Terminal Manager, Daryll Freeman, was present for the inspection. The inspection revealed that Transmontaigne is fully compliant with NPDES permit NC0069256. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On November 2nd, 2023, NC Division of Water Resources staff, Ron Boone, conducted a compliance evaluation inspection of NPDES permit NC0069256 for Transmontaigne Operating Company's Greensboro Piedmont Terminal, located at 6907-B West Market Street in Greensboro, NC. Terminal Manager, Daryll Freeman, was present for the inspection. The inspection findings are detailed below. According to Mr. Freeman, this terminal has been shut down since approximately 2004. All tanks and pipelines have been emptied of fuel and there is no activity on the site except regular visits to ensure everything is secure and to release some of the accumulated stormwater from the containment areas as necessary. The flow of the discharged stormwater is calculated by the permittee. DWR issued a memo to the permittee on March 10, 2015, which suspended all monitoring and reporting requirements unless and until a wastewater discharge occurs from the site. The facility consists of two primary containment areas that drain to one common discharge outfall. The facility also has an oil water separator, the discharge of which also flows to the same outfall. There were no signs of activity at the site. The site appeared clean and well maintained. No concerns, deficiencies, or violations were noted. You are reminded that if Transmontaigne reactivates the site and otherwise begins generating wastewater for discharge again at any point in the future, you must immediately begin the monitoring and reporting protocols specified in the permit.
