8. PROJECT SUMMARY:
The applicant proposes to construct a 100 linear foot bulkhead to replace the existing failing
bulkhead.
9. NARRATIVE DESCRIPTION:
The site of the proposed development is vacant land located at lot 20 on Soundside Drive in the
Winslow Acres Subdivision in Perquimans County, adjacent to the Albemarle Sound. The
properties to the east and west are both residential lots and are bulkheaded.
Vegetation on the site includes, but is not limited to, indigenous yard grasses. Soil Types
include Chapanoke Silt Loam (Ch). The property has an elevation of approximately 4 feet
above normal water level (NWL) along the shoreline.
The shoreline length is 100 linear feet with a failing bulklhead. The failing bulkhead allowed a
"washout" measuring approximately 18 by 29 feet to occur in the highground area. The water
classification for this area is Primary Contact Recreational, Tidal Salt Water (SB) and is closed
to shellfishing. The Albemarle Sound in this area is classified as Coastal Waters. The water
depths within the project area range from 1.7 feet to 3.2 feet and average 2.38 feet. When the
site visit was conducted there was no Submerged Aquatic Vegetation present in the proposed
project area.
10. PROJECT DESCRIPTION:
The applicant proposes to construct a 100 liner foot bulkhead 2 foot out from the existing
failing bulkhead except along 29 feet of the alignment where there is an 18 foot erosion
escarpment at normal water level landward of the failing existing bulkhead.
11. ANTICIPATED IMPACTS:
The proposed development will result in:
- the filling of 2,478 square feet of Estuarine Shorelines and Public Trust Shoreline Area of
Environmental
concern
- the filling of 522 square feet of Estuarine Waters and Public Trust Area
Temporary turbidity will possibly occur during construction.

Application Narrative:
I have a vacant lot at 168 Sound Side Dr Hertford INC 27944, Lot 20 on the
Albemarle Sound. The bulkhead needs to be replaced along with some washout. I
would like to replace it 2' outside of the existing one and fill in the washout
area. The new bulkhead would be washed down with 5' in and 5' out with 6"x6"x10'
post with 4"x6"x16' cross ties bolted with 5/8"x 16" galvanized bolts with
washers and nuts. 1"x8"x10' boards washed down 5' in and 5' out double stack and
nailed inside. All wood will be 2.5 treatment. 5/8" x 12' galvanized tie back
bolted to post with galvanized washers and nuts buried in the ground behind the
bulkhead. Bulkhead cloth nailed inside bulkhead before back fill.

DEVELOPMENT PERMIT
The NC Department of Environmental Quality hereby gives public notice as
required by NCGS 113A-119(b) that application for a development permit in an AEC as
designated under the CAMA was received on 10/25/2023. Rose Odom, proposes to
construct a 100 linear foot bulkhead to replace the existing failing bulkhead,
located at lot 20 on Soundside Drive in the Winslow Acres Subdivision in
Perquimans County.
A copy of the entire application may be reviewed at the office of the Division of
Coastal Management, located at 401 S Griffin St, Ste 300, Elizabeth City and reached by
phone at (252) 264-3901 during normal business hours. Comments mailed to Braxton
Davis, Director, DCM, 400 Commerce Avenue, Morehead City, NC 28557, prior to
December 19, 2023, will be considered in making the permit decision. Later comments
will be considered up to the time of permit decision. Project modification may occur based
on review & comment by the public, state & federal agencies. Notice of the permit
decision in this matter will be provided upon written request.
