HomeMy WebLinkAbout20090866 Ver 0_credit sale audit_WEI 9-2015_20150901NCDENR North Carolina Department of Environment and Natural Resources Pat McCrory Donald R. van der Vaart Governor Secretary September 1, 2015 John Hutton Wildlands Holdings II, LLC 312 West Millbrook Rd, Suite 225 Raleigh, NC 27609 Re: Audit of Credit Sales for Nutrient Offset & Riparian Buffer Mitigation Banks owned by Wildlands Holdings Il, LLC Dear Mr. Hutton: On July 27, 2015, Katie Merritt with the Division of Water Resources (DWR) notified Wildlands Holdings II, LLC (WEI) that DWR was performing an annual audit of all nutrient offset and riparian buffer mitigation credit sales for all private nutrient offset and riparian buffer mitigation banks in North Carolina. Along with this notification, Ms. Merritt requested all credit ledgers along with all corresponding receipts and local government approval /verification letters for the following banks from January 1, 2015 to June 30, 2015: • Little River Farm ( #2009 -0866) — SOLD OUT • Buck Swamp ( #2012 -0144) On July 29, 2015 and August 4, 2015, DWR received all of the requested documentation. Findings from this audit suggest that all credit sales are compliant. Your approved ledgers will be posted at the following link: httn: / /vortal.nedenr.or¢ /web /wo /nutrientbufferbanks. The Little River Farm mitigation bank received its final credit release letter on October 29, 2014. As of July 21, 2015, this bank has sold out of all of the riparian buffer credits and nutrient offset credits. In the October 29, 2014 letter, DWR requested that WEI notify Duke Progress Energy in writing, of the conservation purposes of this bank and any restrictions that will be placed within the boundaries of the Little River Farm site. On July 28, 2015, DWR received a copy of the letter from WEI to Duke Progress Energy. By copy of this letter, the Little River Farm mitigation bank is now closed and will be removed from all available mitigation bank lists.
