Director Shane Wolford, HOA President Sunset Pointe on High Rock HOA LLC 522 Sunset Pointe Dr Salisbury, NC 28146 NORTH CAROLINA Environmental Quality November 20, 2023 SUBJECT: NOTICE OF DEFICIENCY Tracking Number: NOD-2023-PC-0270 Permit No. WQ0029635 Sunset Pointe WWTF Rowan County Dear Mr. Wolford: Staff from Division of Water Resources' Mooresville Regional Office conducted an inspection of the Sunset Pointe WWTF on November 13, 2023. This inspection was conducted in response to a reported collection line break and to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0029635. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The following deficiency(s) was noted during the inspection: Inspection Area Description of Deficiency Treatment AdvanTex treatment pods 1-3, have textile fabric material that needs to be changed. The textile fabric life has expired and is no longer capable of capturing the solids coming from the Biotube Vault that supply WW to the pods. The PVC piping that supplies the influent WW to the spray applicators in pod #2 are broken and pipe and sprayers are laying on top of the textile fabric. This piping will need to be repaired. North Carolina Department of Environmental Quality I Division of Water Resources Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 Inspection Area Description of Deficiency End Use -Irrigation The drip lines in Zones 6 and 7 have been damaged and are not functioning properly creating a ponding circumstance next to the broken lines. The lines need to be repaired to bring the application area into compliance with the permit. MRO staff suggests the ORC inspect all of the application zones to look for additional leaks or broken lines and repair any damaged lines associated with the application area. Treatment Lagoons The liner is damaged in the NE section of the large lagoon. Vegetation is growing in the liner damaged area. The liner will need to be repaired to be in compliance with the permit. If they haven't already been corrected, remedial actions should be taken to correct these problems and prevent further occurrences in the future. Should these issues not be appropriately addressed, the Division of Water Resources may pursue enforcement action for this and any additional violations of the permit or State law. To prevent further action, carefully review these deficiencies and address the causes of non-compliance to prevent the recurrence of similar situations.
