Dear Mr. Williams: This letter is in response to the N.C. Department of Transportation (NCDOT) email dated September 13, 2023, including an attached Cover Letter, site photograph and revised workplan drawing (1) dated September 13, 2023. The request is to install a 4' extension on the outlet end of an existing stormwater pipe near Site 14 and regrade the shoulder to a 3:1 slope to match the adjacent slopes. The proposed work would include riprap stabilization on the slope. The extension and shoulder widening would result in approximately 40 sq. ft. of permanent open water impact from fill and approximately 40 sq. ft. of temporary impact from dewatering. Please be advised that through this Letter of Authorization, the N.C. Division of Coastal Management (DCM) conveys its determination that the request to install a 4' extension on the outlet end of an existing stormwater pipe near Site 14 and regrade the shoulder to a 3:1 slope to match the adjacent slopes related to the R-5014 project, as described in the NCDOT request dated September 13, 2023, is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of CAMA Major Permit No. 125-18. In addition, DCM acknowledges information provided by NCDOT in the attached email dated August 22, 2023, including two revised workplan drawings, one dated 8/21/23 and one dated 8/22/23, regarding work that occurred at Site 2 and Site 15 that was not included in reviewed drawings submitted as part of the original permit application. At Site 2, additional riprap on the triple crossline resulted in approximately 33 square feet of additional open water impacts. At Site 15, an existing riprap pad at a stormwater drain was maintained with additional riprap in approximately 100 square feet of Coastal Wetlands. In accordance with the email from NCDOT on September 12, 2023, the riprap pad is located outside the Colington Creek Mitigation site boundary. E Q�� North Carolina Department of Environmental Quality I Division of Coastal Management Elizabeth City Office 1 401 South Griffin Street, Suite 300 1 Elizabeth City, North Carolina 27909 NORTH CAROLINA _ Deparmtent of Environmental Duality 252.264.3901 Page 2 of 2 This Letter of Authorization shall be attached to the original of CAMA Major Permit No. 125- 18, which was issued on November 5, 2018, as well as the Minor Modification issued on April 30, 2021, and subsequent Letters of Authorization, and copies of all documents shall be readily available on site when a DCM representative inspects the project for compliance. All conditions and stipulations of the active permit remain in force unless altered herein. This approval does not eliminate the need to obtain any additional permits, approval or authorizations that may be required. This includes approval, if required, from the U.S. Army Corps of Engineers (USACE) and the N.C. Division of Water Resources (DWR). Any changes in the approved plan may also require a permit modification and/or additional authorization from DCM. The permittee shall contact a representative of DCM prior to commencement of any such activity for this determination and any permit modification.
