The Blockhouse Creek closeout site visit was completed with the Interagency Review Team (IRT) on
September 23, 2014. The IRT considered a total of 5,612 SMUs, inclusive of adjustments presented
during an in office review, for closure during the site visit. The IRT commented that the following must
be addressed prior to site closure:
1) Letter or Interpretation (LOI) must be updated to include the two culvert extensions in the easement,
paths and bridge located within the easement, and the easement offset at station 15+00.
2) The easement must be delineated and signed in areas not currently adequately defined.
3) Kudzu (Pueraria lobate), Privet (Polygonum cuspidatum) and multiflora rose (Rosa multiflora) must
be effectively treated.
4) Extend monitoring, visual only, to ensure that beaver have been effectively managed and
encroachments resolved.
This report is intended to document that these issues have been addressed and that site closure is
warranted. The following comments describe what has been done to address each issue that the IRT had
concerns for and the remaining, largest section of the report documents with photographs the improved
conditions at the site.
Resolution of Site Issues:
1) Letter of Interpretation (LOI): The Letter of Interpretation was discussed with Jeff Horton of DMS.
He explained that they no longer prepare a Letter of Interpretation for mitigation sites. Rather than
capturing issues within an easement in this form they are now asking that providers prepare a Transfer
Illustration Map (TIM). The TIM is a GIS project that shows the project site with the easement and has
all issues mapped as a data layer with an attribute table that provides data on the issue illustrated. Baker
has prepared a TIM and submitted it to DMS.
2) Easement delineation: In order to better delineate the easement line, 4x4 treated wooden posts were
installed at many locations throughout the project site. Easement signs were installed on many but not all
of these posts. Posts were installed at all locations were automobile traffic was close to the easement line
and there was a danger of vehicles crossing the line. Specific areas where this was a concern were along
the easement line in front of the barns near the top of the project (see photo series 118 and 119) and in an
area on the right bank just upstream of Hunting Country Road where encroachment had been an issue (see
photo series 40 and 41). Posts were also added along any easement line where extensive distance
between existing posts made it unclear as to where the easement line was to the FENCE maintenance staff
who mow the property. Our intention in this case was to add enough marking posts that maintenance
staff could look across one post and see another post. This way they could clearly determine where the
line was and not mow into the easement. This effort has been very successful and we have observed no
cases of encroachment by the mowers into the easement during 2015. The photos in this report
dramatically demonstrate the increased easement marking and the established mow lines that are on or
well outside of the easement lines.
3) Invasive Species Treatment: Invasive vegetative species have been treated at the project site multiple
times since this project began. The site was treated in September of 2014 and the accompanying photos
(Series S64, S68, S69 and S70) show dead multiflora rose and privet from that application. Blockhouse
will be sprayed again on July 14-15, 2015, with special attention being paid to the kudzu (1 day devoted
to this species) that persists at the lower end of the project site; however, other species that may be present
within the easement will also be sprayed. (Note: this treatment took place as noted above and a one page
report on this treatment has been added to the end of this report).
4) Beaver Presence: We have visited this project site multiple times since last fall and each time we have
walked the site examining the channel for any sign of a reestablishing beaver population. To date we
have found no sign of beaver activity at the site. We have looked for cut trees or limbs within the creek
channel, slides along the creek banks and dam building activity. We have not seen any of these
indications that beavers have moved into the site. Additionally, the FENCE maintenance workers are
watching for any indications that beavers have moved into the site and have not seen anything to indicate
that there are new beaver inhabitants. When taking photos for this report we included most of the areas
where beaver dams had caused a problem last year. The photos will indicate that there is no activity at
these historically used sites. These sites have all been repaired and all the beaver dam material removed.
Impacts from impounded water has been repaired, seeded and planted with larger trees. These sites are in
excellent condition now with no bare soil as vegetation has recolonized all the areas and the channels is
stable.

Recommendation:
Baker has addressed those issues that the IRT identified as needing to be corrected prior to project
closeout. We believe that the accompanying photographs from across the site illustrate that these issues
have been resolved. Because these issues have been resolved we believe that this project site should be
closed out as contracted reflecting the SMUs requested above.
Note: Site Atlas (photographs) - The photographs that follow were taken to illustrate the conditions of the
Blockhouse Creek project site. Photos were taken at specific locations across the project site over the last
five months and some sites have photos from late 2014. For a few photograph series a photo of the
preconstruction condition in that general area is shown. The intent was to illustrate the improved
conditions at the site and specifically to document the modifications that addressed concerns stated by the
IRT. Photographs taken from the same general locations are identified as a Series and each Series has
from two to five photographs. Individual photographs are not identified but rather each series has a
caption describing where it was taken (relative to channel stationing), what is shown and when the
photographs were taken. Each Series is shown on an accompanying map which precedes the photographs
shown on the map. The shorthand S36 as shown on the maps, indicates that this is Series 36 and the
arrow symbol on the map indicates the general direction of the photo.

Blockhouse Creek IEP Work 2015
Hiwassee River Watershed Coalition was contracted by Michael Baker Engineering,
Incorporated to do invasive exotic plant (IEP) treatments on the Blockhouse Creek Stream
Restoration Project, located at the Foothills Equestrian Nature Center in Tryon, NC. This is a
repeat visit for follow-up spraying and Kudzu eradication work. The work was completed on
July 15, 2015.
Pest Plants Treated
Exotic pest plants multiflora rose, kudzu, and Chinese privet were targeted, as specified. Oriental
bittersweet and Japanese honeysuckle vines climbing trees were also cut, but not sprayed. A 4%
glyphosate solution and Agri-Dex surfactant was applied to the target plants as a foliar spray, and
the leaf surfaces sprayed with this solution. The plants are expected to show signs of wilt and or
yellowing (depending on species) in about two weeks.
Work Summary
On the first day (July 14), rainy conditions prohibited spraying, but the focus area was gone
through thoroughly and all kudzu, Japanese honeysuckle, and oriental bittersweet vines climbing
trees were severed at low to the ground level to stop them from climbing trees. These cut
surfaces were treated with 20% glyphosate solution to kill roots. On the second day (July 15) all
target species in the focus area were sprayed with the above described foliar treatment. The rest
of the project was also checked and some spot treatment was done to keep target species out.
Other Potential Threats
Some threat still occurs of re-sprouting from large cut vines, especially kudzu. Kudzu root
crowns in the soil have been known to re-sprout for many years even if cut vines are treated with
herbicide. Continued monitoring for kudzu in particular is recommended. Because Japanese
honeysuckle was not targeted, it may become a problem in the future as well. Large amounts of
shrubby lespedeza were also observed in the project area.
Summary
The work performed by HRWC at the Blockhouse Creek Stream Restoration Project last year
was very effective at controlling pest plant species, while avoiding as much as possible damage
to residual native plant species. The majority of the project area was largely free of the three
main target species and spot treatments performed during this visit should bring those remaining
under control. Although it is next to impossible to completely eradicate these plants, keeping
them under control is critical to avoiding ecological damage caused by their overabundance and
infestation of sensitive aquatic and riparian areas.
