Response to NCDEQ Comments
:VCDEQ Comment No. 1:
Per the submitted cover letter, two of the minor modifications already performed at the jkility are
described as the removal of the centrifuge system and the addition of a new oillwater separator. Please
confirm that the centrifuge system was replaced by the new oillwater separator.
If the centrifuge system was replaced by the new oillwater separator, please provide an attestation
verging the new oil removal system is equal to or more efficient than the previous centrifuge system.
West Fraser Response:
As documented in the Permit Renewal and Minor Modifications Submittal Package
Attachment K2 (List of Minor Modifications to the CLRS), the Swaco 414 centrifuge
dewatering system was installed in 2005 adjacent to the bailer and scrubber to aid in the
separation of ash and water exiting the scrubber. At the time of installation, both ash ponds
(Ash Pond 1 and Ash Pond 2) were planned to be closed. However, both ash ponds have
remained in operation at the Site eliminating the need for the centrifuge. The centrifuge was
therefore decommissioned and removed from the Site in 2019, to reduce operations and
maintenance costs at the Site.
The model 6V Oil Skimmers Inc, oil water separation (OWS) was installed in August 2021 in
the vehicle washdown area. The OWS was a replacement to the previous OWS, a Sandpiper
PN S30BIANNANS700. The new OWS is more efficient and involves easier operations than
the previous OWS.
NCDEQ Comment No. 2:
Per the submitted cover letter, the recirculation pump is being replaced as part of the minor
rodi f cation. The operating rate of the previous recirculation pump was listed as 500 gallons
per minute (GPM. Based on the performance curve submitted in the current application, the
new ModeI T3A6OS- B.Self=Priming C'entrifugaI Pump eannot operate at a rate. of 500 GPM.
Please provide the correct rate at which the new pump. will be operating and plot this point
on tile. performance curve.
West Fraser Response:
The purpose. of the recirculation pump is to supply water from Ash Pond .2 to the scrubber
system. Typically, the pump is operated at its maximum operating flow rate of 450 gallons
per nninute (gpm) and is in operation. continuously to Deep the makeup water tank full. The
p6inary source of water to the ash ponds is scrubber blowdown. The flow rate of the. scrubber
blow down is typically 40 to 60 gpm and the; loss of waterevaporated in the scrubber is. around
'Ogpm. The pump has an operational.. capacity much greater than the combined scrubber
blowdownlevaporation rate. Given the. much higher capacity of the pump as compared to the
makeup flowrate needed, the. excess water is circulated back to the ponds from the makeup.
tank. Even though the previous puanp was rated for ]OO gpm, the replacement pump is
functionally a like -for -like replacement given the large. excess pumping capacity that is
available in comparison to the scrubber usage.
NCDEQ Comment No. 3:
Per the submitted comer letter, modifieations to the Ash Pond 2 outlet pipe have been made.
However, it is unclear what mod0eations were made. It appears that a rip rap pad for erosion
control was adcled which involved excavation iizto the clay liner. This excavation could
potentially compromise the clay liner integrity. Please provide a thorough explanation of the
modifications made to the outlet pipe and comment on the clay liner integrity.
West Fraser.Response.:
The Ash Pond 2 outlet referred to here: is the suction end of the recirculation pump that draws.
water from the ash pond to. maintain water. level. As documented in the. Perm it Renei.ml and
Minor- .Modifications Submittal Package Attachment I (List of Minor Modifications to the.
CLRS), anew inlet to the recirculation pump was installed at Ash Pond 2 in December 2021
to replace the old, damaged pipe. The elevation of the pipe. was anodified during the
installation of the new .recirculation pump. Previously, the intake was located near the bottom
of Ash :Pond 2 which resulted in elevated. solids content. being. introduced to the. recirculation
pump. The. new intake pipe is submerged.just below the surface of the pond to reduce solids
and is held in.place by an attached. buoy.
West Fraser notes.that no excavations were performed as part of this modification and is. not
aware of any additional activities that could have potentially compromised liner integrity.
