COMMENTS ON DRAFT PERMIT
Robbie Bullock(Environmental Program Consultant)noted that the cover letter stated Wake County and that
needed to be changed to Craven County.Mr. Bullock also stated that the last inspection stated that tablet
dechlorination has changed to liquid calcium thiosulfate. He stated that this change needed to be updated in the
components list on the Supplement to Permit Cover Sheet.Mr. Bullock also stated that he did not recommend
any permit changes due to NOD and NOV's that were issued during this permit cycle.

This discharge is located on the Neuse River mainstem. An analysis on the river indicated that more stringent
controls on BOD loading are needed. Therefore,an engineering report evaluating the cost feasibility of meeting
advanced tertiary limits(i.e.,5 mg/1 BOD5 and 2 mg/l N143-N)is due on April 1, 1997. If the facility cannot
technologically meet these limits,the engineering report should include an evalutaion of alternatives to discharge.
The facility is operating well under the permitted flow of 0.5 MGD. An ATC was issued in 1985 for a total
capacity of 0.125 MGD. The facility has built to 0.125 MGD. The permit will be reissued with at a wasteflow of
0.125 MGD at existing limits. At any wasteflow greater than 0.125 MGD,the effluent limits will be BOD5=5
mg/1 and NH3-N=2 mg/l.

PART IV - EVALUATION AND RECOMMENDATIONS
This facility consists of a 0.125 MGD extended aeration package plant which serves a
subdivision centering around the Carolina Pines Golf Course. The plant is currently operated
by Richard Belangia of Tar Heel Water and Wastewater Company. Land and Lab
Technology, Bridgeton, NC, performs necessary laboratory analyses.
It is the recommendation of the Washington Regional Office that a NPDES Permit be
reissued to Carolina Pines Utility Company. This issuance should coincide with the basin-
wide permitting cycle for the Neuse River Basin.

The cover letter states that a notice will be published in newspapers having circulation in the Wake
County area. Wake County needs be changed to Craven County.
Th last inspection states that tablet dechlorination has changed to Liquid Calcium Thiosulfate.This
needs to be updated in the description of the permit.

e perimit has tablet de-chlorination system listed as being used but the facility is using liquid Calcium Thiosulfate.
I do not recommend any permit changes due to the NOD and NOV'S that were issued since there
were only 5 Notices sent over the previous Five years.
