Hi Kaitlyn,
Thank you for your responses to DWR's comments and attaching photos of the two sites in question.
DWR agrees with installing polytape around the overspray and potential encroachment/farm road areas.
DWR recommends to also consider tilling and replanting the farm road area to further mitigate potential
encroachment and encourage more herbaceous growth in the future.
The year 1 monitoring report for Little River - Weaver is approved. Please provide confirmation of bond
renewal through next year's monitoring period. DWR authorizes a 20% reduction in the current bond
amount. Once DWR receives your bond renewal, we can proceed issuing the credit release for this task.

Hey Andrew,
Your comments are listed in bold below, while Wildlands' responses are in italics.
1. It is recommended that Easement Boundary Check be included as a standalone section before or
after "Parcel Adaptive Management". Make this change all monitoring reports moving forward.
We will incorporate this change in future monitoring reports.
Were photos taken of the areas accidentally treated with herbicide and potentially encroached
on? If so, include them in the response to this email.
These photos are attached.
3. What communication with the landowner has already taken place about the herbicide
overspray, and what further communication is planned? Provide written communication
between Wildlands and the landowner to DWR in response to this comment.
Typically, telephone and in -person communication are the most productive methods to resolve
easement encroachments. Written communication exchanges usually occur if the same
prohibited activity continues to occur within the some location even after telephone or in -person
communications; therefore, written dialogue is not available in this case. Wildlands spoke with
the landowner via telephone and requested that equipment operators be aware of easement
boundaries. She acknowledged and stated that taller signs would be helpful. Polytape has been
added along the herbicide encroachment areas and taller signs will be installed during winter of
2023-2024. At this time, no further communication with the landowner is planned. Further
communication will take place as needed.
4. What communication with the landowner has already taken place about the suspected
vehicular encroachment, and what further communication is planned? Provide written
communication between Wildlands and the landowner to DWR in response to this comment.
This area needs to be proposed for adaptive management to include addition visible easement
markings spaced tight enough that would prevent vehicular access. (Horse tape, additional T-
posts, placards, etc.)
Wildland spoke with the landowner via telephone. The landowner was not aware that this area
had been trafficked so it remains unknown if the lower herbaceous vegetation is due to easement
encroachment traffic by someone else or past use as a farm path. Polytape has been added and
additional signage will be installed along this easement boundary during the winter of 2023-
2024. At this time, no further communication with the landowner is planned. Further
communication will take place as needed.
5. Is the stem density in plot 27 representative of the surrounding area? If so, is this area not also
included in the supplemental planting proposed in Section 2.4?
This area is not proposed for supplemental planting since it currently exceeds the stem density
criterion, although not by as large of a margin as other plots. The cause of mortality in this plot is
unknown. Low density did not stand out as a problem in the greater area surrounding this plot.
6. When adaptive management has been completed, provide DWR with photos and supporting
figures showing all adaptive management actions, including supplemental plantings, easement
boundaries, etc.
Adaptive management will be discussed in a brief memo with supporting information and
photographs. This will be provided to DWR once adaptive management actions are completed.
Let me know if you need anything else!
Thank you,

Dear Kaitlyn,
DWR has reviewed the Year 1 Monitoring Report for the Little River - Weaver Mitigation Bank Parcel and
have the following comments:
1. It is recommended that Easement Boundary Check be included as a standalone section before or
after "Parcel Adaptive Management". Make this change all monitoring reports moving forward.
2. Were photos taken of the areas accidentally treated with herbicide and potentially encroached
on? If so, include them in the response to this email.
3. What communication with the landowner has already taken place about the herbicide overspray,

Thank you for your attention to these comments. Please provide an adequate response to all items
above along with supporting documents if required.
Once DWR receives a response to the comments above, issuance of monitoring report approval and
credit release can be determined.
