Subject: Buffer Permitting - Resubmittal to NCDWR and Change of Applicant
This memorandum is in reference to the Buffer Authorization resubmittal for increased buffer
impacts and change of applicant for the subject project.
NCDWR Buffer Approval
NCDWR issued a 401 permit and Buffer Authorization for Northern Durham Parkway on
4/11/2023 (DWR# 20211489 v2) and revised/modified Buffer Authorizations on 5/1/2023 and
7/31/2023. These permits were issued to the City of Durham; however, the applicant has
changed. The new applicant is as follows:

Additionally, the City of Durham is requiring additional grading to reduce the slope for a sewer
easement within the right-of-way of the Northern Durham Parkway stream crossing necessitating
a modification of the Buffer Authorization. New buffer impact maps have been submitted in the
submittal with this memorandum.
