I Tim Smith certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and 11 plus all attached planning assessment addendums for which 1
am the responsible party. Signature of this form certifies that the receiving collection system or treatment

On behalf of MacKenan Property Group, please find the attached documentation in support of a
Fast Track Application (FTA 06-21) for the referenced project.As noted in the application, this
project will consist of 475LF of 8" PVC that will serve at the Chatham Park Commerce Center -
Tract B5 development site in Chatham County, North Carolina.
The proposed project will meet all of DWR's minimum design criteria for sanitary sewer
extensions. The daily design flow rate for this project is calculated at 2,500 GPD based on NCAC
2T Rules for wastewater flow rates and the anticipated flow from the Light Industrial Warehouse
use.The proposed sanitary sewer line sizes are more than adequate to convey the design flow
rates.

On behalf of Mackenan Property Group, we are providing this sewer allocation request in the
amount of 2,500 GPD for the proposed Chatham Park Commerce Center project located near
the intersection of US 64 Business and Eubanks Road. Our specific request is in accordance with
15A NCAC 02T .0114 "Wastewater Design Flow Rates"and uses "Businesses, offices and
factories: Warehouse" to determine daily flow based on the number of proposed loading bays. A

We are writing this letter in response to comments dated October 23, 2023. Each of the comments are

1. Section VI.8. is not completed, please fill out completely and resubmit.
Section VI.8 is now completed as required.
2. The topographical and aerial maps submitted are not sufficient. According to Section F of the
Application Instructions, the 8.5-inch x 11-inch color copy of a USGS Topographic Map and aerial
map need to clearly identify the project area, including the closest surface waters, general location
of the gravity sewer, pumpstations,and force mains,and the downstream connection points for the
receiving sewer. Please provide the required maps according to the application requirements.
The USGS topographic map and street level map are now revised to show the parcel and general
proposed and existing sewer locations.

Hello Tim, Robin, and Paul,
After reviewing the Fast Track Sewer System Extension Application for Chatham Park
Commerce Center- Tract B5, additional information is required in order to further process the
application. Please provide the following information by November 22, 2023, and note that
the requested information must be submitted within 30 days of this request, or the applicant
will be required to submit a new application and application fee in accordance with 15A
NCAC 02T .0107.

15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to
make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be accompanied
with a new application fee."
