PROJECT SUMMARY: The applicant proposes to construct a 5' tall bulkhead out of wood or vinyl with an average alignment 9' below the normal water level and a sloping (2': l') riprap revetment adjacent/waterward of the proposed bulkhead. Cantrell Pamlico River Beaufort County Project Setting The ±0.50 acre project site is a developed single family residential lot located in a residential subdivision off SR 1772 at 233 Robert Cox Road adjacent the Pamlico River east of Bath in Beaufort County, North Carolina. The project site is part of a peninsula of land created by the confluence of St. Clair Creek with the Pamlico River. There is an area of Coastal Wetland marsh that abuts the project site that forms the tip of the peninsula sharing a contiguous shoreline on the Pamlico River into St. Clair Creek. The project site is developed with a brick single story residence. The lot, although adjacent to a coastal wetland marsh, is entirely uplands with an elevation of 6' or higher above the normal water level (NWL). The lot is vegetated with lawn grasses and various hardwood trees including loblolly pine, magnolia, pecan and black walnut trees. There is a 12' wide concrete boat ramp ' that straddles the property line (Cantrell/Newman) on the east side adjacent the Pamlico River shoreline that once was shared by the applicant and the adjacent property owner Newman. The boat ramp has been undermined by erosion causing the concrete to buckle and break. The failure of the boat ramp was brought on by the complete failure, over time, of the bulkhead and riprap revetment that once stabilized the project site. Remnant boards and scattered riprap are all that remains to discern the previous bulkhead/revetment alignment. Most likely the bulkhead /revetment was damaged during the hurricanes in the late 90's and early 2000. This high energy shoreline is subject to a fetch of ±5 miles when the wind blows from the southwest and has eroded the bank to within 30' of the existing residence. The shoreline has taken a half moon shape. The erosion of the shoreline has been most severe in front of the existing residence. There is a 6' tall vertical erosion escarpment that starts of the east side of the property adjacent the boat ramp and extends west down the shoreline across the front of the house. The west side of the property has experienced less erosion possibly due to presence of more riprap in this area. The escarpment tapers to a flatter slope with a sandy beach and more consolidated riprap revetment. The erosion has left a shelf landward of the previous existing bulkhead. Water depths are less than a foot on this shelf. Water depths deepen quickly to 3' below the NWL waterward of the destroyed bulkhead alignment. The Pamlico River in this location is designated as Coastal Waters by the Marine Fisheries Commission. The Environmental Management Commission has classified the Pamlico River as SB NSW in this location and this area of the Pamlico River is closed to shellfishing. Project Description The applicant proposes to reestablish part of the eroded shoreline by constructing a bulkhead with an alignment that will start from the existing bulkhead corner on the Newman Isabelle W. Cantrell Pamlico River Beaufort County Page Two property and will angle landward of the previous destroyed bulkhead in a straight line across the existing boat ramp, which will be removed, extending 130' in a straight line across the highly eroded area before intercepting land. From this point the proposed alignment continues in a straight line above the NWL for another 28' before turning landward 90 degrees with the shoreline remaining above the NWL for another 24' where it will end. This proposed bulkhead will average ±9' below the NWL with the furthest point below the NWL at 21'. The bulkhead will be constructed either out of wood or vinyl and will be 5' tall. The applicant proposes to place a riprap revetment waterward of the bulkhead on a 2':1' slope with the riprap toe 10' waterward of the proposed bulkhead. The applicant also proposes to construct a 6' x 80' pier with a 16'x 16' L -head platform and a 13' x 13' boatlift. The boatlift is to be constructed at the offshore end of the proposed pier on the east side. Project Impacts The proposed alignment of the bulkhead will result in the filling of 1,710 ft' of Pamlico River bottom with earthen backfill and 1,900 ft2 of Pamlico River bottom with granite rip rap. The earthen backfill and bulkhead tie back installation will disturb 1,800 ft2 of uplands. The pier and platform will shade 256 ft2 of Pamlico River bottom. There will be some localized short term turbidity during the aforementioned construction activities. The primary purpose of this project is to reestablish a highly eroded shoreline with erosion that is now threatening an existing residence. This will be accomplished by constructing the bulkhead from an existing bulkhead corner on the east side (Newman Property) in a straight line angled landward of the previous destroyed bulkhead alignment. The new proposed bulkhead will average 9' below the normal water level. The bulkhead is to be constructed 5' tall out of wood or vinyl and the riprap will be placed on a 2':1' slope with an average toe 10' from the new bulkhead. On 2 July 2015 I met with you and you issued me CAMA/dredge and Fill permit no. 64537 for a bulkhead. After reviewing the bulkhead alignment allowed under the aforementioned permit I decided that the alignment did not allow for adequate space between the existing residence and the shoreline. The Pamlico River is ±4 miles wide in this location with a fetch of 5.5 miles when the wind is blowing from the southwest. In addition to the shoreline stabilization, I am proposing to construct a 6' x 80' pier with a 16' x 16' L -head platform and a 13' x 13' open boatlift.
