8. PROJECT SUMMARY:
To maintain recreational boating access within the Currituck Sound to Ginquite Creek
navigation channel, the Town of Southern Shores is proposing to move four of fourteen pile -
mounted channel markers from shoaled areas to naturally occurring deeper water.
9. NARRATIVE DESCRIPTION:
The subject project is located in Currituck Sound, just northwest of the channel entrance to
Ginguite Creek in Dare County, North Carolina. The channel provides recreational boating
access between Currituck Sound and Ginguite Creek, including marinas and those man-made
canals connected to Ginguite Creek. The channel serves the Dare County communities of the
Town of Southern Shores and the subdivision of Martins Point. The existing channel has a
permit history that dates back to 1988 when it was authorized under CAMA Major Permit 163-
88. The most recent dredging took place in 2015 under CAMA Major Permit 95-09. The
channel is presently marked by fourteen (14) pile -mounted channel markers.
The affected water bodies include Currituck Sound and the mouth of Ginquite Creek. No
primary or secondary nursery areas are located within the Currituck Sound portion of the
channel; however, Ginguite Creek from its mouth southward is classified as a primary nursery
area. Water resources in the project area are classified as SC (Aquatic Life, Secondary Contact
Recreation, Tidal Salt Water) which are closed to shellfishing. Water depths in the project
vicinity range from -3.2 feet in shoaled portions of the channel to -6.5 feet in areas of proposed
marker relocation. Fishing waters in the area are classified as "Joint" which are jointly
managed by the North Carolina Wildlife Resources Commission and North Carolina Division
of Marine Fisheries.
10. PROJECT DESCRIPTION:
Under this present permit application, the Town of Southern Shores is proposing to move four
(4) of fourteen (14) pile -mounted channel markers (markers # 1 through #4). The four markers
will be moved from shoaled areas within the existing channel (where water depths are as
shallow as -3.5 feet) to naturally occurring deeper waters located to the southwest (where water
depths are as deep as 6.5 feet). Relocating the four channel markers to deeper water will serve
to maintain current recreational boating access while eliminating the need for dredging in the
near future. Plan drawings accompanying this application show existing and proposed
locations of the four channel markers.
11. ANTICIPATED IMPACTS:
Loss of 4.0 square feet of shallow bottom for installation of four channel marker piles.
Restoration of 4.0 square feet of shallow bottom following extraction of four existing channel
marker piles (for a net loss of 0.00 square feet). Temporary, local, and minor increase in turbidity
during extraction and installation of piles. Temporary disruption of local boat traffic during
channel relocation process.

Proposed Development Purpose:
The proposed project entails the relocation of four (4) pile -mounted channel markers to an area of deeper water. The movement of
the channel markers will eliminate the need for dredging at this time.

The navigation channel is maintained by the Town of Southern Shores. The channel and adjoining waters are public trust waters
which are used by the recreational boat community in Ginguite Creek and adjacent waters of Currituck Sound.
Construction Methodology & Equipment:
Old pilings and new pilings for the channel markers will be removed and installed hydraulically using a shallow -draft barge as a work
platform.

Channel markers 1 through 4 will be moved southwest approximately 100' to 150' to deeper water. Moving the four channel
markers will maintain the navigational viability of the channel and will eliminate the need for dredging at this time.

The NC Department of Environmental Quality hereby gives public notice as
required by NCGS 113A-119(b) that application for a development permit in an AEC as
designated under the CAMA was received on August 17, 2023. Town of Southern Shores
proposes, in order to maintain recreational boating access within the Currituck
Sound to Ginquite Creek navigation channel, to move four of fourteen pile -
mounted channel markers from shoaled areas to naturally occurring deeper water.

Project Description:
The subject project is located at the channel entrance of Southern Shores & Martins
Point in Ginguite Creek, Dare County, North Carolina. The channel is an access point to
the Currituck Sound from Ginguite Creek and the man-made canals throughout
Southern Shores. The existing channel has a permit history that dates back to 1988
under permit #163-88 and the most recent permit activity for dredging took place in 2015
under permit #95-09.
The Town of Southern Shores is proposing to move four pile mounted channel markers
(1 through 4) south west of the existing channel to access the naturally occurring deep
water and eliminate the need for dredging at this time. The attached drawings show the
existing and proposed relocation of the four channel markers.
