Project description:
The Holden Creek Preserve subdivision is a mu li-phase residential development located in the Town of Youngsville in
Franklin County. The entire developable property encompasses approximately 117 acres, with phase 7 being the current
phase of construction. Future phases 8-10 will add approximately 100 additional lots, at which time the project is
complete.
The project consists of 285 single family lots between phase 1 and phase 7, 10,622 LF of 8" PVC pub'ir sewer, 422 LF
of 8" DI public sewer, and 2,869 LF of 6" PVC public force main. A summary of public sewers is shown below.
The project also has one privately owned and maintained Nft station designated LS1, Phases 1-3 discharge to the outfall
directly to the Hunter Place lift station (owned by Franklin County). Phase 4 of the development, and all future phases,
discharge to L81.

Division of Water Resources INSTRUCTIONS FOR FORM: FTA 06-21 & SUPPORTING DOCUMENTATION
This application is for sewer extensions Involving gravity sewers, pump stations and force mains, or any combination that has
been certified by a professional engineer and the applicant that the project meets the requirements of 15A NCAC 021
and the Division's Minimum Design Criteria (Gravity Sewer & Pump Stntions/Fprce Maids) and that plans, specifications
and supporting documents have been prepared in accordance with 15A NCAC 02T 15A NCAC 02 .0300, Division
policies, and good engineering uractices.
While no upfront engineering design documents are required for submittal, in accordance with 15A NCAC 02T .0305(b), design
documents must be prepared prior to submittal of a fast track permit application to the Division. This would include plans, design
calculations, and project specifications referenced in 15A-NCAC 02T .0305 and the applicable minimum design criteria. These
documents shall be Immediately available upon request by the Division.
Projects that are deemed permitted (do not require a permit from the Division) are explained in 15A N "A ' 02T.0303.
Projects not eligible for review via the fast track process (must be submitted for full technical review):
➢ Projects that do not meet any part of the minimum design criteria (MDC) documents;
➢ Projects that involve more than one variance from the requirements of I SA NCAC 02T;
Y Pressure sewer systems utilizing simplex septic tank -effluent pumps (STEPS) or simplex grinder pumps;
➢ Simplex STEP or simplex grinder pumps connecting to pressurized systems (e.g. force mains);
Y Vacuum sewer systems.
General — When submitting an application, please use the following instructions as a checklist in order to ensure all required items are
submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the
amount of requested additional infonnation. Failure to submit all required items will necessitate additional processing and review
time, and may result is return of the application. Unless otherwise noted, the Applicant shall submit one original and one copy of
the application and supporting documentation.

Project description:
Holden Creek Phase 7 is the seventh phase of a multi -phase residential development located in the Town of Youngsville
in Franklin County. The entire developable property encompasses approximately 117 acres, phase 7 encompasses
approximately 14 acres, and the disturbed area of this phase is approximately 20 acres. Phase 7 has 45 residential lots.
Future phases 5-10 will add approximately 100 additional lots, at which time the project is complete.

Project Details:
Project will consist of approximately 1,500If of B' PVC sanitary sewer, and 15 four -foot diameter sewer manholes. The
proposed gravity sewer will serve 28 of the new residential lots in Phase 7 while 17 of the proposed lots will be served
by existing mains permitted In previous phases. All the proposed sewers wi I ultimately discharge into the existing private
lift station (LS1) which will ultimately discharge into the existing Hunter Place Lift Station owned by Franklin County Public
Utilities (C�
The existing lift station currently conveys sewer through 1,661 If of 4" PVC force main and 2,662 If of 6" PVC force main.
As part of phase 7, the current lift station access drive will be relocated. The existing 4" force main (from the lift station ~
to the intersection of Creek Bend Drive and Porter Hill Drive) will be replaced with 398 If of new 6" force main from a
point on the 4' force main approximately 90' from the lift station, along the new access drive, to the intersection of Creek W
Bend Drive and Porter Hill Drive. The lift station itself will not be relocated, only the access drive.
Following construction of Phase 7 there will be 245 lots connected to the private lift station (LS1). At 250 gpd per home,
the expected average daily flow to the I ft station will be 61,250 gpd. The lift station will be permitted as a private station,
and the owner will assume all responsibilities required in the permit. The station has adequate capacity to serve the
additional connections with the proposed end of service operating point for the system being 300 gpm at 105' TDH. The
system will start 4 times per hour at the float elevations shown on the attached calculation sheets. The private lift station `}
can accommodate the additional flow from phase 7 and this additional flow, along with the updated flow tracking sheet <
from FCPU will be provided in the gravity sewer application for Ph7 and approved under a separate permit. ('ii%

Dear Mr. Doherty:
On July 26, 2023, the Division of Water Resources (Division) received your request for an adjusted daily
sewage flow rate (flow reduction) that would apply to all Franklin County Public Utilities permitted but
not yet tributary residential connections and all future residential connections tributary to this facility.
The request to include Youngsville and Franklinton, which were excluded from the flow reduction
approval issued to Franklin County Public Utilities on August 19, 2008, and for the reduction to apply to
the entire Franklin County owned operating system has been approved.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and based on the
data submitted and the Division of Water and Infrastructure (DWI) guidance, the Division hereby
approves for use by Franklin County Public Utilities, an adjusted daily sewage design flow rate of 250
gallons per day per single-family dwelling, effective immediately. This flow reduction shall be
applicable to existing permits with flows not yet tributary to the Franklin County collection system and
all future permits issued to Franklin County Public Utilities.
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connection(s).

WQ0037802 MOD Holden Creek Preserve Subdivision, Franklin County Public Utilities
WQ0044208 Holden Creek LS1 Holden Creek LLC
A complicated permitting process. Franklin County Public Utilities (FCPU) will now own/operate all
gravity sewers and force mains for Holden Creek Preserve. This modification WQ0037802 MOD reflects
this change. Some permitting history has been lost with this subdivision — so incorporating all current
phases under this permit modification seemed the most efficient way to process this. The subdivision
has retained the same engineer throughout the phases (Michael Crowley, PE). A PE certification for the
entire project will be submitted upon completion of phase 7.
FCPU does not wish to own/operate the pump station for this project (it was previously permitted but
now being upgraded with phase 7). Holden Creek LS1 will now be permitted under WQ0044208 and
owned/operated by Holden Creek, LLC. This is not an ideal situation, but this permit writer (after
conversation with many others in DWR) could not determine a way to prevent this. Although DWR does
permit private pump stations, this is unusual in that the public entity will own/operate the incoming
gravity sewers and outgoing force main.
During this process — this office also determined that the low flow reduction approved for FCPU did not
apply when they took over operations for Youngsville. FCPU had to apply again for flow reduction to
include all areas in which it operates. That was approved in July 2023.
Also note (and this is outlined in the application for WQ0037802 MOD) that some existing/permitted
gravity sewers go to LS1, but some go directly to FCPUs Hunter Place LS.
