Dear Mr. Ingram:
On July 27, 2015, Katie Merritt with the Division of Water Resources (DWR) notified EBX Neuse I, LLC
(EBX), an affiliate of Resource Environmental Solutions, LLC (RES), that DWR was performing an
annual audit of all nutrient offset and riparian buffer mitigation credit sales for all private nutrient offset and
riparian buffer mitigation banks in North Carolina. Along with this notification, Ms. Merritt requested all
credit ledgers along with all corresponding receipts and local government approval/verification letters for the
following banks from January 1, 2015 to June 30, 2015:
• Marston ( #2008 -1473)
• Nahunta( #2008- 1473v2)
• Arrington Bridge Phase I ( #2008- 1473v4)
• Arrington Bridge Phase II ( #2008- 1473v4)
•
Rudolf (#2010-0408)
• Buffalo Branch ( #2014- 0704v2)
On August 12, 2015 and September 1, 2015, DWR received all of the requested documentation. Findings
from this audit suggest that all credit sales are now compliant. Your approved ledgers will be posted at the
