The existing station will be demolished and a new, replacement pump station will be constructed approx. 450 feet northeast of the existing station location just off the existing gravel access drive to the existing station. The proposed project will not increase the existing capacity of the collection system or pump station. All gravity sewers, force mains and pumps will be replaced "like -for - like" with pipes and pumps of the same rated capacity as currently installed. Justification The existing pump station is located within the 100 (AE) and 500-year flood zones of the Tar River. During severe flooding events, access to the existing station by O&M personnel is difficult (if not impossible) and hazardous. The station lacks emergency pump -around connections and a permanent standby generator and has to be powered by a portable generator during power outages. When power outages coincide with severe flooding in the area, the portable generator cannot not be moved on -site and connected leaving the station offline and susceptible to significant overflows since this station also conveys the flows from three other pump station basins (Hon, Jail and Wolf Pen). In addition, the existing pumps are no longer operating at capacity. Recent drawdown tests by the town indicate the pumps are only pumping about 50% of their rated capacity. The proposed project would replace the existing station with a new 260 GPM station at a new location. The new submersible station would be relocated to an area upslope of the current location that, according to O&M personnel, rarely floods or becomes inaccessible. The new station will also have an emergency bypass pump around connection and standby generator. The new pump controls and generator will be located adjacent to the station in an area outside the 100 and 500-year flood zones allowing the station to remain in service even during flooding events. Wastewater Flows The current estimated daily flow at the existing station is approximately 160,000 gallons per day, based on 2023 runtime data furnished by the Town of Louisburg. So you/we did not find an old permit number for this? I can't remember — I thought I had looked this up for you, but I may be thinking of another project. And no known permit numbers for the downstream portion? So this is fairly old infrastructure? You did look it up and it may have been the original permit, but I found several discrepancies that made me wonder if the permit we found was actually for this project. The permit you found was for "Green Hill Country Club Pump Station", but that was approved in 1989 and this station wasn't built until 1992. We confirmed the 1992 install date from shop drawing dates and dates stamped on several pieces of equipment found on site. The town also said they did not have any records of a permit. There were also several discrepancies in information regarding the pump capacity that made me question the permit you found. When we started this project in the summer of 2021, 1 called down to the Regional Office and asked if a permit existed around 1991 or 92 and was told there was none. 1 also asked the town for a copy of the permit and they said they could not find one. After that, I asked O&M personnel about the capacity, and was initially told around 500 GPM, however 1 doubted that because of the size of the existing station. I then asked them to pull the pumps that were in the station and get the serial numbers off the manufacturers pump plates. I sent those numbers to the factory and they sent the pump curves that confirmed the pumps that were pulled were 260 GPM pumps. Without any permit, record drawings or a permit certification available, 1 assumed the 260 GPM pumps pulled from the current wetwell were the permitted pumps and this is the info we used to apply for SRP funding to rehab/replace the station and permit the work. Part VI. Numbers 1, 2, and 3 are blank. I assume you meant to check these as N/A and forgot —just correct that page of the application and I'll replace it. (since it is for the public record, it needs to be completed) / have checked "N/A" for the 3 questions Part VI and attached a PDF of that page. 3. Any ARPA funding with this project? Power Reliability Plan (Required if portable reliability option utilized for Pump Station): ❑ Per 15A NCAC 02T .0305(h)(1), submit documentation of power reliability for pumping stations. ➢ This alternative is only available for average daily flows less than 15,000 gallons per day ➢ It shall be demonstrated to the Division that the portable source is owned or contracted by the applicant and is compatible with the station. The Division will accept a letter signed by the applicant (see 15A NCAC 07.T ,0106(b)) or proposed contractor, stating that "the portable power generation unit or portable, independently -powered pumping units, associated appurtenances and personnel are available for distribution and operation of this pump station." { If the portable power source or pump is dedicated to multiple pump stations, an evaluation of all the pump stations' storage capacities and the rotation schedule of the portable power source or pump, including travel timeframes, shall be provided in the case of a multiple station power outage.
