Inspection Summary:
On October 12, 2023, this facility was inspected for compliance in response to a complaint. Mr. Pho Le has just purchased
the facility within the past 2 weeks. The previous owner(Larry Wilson) never obtained permits, as confirmed in a phone call,
and the site has been unpermitted since it was sold by Roger Miller in 2017. No stormwater documentation or permit was
on site. The new owners are in the process of cleaning up some of the waste on site and are willing to apply for permits.
On site, there was some evidence of recent cleanup and maintenance activities. All outfalls where water was visible had
issues with turbidity. No active car crushing or processing of liquid waste was visible. Old oil staining was noted in several
spots on bare clay, and one outfall had a slight oil sheen. Large metal and plastic containers were present on site without
secondary containment, and some had unknown fluids inside. In addition, most of the stormwater on site flowed through
rilled drainages of bare clay.
You are advised to submit a Notice of Intent for an industral stormwater permit within 60 days of receipt of this letter. Failure
to obtain a permit may result in enforcement action.
