The letter requests approval of a residential flow value of 220 GPD/residence for these dwellings. The information provided water use information for 2000 and actual daily waste water flow recordings for their peak month of May. Other supporting data was provided. The evaluation covered 90 homes that are representative of the subdivisions in Fuquay-Varina in accordance with 15A NCAC 2H .0219(1)(3). Based on the information submitted. the Division hereby approves the use of 75 GPD per bedroom per dwelling for residential units (225 GPD per three bedroom home) in all applicable non -discharge permit applications for future sewer line extensions and present, but not yet tributary projects for the Town of Fuquay- Varina. The Division did note that the average flow per residence in February 2000 was 271 GPD. Regardless of the adjusted desien dailv wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the Town's NPDES permit for the treatment facility or exceed the capacity of the sewers downstream of any new sewer extension. With regards to item 7 below, the PAA form references GS 143-215.1(f5), which was added in the 2023 Session Law, SB 673. That section falls under Local Permit Programs, which Harnett Regional Water is not a delegated authority. Therefore, does this requirement actually apply to HRW? HRW is currently opening bids for expanding the plant's capacity by 9 mgd for a total of 16.5 mgd treatment capacity, has an ATC, and is opening bids Nov 9th. I am working on obtaining project schedule, but it is my understanding that additional treatment may be available within 30-months, but overall project may be 36-months to complete repurposing of existing plant elements once flow is switched over to new treatment process. The NYT flow for NHRWWTP is approximately 3.332 mgd . Fuquay-Varina already has a flow reduction letter and is using 75-gpd per bedroom, but Angier, Harnett County and Lillington account for 2.872 mgd of NYT flow based on 120-gpd/bedroom. 75/120 = 0.625 x 2.872 = 1.795 mgd NYT. So using the 75-gpd/bedroom, the NHRWWTP NYT would be 1.795+0.460 = 2.255. The 12-month average is approximately 5.339 mgd, so total actual and NYT would be 7.594 mgd, approximately equal to the plant's current capacity. The actualization of NYT flow is well beyond the completion of the plant's expansion. Also, Fuquay-Varina has a contracted 2.6 mgd of treatment capacity in the plant. Their combined actual and non -tributary is less than 2 mgd. Based on the above, Harnett Regional Water requests the Town of Fuquay-Varina applications for flow to the NHRWWTP not be required to include the PAA.
