On September 26, 2023, Ms.Melissa Joyner and Ms.-Kelly Jonas from the Fayetteville Regional Office of
the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the
Richmond County Airport facility located at 656 Airport Road, Richmond County, North.Carolina.A copy of
the Compliance Inspection Report is enclosed for your review. Your time and assistance is greatly
appreciated.The site visit and file review revealed that the subject facility is covered by N'PDES Stormwater
General Permit NCG150000 under Certificate of Coverage NCG150041. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Black Branch and Solomons
Creek, class C waters in the Yadkin River Basin.
As a result of the site inspection, the following permit conditions violation(s) are noted:
1) Stormwater Pollution Prevention Plan (SWPPP)
Per Part B...A Stormwater Pollution Prevention Plan (SWPPP) has not been fully developed and
implemented.
2) Qualitative Monitoring
Per Part D, Section D-1...Qualitative monitoring has not been conducted and/or recorded in accordance
with permit requirements.
3)Analytical Monitoring
Per Part E, Section E-1 -E-4...Analytical monitoring has not been conducted and/or recorded in accordance
with permit requirements.

during the inspection.

Requested Response
You are asked to respond to this office, in writing,within 30 calendar days from receipt of this notice.Your
written response should include a reasonable explanation as to why the aforementioned violations have
occurred as well as a Plan of Action to prevent these violations from recurring.
Action Items
Immediately review and amend the facility's SWPPP as needed and begin incorporating documentation
pertaining to the annual update requirements of the permit. Conduct and record monitoring per the
conditions of the permit.
Thank you for your attention to this matter. This office requires that the violations, as detailed above,
be properly resolved. These violations and any future violations are subject to a civil penalty
assessment of up to$25,000 per day for each violation.Should you have any questions regarding these

Inspection Summary:
Melissa Joyner and Kelly Jonas met with Mr.Jeff Pressley, Richmond County Airport Manager. The Stormwater Pollution
Prevention Plan(SWPPP)was reviewed per the requirements of the NPDES General Permit NCG150000.The SWPPP
reviewed was dated February 12,2011 and contained outdated information.Training has not been conducted.Annual review:
have not been completed, including plan review, best management practices,feasibility review,and review of non-stormwate
(illicit)discharges. Solvents are not used at the facility, and the annual certification of solvent manangement plan needs to
be completed.List of responsibile parties needs to be updated to include current 24 hour contacts.The site map needs to
be updated to include percent impervious areas, topographic lines,and locations of three outfalls.
Qualitative and Analytical Monitoring has not been conducted per the consitions of the General Stormwater Permit
NCG150000. Quarterly good housekeeping inspections have not been conducted and documented.
The facility grounds were inspected, including the three aboveground storage tanks(ASTs)and three outfalls.The facility
does not conduct vehicle maintenance,vehicle washing, nor de-icing activities.The facility grounds appeared to be
well-maintained.The three ASTs are electronically locked and appeared in goad condition. Spill response materials were not
observed within the vicinity of the ASTs. Ms. Joyner and Ms. Jonas discussed with Mr. Pressley options for sampling
locations of the three outfalls.
The following actions are recommended: 1.Develop an updated SWPPP in accordance with the conditions of the General
Permit NCG150000,effective July 1, 2022.; 2. Update the Site Map to include the percent impervious area within each
drainage area and include site topography.; 3. Include an annual certification stating solvents are not stored at the facility.;
4. Provide information regarding any spills that have occurred within the last three years, or state that none have occurred.;
5. Conduct annual evaluation of the presence of non-stormwater discharges in the stormwater outlets, and include results in
the SWPPP.;6. Conduct annual training.;7.Conduct quarterly Qualitative and Analytical Monitoring.;8. Provide the Raleigh
Office with documentation of updated outfall locations.; 9. Provide a spill response kit near the ASTs.; 10. Provide an
emergency stormwater inlet cover downslope from the ASTs.; and 11. Complete and submit the Permit Update Contact
Request form.
