Dear Ms. Higgins:
Duke Energy Progress, LLC, is applying for a US Army Corps of Engineers (USACE)
Nationwide Permit 39 and an NC Division of Water Resources (DWR) Water Quality
Certification 3890 for proposed impacts to jurisdictional waters associated with a proposed
supplemental parking lot at the Brunswick Steam Electric Power Plant site. The subject property
and project area is located at Duke Energy's Brunswick Steam Electric Plant, on the east side of
Cogentrix Drive, approximately 1/2 mile north of its intersection with East Leonard Street in
Brunswick County, North Carolina. The project area drains to Gum Log Branch which is a
designated SC;Sw;HQW within the in the Cape Fear River Basin. The following attachments are

PROJECT LOCATION /HABITAT: The subject property and project area is located at Duke
Energy's Brunswick Steam Electric Plant, on the east side of Cogentrix Drive, approximately 1/2
mile north of its intersection with East Leonard Street in Brunswick County, North Carolina. The
project area is approximately 12.8 acres of primarily forested area, approximately 2,000 feet
south of the generation facility and supporting infrastructure. Cogentrix Drive runs south to north
along the west side with a gravel access drive running along the northern border of the project
area. Land use within the vicinity of the project area is primarily heavy industrial - energy
generation, with some wooded areas between the various uses.
