Regular maintenance is essential to the long-term performance and durability of these devices. Wet Ponds require both routine maintenance and major maintenance/repair over time or as the result of structural failure. Certain timely preventative maintenance (summarized herein) should lengthen the time period between major maintenance procedures, maintain compliance with City statutes, and help protect the health, safety and welfare of the general public. This manual should be retained intact, and be reviewed in its entirety by all parties responsible for the maintenance of the SCM. This manual has been created as part of the requirements of the City of Durham's current SCM Maintenance program. The contents of this manual were specifically derived from the manual prepared by the SCM Certifying Engineer for Construction Certification (Exhibit 'A' below). Any updates/additions that may occur over time to the original information shall be shown in blue ink within this manual. As part of the annual certification process, the City of Durham requires the preparation of an Operation and Maintenance Manual. The City views the Operation and Maintenance Manual as a living document and subject to updates as may be necessary to reflect changes that may occur in the SCM. It should be noted that G2 Design is not the engineer of record and did not design the SCM system, or any portion of the subject property. This O&M Manual summarizes to the best practical extent Operation and Maintenance guidelines based on both field observations of the constructed SCM, and City and State maintenance guidelines for similar devices, and should serve as a minimum performance standard. Maintenance, repair and related reporting requirements shall be implemented as required under the current guidelines of the SCM Annual Maintenance Certification Protocol. Details are available under the City of Durham Public Works Department Stormwater Services Division website, currently found at: https://www.durhamnc.gov/695/SCM-As-Built-BMC-Maintenance-Programs Operations and Maintenance Manual Guidelines This manual should not be used as a replacement for the SCM Maintenance Certifier's (or "BMC') evaluation of the facility's condition. (A "BMC" is an engineer or landscape architect who has been certified by the City of Durham to perform SCM inspections) Rather, this manual is to be used during cursory, routine inspections of the facility. Actual determinations as to the need for repair and the actual repair to be conducted are to be determined by a certified and licensed professional qualified for the type of work involved. Per City of Durham requirements, an annual inspection is to be performed by a BMC in addition to routine inspections and maintenance of the facility performed by the Owner and/or their maintenance contractor. Davis Park East Stormwater Wet Detention Basin #1 City of Durham, North Carolina Operation and Maintenance Manual for Stormwater Management Facility #1 Date of Manual: August 12, 2020 Name of Author: Z. Nathan Bales, PE Access Unimpeded vehicular access to the facility should be aggressively maintained. The access to the facility should be kept free of structures, utility boxes/pedestals, and any vegetation other than grass. The normal pool must be drained in order to traverse the access the forebay by opening the drawdown drain on the riser structure. Dam Embankment The entire dam should be mowed regularly, with a minimum grass height of 6- inches, and kept free of all woody vegetation. Any bare areas should be raked, amended, seeded, and mulched as soon as practicable. The best times to complete such work are in the early fall and early spring. Riser Structure The riser structure (including the top and side trash racks) should be kept free of sediment, debris, and trash, and all vegetation (except grass) should be cleared from within five feet of the structure. If questions arise regarding the maintenance of this structure or if it appears that the normal pool is higher than it should be, the owner should contact me as soon as possible. To aid in this regard, my contact information is provided at the end of this document. Low Flow Drawdown Pipe The Low Flow Drawdown Pipe (LFDP) should be kept free of sediment, debris, and trash. Special attention is directed to the connection of the LFDP to the Riser Structure. If cave-ins appear behind the riser structure, the owner should contact me as soon as possible as the presence of such a condition may be indicative of some form of piping failure, which can significantly threaten the viability of the dam, the function of the LFDP, and the overall function of the wet detention basin system. Principal Spillway Pipe (PSP) The PSP should be kept free of sediment, debris, and trash. Special attention is directed to the constructed earthen weir to ensure that the compacted areas around the weir are not eroded and that the final vegetation stays secure and healthy. During the annual inspection, check for erosion at the downstream toe to ensure that there is no erosion between the armor and the existing ground. Also, check for and remove any tree seedlings that may sprout on or around the PSP. Outfall The outfall area should be kept free of excess sediment and overgrown vegetation. Forebay The wet detention basin forebay should be kept free of sediment, debris, and trash. Any erosion in the forebay, such as damage to the forebay berm or displacement of the inlet rip rap dissipator pad, should be noted during inspection. Special attention is directed to the amount of sediment accumulation in the Forebay. The Forebay shall never have more than 1-foot of accumulated sediment. A potential method to check for sediment accumulation is that at normal water level, the water depth in the forebay shall never be less than 5-feet. Cut slopes (these are the pond side slopes not associated with the dam) Except for the areas over the inlet pipes, it is recommended that a majority of the cut slopes, remain un-mowed and allowed to revert to a natural state. Any eroded or bare areas should be repaired, raked, amended, seeded, and mulched as necessary. The best times to complete such work are in the early fall and early spring. Principal Inlets The inlet areas should be monitored for excessive sediment buildup. If excessive sediment is encountered, the owner should contact the John R. McAdams Company as there may be an erosive condition upstream of the facility contributing to the sedimentation. Impoundment Area The impoundment is that of a stormwater wet detention basin. Each year, any unhealthy (severely distressed) or dead plants should be removed and replaced as soon as possible. Establishing and maintaining a healthy wet detention basin plant population in the planting areas is recommended. Care should be taken to ensure algae does not build up in the impoundment area. Excess accumulation of sediment should be removed. Vegetated Shelf Any cattails that take hold along the shoreline should be managed aggressively. With respect to invasives management, please be aware that the City of Durham has a strict policy concerning the use of herbicides in aquatic environments. Routine Inspections According to the North Carolina BMP Manual, the wet detention basin should be inspected at least once a month and within 24 hours following any storm event producing at least one inch of rainfall. Annual Certification The annual anniversary month for the wet detention basin will be the month in which the city accepts the certification. As such, the pond must be certified by a BMC (BMP Maintenance Certifier) on or before the end of the accepted month every year.
