I’m in agreement with the upgrades proposed. My concern would be compac?on of na?ve material and rip-rap used under the perched culvert to prevent further scouring. Based on the photos and the low stream flow depicted, addi?on of a plunge pool would increase stabiliza?on at the culvert outlet but it should also avoid restric?on of water flow in dryer periods. The revised plan is included below. Its our understanding that a permit modifica?on will not be required since the plunge pool will not be a loss of water. Ryan, I’ve included a picture of the current perched pipe. These were provided to Dave previously. The exis?ng material is typical of the piedmont and a mixture of silt, clay and small cobble. We would not add any red clay to the stream. The channel as installed too narrow, so we will open that up to the appropriate width, and use any suitable material in the stream. We aren’t opposed to using only rip rap if that is what ya’ll prefer. We suggested na?ve material because we are hoping to keep the impact from being deemed a the ‘loss of water’. We’ll see what Steve has to say, and go from there. As we need to widen the channel at the turn and that rip rap can be reused for this purpose I’d es?mate we wouldn’t need to supplement with more than a ton to complete what’s needed. I’m thinking that if it is mostly sand/gravel that it would likely be flushed out during the next storm event. Wouldn’t rip rap alone take care of the perch and allow upstream sediments and na?ve material backfill riprap voids over?me with subsequent storm events? Just wondering what the best approach might be. If possible, could you send a couple of pictures of the perched outlet’s exis?ng condi?on and channel and es?mates of amount of riprap needed? Not sure about a formal permit modifica?on at this ?me. I would like to hear the Corp’s opinion. Thanks for the no?fica?on. Dave W. We propose to place rip rap mixed with na?ve material to the stream bed to bring the stream bed eleva?on up to the exis?ng pipe. If we combine rip rap with na?ve material, can we proceed without a permit modifica?on? The addi?onal rip rap/na?ve material combo would be within the are permi?ed as bank stabiliza?on. In the picture below, there is purple text and an arrow to the loca?on.
