Mr. Bruce Marek has submitted a request to modify State Permit No. 41-85, which was originally issued to Bald Head
Island Limited on June 3, 1996 for excavation and marina construction at Indigo Marina adjacent to the Cape Fear
River. This permit has been continually renewed and modified. The most recent modification was issued on March 21,
2019 for repair of the existing bulkhead and wooden decking within the marina and a subsequent Refinement was
issued in 2023 for floating dock replacement. The most recent renewal was issued on December 21,2022 and is due
to expire on December 31, 2024.
The permittee is requesting authorization to add 7 formalized boat slips to Indigo Plantation Marina for a total of 80
slips at the marina. The new slips would be located on the newly replaced floating dock that would be named "E-dock".
Three new finger piers are proposed to accommodate these slips (E-2 — E-8) and they would be 31 ft. long by 4.24 ft.
wide, 41 ft. long by 4.25 ft. wide and 26 ft. long by 4.25 ft. long (see Drawing C3 dated October 2, 2023). All work is
proposed within the existing marina footprint. The Cape Fear River is CLOSED in this area for Shellfish.
The permittee has submitted a check (#2351) in the amount of $100.00 for the modification. This office has no
objection to this modification request, provided all other local, state and federal regulations are adhered to.
By copy of this memo, DCM is requesting that the USACE, DWR, NC DMF and NC WRC provide any comment
that your agency may have on the proposed project to Cameron Luck of DCM's MHC office within 14 days of
receipt of this memo.

Bald Head Island Limited LLC has asked me to apply for a minor modification to its CAMA 41-85
Major Permit for Indigo Plantation Marina in Southport, NC to seven boat slips in the area of the
recently removed old Bald Head Island Passenger Ferry Terminal. The mainland ferry operations were
moved to Deep Point Marina in 2009. In 2018-2019, the marina bulkhead suffered several failures of
the concrete bulkhead and tieback system, requiring extensive marina repairs that were finished last
year. The repairs required removal of the old ferry terminal structure, freeing up marina space along
the northwest bulkhead to add the additional slips. There marina area is indicated below. You have
recently approved the replacement of damaged, parallel to the bulkhead Slip D1, and in essence Ferry
Slip E1 as one 6' wide main dock from D-Dock to A -Dock Connector as a Letter of Refinement dated
9-11-23.
The Existing Marina Slip Count is 72 Slips plus the one, E1, on the Ferry Terminal = 73 Slips. 10 on
A -Dock, 36 on B-Dock, 16 on C-Dock, 10 on D-Dock and the 1 on the Ferry Terminal.. RECEIVED

We propose adding 7 slips along this new section of dock, for a marina total of 80 slips. These slips
will be called E-dock, although the left end will start out as D1. See appx layout below for a marina
total of 80 slips. This is a similar minor mod request as to when we changed four of the 100' slips at
Bald Head Island Marina into fourteen 32'&35' Slips as T-Dock
Existing 82'+/- Ferry Terminal Slip E1 is being redesignated as a 26'+/- slip along the 6' wide E-Dock
Face Dock. Likewise, proposed slip E8 is also an appx 26' slip along the face dock, because of the
marina geometry. Proposed Slips E2&E3 are shown as 31'+/- Length; E4&E5 as 41'+/-; and E6&E7
as 26'.

County Tax Parcel 237KA00302. These properties are 23700002 (west) and 23700001 (east). I have
notified the State at the 3441 Arnell Street, Morehead City address, seal dated 9-2-23, by certified
mail, which was received on 9-6-23. Copy of notification and returned green card included with this
submittal.

Dear Property Owner:
Bald Head Island Limited LLC has asked me to apply for a modification to its CAMA 41-85 Major
Permit for Indigo Plantation Marina in Southport. NC to add several boat slips in the area of the
recently removed old Bald Head Island Passenger Ferry Terminal. The mainland ferry operations were
moved to Deep Point Marina in 2009. In 2018-2019, the marina bulkhead suffered several failures of
the concrete bulkhead and tieback system, requiring extensive marina repairs that were finished last
year. The repairs required removal of the old ferry terminal structure, freeing up marina space along
the northwest bulkhead to add additional slips. There marina area is indicated below.
The Existing Marina Slip Count is 72 Slips plus the Ferry Terminal. 10 on A -Dock, 36 on B-Dock, 16
on C-Dock and 10 on D-Dock.
We propose adding 8 slips along this new section of dock, that will be called E-dock. See appx I�xout

property to both the west and east sides of Bald Head Island Limited. LLC's Indigo Marina,
Brunswick County Tax Parcel 237KA00302. Your properties are 23700002 (west) and 23700001
(east).. Brunswick County Parcel 26000001. As such I am required to notify you in order to give you
the opportunity to comment on the project.
