA Floodplain Detailed Study Area.
Water Supply Watersheds Based on ATLAS screening, there are no Water Supply Watersheds
present in the study area.

Active Agriculture There are no active agriculture fields within the project study area.

Environmental Justice
Populations
Based on the NCDOT 2023 Demographic Snapshot Tool, CT
9201.04 BG 1, CT 9201.05 BG 1, and CT 9201.05 BG 2 in the study
area exceed the county average for population living in poverty. CT
9201.05 BG 1 has a minority population that exceeds the county
average.
