Dear Ms. Manuel:
Aqua North Carolina, Inc. (Aqua) offers the following response to the above -referenced Notice of Violation
and Intent to Assess Civil Penalty, for the daily maximum for Fecal Coliform, from the August 2023
Discharge Monitoring Report.
Aaua's Response:
The W WTP disinfection system was operating properly at the time of these excursions. The post -treatment
pond is consistently battling natural influences such as algae growth and temperature changes and the results
are not a true representation of the treatment plant's effluent quality. Aqua has hired an outside engineer,
Black and Veatch, to assist in the process of conducting preliminary testing and evaluations of the existing
W WTP in order to determine the root cause of the solids settling issues. A preliminary site investigation
has been conducted and 5 days of water quality sampling will be conducted in the next 2 weeks. After the
lab results return, B&V will model the plant and draft a technical memo outlining issues and
recommendations for rehab. Initial thoughts are installing tertiary filtration after the clarifiers and re -
purposing the settling pond as an upset pond to provide more EQ storage.
