Comment: Owner was notified in April that a written approval would be necessary from DWR. A PCN was submitted
on 4/28/15 however the application was incomplete and approval had not been issued at the time of this
inspection. Culvert has been installed for 4 months according to personnel on site. Road almost
complete.
