Future phases 8-10 will add approximately 100 additional lots, at which time the project is complete. The project consists of 285 single family lots between phase 1 and phase 7, 10,622 LF of 8' PVC public sewer, 422 LF of 8" DI public sewer, and 2.869 LF of 6" PVC public force main. A summary of public sewers is shown below. The project also has one privately owned and maintained lift station designated LS1. Phases 1-3 d scharge to the outfall directly to the Hunter Place lift slat on (owned by Franklin County). Phase 4 of the development, and all future phases, discharge to LS1. PROFESSIONAL ENGINEERS Project description: Holden Creek Phase 7 is the seventh phase of a multi -phase residential development located in the Town of Youngsville in FrankLn County. The entire developable property encompasses approximately 117 acres, phase 7 encompasses approximately 14 acres, and the disturbed area of this phase is approximately 20 acres Phase 7 has 45 residential lots. The proposed gravity sewer will serve 28 of new resident -al lots in Phase 7 while 17 of the proposed lots will be served by existing mains permitted in previous phases. All of the proposed sewers wifl ultimately discharge into the existing private lift station (LS1) which will ultimately discharge into the existing Hunter Place Lift Station owned by Franklin County Public Utilities. The existing lift station currently conveys sewer through 1,661 If of 4" PVC force main and 2,662 If of 6" PVC force main. As part of phase 7, the current lift station access drive will be relocated. The existing 4" force main (from the lift station to the intersection of Creek Bend Drive and Porter Hill Drive) will be re-routed with 398 If of new 6" force main from a point on the 4" force main approximately 90' from the lift station, along the new access drive, to the intersection of Creek Bend Drive and Porter Hill Drive - Following construction of Phase 7 there will be 245 lots connected to the private lift station. The station has adequate capacity to serve the additional connections. The proposed end of service operating point for the system will be 325 gpm at 105' TDH. While no upfront engineering design documents are required for submittal, in accordance with 15A NCAC 02T .0305(b), design documents must be prepared prior to submittal of a fast track permit application to the Division. This would include plans, design calculations, and project specifications referenced in ] 5A .NCAC ar 0305 and the applicable minimum design criteria. These documents shall be immediately available upon request by the Division. Projects that are deemed permitted (do not require a permit from the Division) are explained in 15A NCAC 02T.0303 Projects not eligible for review via the fast track process (must be submitted for full technical review): ➢ Projects that do not meet any part of the minimum design criteria (MDC) documents; ➢ Projects that involve more than one variance from the requirements of 15A NCAC 02T; ➢ Pressure sewer systems utilizing simplex septic tank -effluent pumps (STEPS) or simplex grinder pumps; ➢ Simplex STEP or simplex grinder pumps connecting to pressurized systems (e.g. force mains); ➢ Vacuum sewer systems. General — When submitting an application, please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. Failure to submit all required items will necessitate additional processing and review time, and may result in return of the application. Unless otherwise noted, the Applicant shall submit one original and one copy of the application and supporting documentation. A. One Original and One Copy (second copy may be digital) of Application and Supporting Documents ❑ Required unless otherwise noted. Signatures on original must be "wet ink" or secure digital signatures. Please do not submit engineering design plans with the application unless specifically requested. B. Franklin County Public Utilities (FCPU) will now own/operate all gravity sewers and force mains for Holden Creek Preserve. This modification WQ0037802 MOD reflects this change. Some permitting history has been lost with this subdivision — so incorporating all current phases under this permit modification seemed the most efficient way to process this. The subdivision has retained the same engineer throughout the phases (Michael Crowley, PE). A PE certification for the entire project will be submitted upon completion of phase 7. FCPU does not wish to own/operate the pump station for this project (it was previously permitted but now being upgraded with phase 7). Holden Creek LS1 will now be permitted under WQ0044208 and owned/operated by Holden Creek, LLC. This is not an ideal situation, but this permit writer (after conversation with many others in DWR) could not determine a way to prevent this. Although DWR does permit private pump stations, this is unusual in that the public entity will own/operate the incoming gravity sewers and outgoing force main. During this process — this office also determined that the low flow reduction approved for FCPU did not apply when they took over operations for Youngsville. FCPU had to apply again for flow reduction to include all areas in which it operates. That was approved in July 2023. Also note (and this is outlined in the application for WQ0037802 MOD) that some existing/permitted gravity sewers go to LS1, but some go directly to FCPUs Hunter Place LS. SA Wilson (10/27/2023)
