On September 27, 2023, Ms. Melissa Joyner and Ms. Kelly Jonas from the Fayetteville Regional Office of
the Division of Energy, Mineral and Land Resources(DEMLR),conducted a site inspection for the Concrete
Supply Co— Hamlet Plant facility located at 1053 Airport Road, Richmond County, North Carolina. A copy
of the Compliance Inspection Report is enclosed for your review. Your time and assistance is greatly
appreciated.The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG140000 under Certificate of Coverage NCG140343. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Marks Creek(Boyds Lake, City
Lake, Everetts Lake), class C waters in the Yadkin River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG140000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation.If you or your staff have any questions,

Inspection Summary:
Melissa Joyner and Kelly Jonas met with Mr.Johnie Alexander, Environmental Manager at the Concrete Supply Company-
Hamlet Plant. The Stormwater Pollution Prevention Plan (SWPPP)was reviewed, and contained all the information required
by NPDES Stormwater General Permit NCG140000.The Analytical and Qualitative Monitoring records were reviewed and
appeared complete.The facility grounds were inspected, including the Best Management Practices which were being
utilitized and Outfall 001. No vehicle maintenance activities are conducted at the facility.The facility appeared to be in
compliance.
