FACILITY SUMMARY
The City of Saluda operates a municipal wastewater treatment plant for an estimated 1,000 residents. The
Saluda WWTP is a minor facility (flow < 1 MGD) with a design capacity and permitted wastewater
discharge of 0.1 MGD. The original NPDES permit for this facility was issued in December 1980. This
facility utilizes the following treatment components:
• Bar screen
• Influent channel
• Grit collection system
• 2 Clarifiers (both 21 feet in diameter)

• Chlorine disinfection

RENEWAL SUMMARY
This renewal contains the following changes:
• Updated electronic data submission requirements in Part I. A. (2).
• Updated the monthly average and weekly average Ammonia Nitrogen winter effluent limits (for
months November 1 — March 31) based on 2B .0404c.
COMPLIANCE HISTORY
Saluda WWTP has had eight enforcements since the permit was originally issued in November 2018. The
facility has been issued eight NOVs in 2019 for Dissolved Oxygen limit violations, one NOV in 2020 for a
flow limit violation, and two NOVs in 2023 for Ammonia Nitrogen. This facility has been issued one NOD
in 2019 for a Dissolved Oxygen limit violation. This facility has been issued 10 proceed to enforcement
cases for BOD, Total Suspended Solids, Fecal Coliform, and Flow limit violations in 2018, 2019, 2020,
2021, and 2023 since the permit was originally issued in November 2018. Most recent inspection (March
2022) showed the facility to be in compliance.
EFFLUENT MERCURY ANALYSIS
The permittee is required to provide one effluent mercury analysis, using EPA Method 1631E, in
conjunction with the next permit renewal application. The analysis should be taken within 12 months
prior to the application date. Any additional effluent mercury measurement conducted from the effective
day of this permit and up to the application date shall also be submitted with the renewal application. This
facility has not reported any effluent mercury data for this permit cycle using EPA Method 1631E,
therefore this analysis will continue to be a required part of the permit.
