Permit expired on November 30, 2022 and did not receive application until April 20, 2023. No Ammonia limits due to extremely large dilution factor. IWC calculations attached. Public Comments received: One comment requested a public hearing for more information on the permit. All of the permit application information they requested was given to them electronically. A second comment expressed concern for the effect on the Tuckaseegee river and thought this was a new permit issuance rather than a renewal. They were concerned about the amount of limit violations that the plant owner has faced. The regional office also showed concern for the amount of monitoring violations but recommended to keep limits at current levels. I just have a few comments: • For the violation problem, might want to check with the region to see if they have any concerns with this facility regarding those violations, and record them in the fact sheet • For the date on cover letter, put the public notice date you're gonna send it on (next one is 7/11) • Add stream index and sub -basin number and update HUC code in supplement to permit cover sheet • For the effluent table, adjust the column width so the words are not on different line (see "measurement frequency' and "instantaneous") • The formatting of this part seems a little weird, you can check the EP condition library for the current version A. (2.) ELECTRONIC REPORTING - DISCHARGE MONITORING REPORT [G.S. 143-215.1 (b)] Federal regulations require electronic submittal of all discharge monitoring reports (DIN prograin reports. The final NPDES Electronic Reporting Rule was adopted and became December 21, 2015. Page 3 of 6 Pei NOTE: This special condition supplements or supersedes the following sections withii permit (Standard Conditions for NPDES Perwits): • Section B. Signatory Requirements [11.) • Section D. Reporting The facility doesn't have ammonia limit, probably due to the large dilution, but you can still run it through the E9 WLA worksheet and include it in the fact sheet package. I'm actually not sure why it doesn't have ammonia monitoring, but browsing the previous permit files might help, or you can check with John or Charles. Let me know if you have any other questions! Good Afternoon Folks, I wanted to share my concerns about the RV that will discharge the treated wastewater into the Tuck River. I am on the Planning Board for the county and have been involved with similar projects. I think a public hearing should be held to provide the public with additional information such as the quality of the water that will be discharged (Ph, Temp, oxygen levels, and acceptable contaminant levels), the frequency it will be tested and how the local county officials plan to enforce this. I suspect your team has answers to many of these questions already; however, allowing the community to participate and learn about this project would be in the best interest of all of us. Hello again, Thank you for clarifying. My confusion came from the fact that there is a parcel in Tuckasegee, which also adjoins the Tuckasegee River, that Mr Smith recently purchased and has told the community it will also be an RV resort. But not yet, apparently. Thank you for your consideration! We will be taking all public comments and previous violations into account when making this decision. Also, just to clear up confusion, this permit is for the renewal of the existing Tuckaseegee RV resort at 78 Wilmont Rd in Whittier, NC which I believe you are talking about, rather than the construction of a new facility. Please let me know if you have any further questions. > Best, > Andrew Friedman -Herring (he/him) > Environmental Specialist II > Division of Water Resources > North Carolina Department of Environmental Quality > (919)-707-9125 > andrew.friedmanherring@deq.nc.gov > -----Original Message ----- > From: Celeste Pratt <celesterose.pratt@gmail.com> > Sent: Friday, August 25, 2023 3:21 PM > To: Friedman -Herring, Andrew <andrew.friedmanherring@deq.nc.gov> > Subject: [External] Permit NC0088765 > CAUTION: External email. This land where the Tuckasegee RV Resort is proposed to lie is an established Cherokee settlement site that unfortunately has not been protected, but it should be respected and not used as a site where the River water will be contaminated potentially. The tuckasegee river is a hatchery for native rainbow trout, and any violations in the future, even accidental ones, could damage the breeding ground for this critical species. Wayne Smith is known in our community to cut corners and evade proper procedures in order to benefit himself financially or otherwise. It is my understanding that his Whittier RV resort has documented violations, therefore he cannot be trusted to respect the natural environment in our county. > Thank you, > Celeste Pratt > Email correspondence to and from this address may be subject to the North Carolina Public Records Law and may be disclosed to third parties by an authorized state official. Although the number of eDMR violations is a concern, I would not recommend any changes to the permit in light of this. In reviewing the attached documents, I did notice that the factsheet summary heading on the second page includes incorrect facility information. Also, the most recent inspection report states that the updated permit should add tablet chlorination and dechlorination. This facility has had many violations (25-ish) in the past 5 years and was enforced on twice. Is there anything should change about the permit to take that into consideration? Thanks so much.
