In accordance with the request to renew the stormwater discharge permit on behalf of Pilot Travel Centers,
LLC received on September 25, 2023,we are forwarding herewith the subject certificate of coverage (COC)
to discharge under the subject state-NPDES general permit. This permit COC,renewed on November 6,
2023,has been issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated
October 15, 2007 (or as subsequently amended).
To comply with the conditions of NCG080000 to which you are now subject,be sure to:
➢ Download and print a copy of the NCGO80000 Permit(effective July 1, 2021) from the General
Permits page on the NPDES Industrial Stormwater Program web site,which is available here:

➢ When you receive an invoice for your annual permit fee each year,pay it promptly. Electronic
payment is convenient and quick, and you can access the ePayment web site here:
https://deg.nc.gov/SW-ePayments
➢ If you have not already enrolled in electronic Data Monitoring Reports (eDMR),view the six step
process and complete the registration by going to here:
https://deq.nc.gov/SW-eDMR
➢ Keep information about your facility name, ownership,legally responsible person,address, and
stormwater outfalls up to date. See the Industrial Stormwater Program web site for instructions.
This general permit allows the discharge of stormwater from your facility through an Oil/Water separator
(OWS). Because the industrial activities at this facility are not categorically captured by the NPDES
Stormwater regulations based on Standard Industrial Classification (SIC) code,the Division concluded that
OWS discharges specifically were designated as subject to NPDES requirements at the time of initial
coverage under NCG080000 in 1996, and therefore are subject to Part F of the General Permit,
including limitations. Should other stormwater discharges from this site contribute to a water quality
standard violation or be determined as a significant contributor of pollutants to waters of the U.S.,the
Division is authorized to designate those discharges for permit coverage as well (per 40 CFR§122.26
(a)(v)).

Please take notice that this certificate of coverage is not transferable except upon approval from the
Division of Energy, Mineral,and Land Resources (Division).The Division may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Resources,the Coastal Area Management Act, or any other federal or local government
permit that may be required.

STORMWATER DISCHARGES
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other
lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,

is hereby authorized to discharge stormwater from a facility located at:

Haw River
Alamance County
to receiving waters designated as Back Creek, class WS-II;HQW;NSW waters in the Cape
Fear River Basin in accordance with the effluent limitations, monitoring requirements, and
other conditions set forth in General Permit No. NCGO80000 which can be downloaded by
entering"deq.nc.gov/SW-industrial" in a browser window and navigating to the °NPDES
Stormwater General Permits" web page.
This Certificate of Coverage shall become effective November 6, 2023.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
