Dear Mr. Stikeleather:
The NC Division of Coastal Management hereby acknowledges receipt of your application
for State approval to construct 218' of vinyl bulkheading, fill ±832 ftz of USACE section-
404 wetlands, a pier extension and the removal and replacement of elevated walkways
over water within the community open spaces of Phase 5D, 5E & 5F of the Corolla Light
P.U.D Subdivision located off Hwy 12, Corolla, Currituck County. It was received
complete on November 6, 2023, and appears to be adequate for processing at this time.
The projected deadline for making a decision is January 20, 2024. An additional 75-day
review period is provided by law when such time is necessary to complete the review. If
you have not been notified of a final action by the initial deadline stated above, you should
consider the review period extended. Under those circumstances, this letter will serve as
your notice of an extended review. However, an additional letter will be provided on or
about the 75th day.
If this agency does not render a permit decision within 70 days from November 6, 2023,
you may request a meeting with the Director of the Division of Coastal Management and
permit staff to discuss the status of your project. Such a meeting will be held within five
working days from the receipt of your written request and shall include the property owner,
developer, and project designer/consultant.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the
proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which
must be posted at the property of your proposed development. You should post this
notice at a conspicuous point along your property where it can be observed from a public
road. Some examples would be: Nailing the notice card to a telephone pole or tree along
the road right-of-way fronting your property, or at a point along the road right-of-way where
a private road would lead one into your property. Failure to post this notice could result
in an incomplete application.

waterward with a maximum distance of 5' waterward of NWL. This section will also result
in the filling of ±75 ft2 of USACE section-404 wetlands. The alignment will then turn and
run parallel to NWL on the landward side of USACE section-404 wetlands for ±101', at
which point a 10' return will extend landward.
2. An 8' long by 6' wide pier/walkway extension from the existing pier to the bulkhead to
provide access.
The second area of development is within Open Space Phase 5D, adjacent to The Inn at
Corolla (Lightkeepers Hospitality, Inc.), Proposed development at this location includes:
1. The construction of an additional 72' of vinyl bulkhead waterward of an existing riprap
revetment and a delineated area of USACE section-404 wetlands. The proposed
alignment will tie into the existing bulkhead and will be aligned 2' waterward of NWL for
±32' where it will then return landward for ±40' following the NWL. This alignment will
result in the filling of ±757 ft2 of USACE section-404 wetlands.
2. The removal and replacement of the existing community walkway to a location ±30'
waterward of the existing location. The main ±72'x6' walkway section will extend from
the existing bulkheaded shoreline in a northward direction where it will tie into an
adjacent walkway being proposed by Lightkeepers Hospitality, Inc. Please note that the
adjacent walkway proposed by Lightkeepers Hospitality, Inc. is being processed in a
separate CAMA major permit modification request (MP#110-12). A second ±74x6'
walkway is proposed to extend in a perpendicular direction from the main walkway to the
highground of a separate open space area. The proposed height of the walkway will be
3' above NWL and water depths range from 1.0' to 3.0' below NWL.
Anticipated Impacts
• The construction of the bulkhead along the proposed alignments will result in the shallow
bottom fill of ±104 ft2 within the Estuarine Waters and Public Trust Area AEC's with clean fill
from an upland source.
• The construction of the bulkhead along the proposed alignment will result in the placement
of ±11.6 cubic yards of fill material below NWL.
• The construction of the bulkhead along the proposed alignments will result in the filling of
±832 ft2 of USACE section-404 wetlands.
The construction of the bulkhead will disturb ±3,377 ft2 of high ground within the ES AEC.
• The proposed pier extension will result in the shading of 48 ft2 of USACE section-404
wetlands.
• The proposed walkway removal and replacement will result in ±876 ft2 of shading within the
Estuarine Waters and Public Trust Area AEC's in water depths greater than 2' (shading
increase of ±336 ft2 from existing).

The proposed project is intended to construct bulkheads along the waterfront of the Corolla Light
Community Association, Inc. property and to relocate the existing boardwalk to align with the boardwalk
proposed by Lightkeepers Hospitality, LLC. to the north. Proposed is 146 linear feet of bulkhead along a
section of unprotected property on the southern portion of the property which will be constructed at
normal water level, except for an 18-foot section which will be a maximum of 5 feet waterward of NWL.
Also proposed is 72 linear feet of bulkhead which will be positioned waterward of the existing rock
riprap at the normal water level. The existing 6-foot opening will remain. The overall average distance
below normal water level is 0.36 feet and will result in impacts to 832 ft.' of Section 404 of the Clean
Wate r Act j u risd ictio na I wetlands.
The relocation of the boardwalk will result in 72 linear feet of 6-foot-wide boardwalk that will be a
maximum of 42 feet waterward of the proposed bulkhead. This alignment allows for the boardwalk to
align with a proposed relocation of the boardwalk proposed by Lightkeepers Hospitality, LLC. That
alignment was chosen to intersect with the existing pier on the Lightkeepers Hospitality, LLC property
which slopes down from the bulkhead and levels out at that alignment allowing a connection which will
not create a hazard to pedestrians. Also proposed is a removal of the existing elevated walkway as
depicted on Inset" B" to be replaced by a 74 foot long 6-foot-wide elevated walkway to intersect with
the proposed boardwalk. The existing 6-foot-wide pier on the south end of the property will be extended
8 feet to the proposed bulkhead.
The project proponent hereby certifies that all information contained herein is true, accurate, and
complete to the best of my knowledge and belief.
The project proponent hereby requests that the certifying authority review and take action on this CWA
401 certification request within the applicable reasonable period of time.
The Lightkeepers Hospitality, LLC acknowledges that that Corolla Light Community Association, Inc. is in
the process of submitting a modification to MP#52-20 to continue the walkway across their riparian
corridor to connect with the community's walkway to the.
A SAV survey was conducted by Environmental Professionals Inc. on August 15, 2023. The coverage of
the Zostera marina is moderate (greater than 40% but less than 70%).

The boardwalk will be relocated to allow for daily use by the community and guest at the Inn. The bulkhead will abate erosion
on the south end of the property and encapsulate the existing rock rip rap within the project area to provide for a safer
shoreline interface.

of equipment and where it is to be stored.
Bulkhead will be installed by vibratory hammer or water jet. Pilings for the boardwalk will be installed using a vibratory
hammer. Hand tools will be used to complete the construction.
