None noted in the application New expiration date: May 31, 2028 FACILITY OVERVIEW: This facility is 100% domestic waste and treats flow from a town with a population of 1,481 people. The facility has a permitted and as -built flow of 0.5 MGD. The treatment system includes the following wastewater treatment components: • Mechanical bar screen • Influent grit chamber • Two oxidation ditches • Two clarifiers • Two chlorine contact chambers • Dechlorination • Post -aeration • Influent and effluent flow meters • Two aerobic sludge digesters • Two sludge holding tanks • Two drying beds The Town also holds Collection System permit WQCS00246 and Land Application permit WQ0011448. APPLICATION The application (March 2, 2022) does not indicate any changes in the facility or treatment since the last renewal of the permit in 2018. The treatment system is owned and operated by the Town of Snow Hill. The annual average daily flow is indicated as 0.224 MGD over the last two years falling to 0.172 at the time of the renewal application. The facility is currently operating well below its permitted capacity. Some maximum daily flows are noted as well above the 0.50 MGD permitted flow, but no monthly average values are above 0.35 MGD. The application notes the facility average daily I/I at 4,000 GPD and indicates efforts to track down inflow from improperly sealed manholes, pipe defects, etc. The application notes the system as having primary and secondary treatment that achieves 85% BOD and TSS removal. The submitted application was not signed. An email was sent to Drake Robart on August 21, 2023 requesting submittal of the completed signature page. Signed form was emailed on August 23, 2023. INSPECTION The most recent inspections occurred on July 6, 2021. Regional staff found the facility to be non -compliant. The report noted extensive monitoring and reporting violations over the previous two years along with annual reports not being submitted. Plastic debris was getting past the bar screen and the outer drive unit for one clarifier was not functioning. Reviewing the correspondence on these violations indicated that there had been a lot of staff turn over with staff previously involved in the WWTP operation. Responses indicated that new staff where working to address the noted issues. The Town's Collection System (WQCS00246) was last inspected October 26, 2021, and indicated as non- compliant. Information was missing from the Capital Improvement Plan and from the System Map. There was no distribution plan for portable generators, the spill response action plan was minimal and did not meet requirements, there was no ORC for the facility and there were issues with right of way operation and maintenance. Town of Snow Hill WWTP Fact Sheet NPDES Renewal 2023 - August 31, 2023 Page 2 REVIEW OF PERMIT LIMITS: Flow - Over the permit cycle the facility has shown average flow of around 0.20 MGD. There were no monthly average exceedances over the permit term and the facility is operating well below the permitted and as -built flow of 0.50 MGD. BOD I TSS- The facility had one (1) summer weekly average BOD limit violation over the permit term and has shown average monthly BOD removal of 99%. For TSS the facility had two (2) monthly average limit violations and four (4) weekly average limit violations. The treatment system has shown average monthly TSS removal of 98%. Fecal - Data results for Fecal Coliform showed one (1) monthly average and thirteen (13) weekly average limit exceedances. Dissolved Oxygen - Data for dissolved oxygen do not appear to show any impacts from the discharge. The instream data do show some instances of low DO levels, but with upstream and downstream values both being low during these time and effluent values being at or above 5 mg/L there does not appear to be a correlation with the discharge. Ammonia (NH3-N) - The facility has shown no violations for ammonia limits. Note that the NH3-N limits in the permit were established with previous modelling efforts and are applicable. The waste load allocation spreadsheet shows numbers that are much different and would possibly not require limits, but this is overridden by the results of the previous modelling. Total Residual Chlorine (TUC - The permittee had seven (7) TRC values over the 50 µg/L compliance level. All of these values were reported during a two month stretch in early 2021 and were likely related to the timeframe noted earlier when staff issues began. The town has regularly reported TRC data inaccurately as mg/L. As noted with Ammonia above, the TRC limits were previously established in modelling efforts that are more stringent and utilized rather than the results of the WLA spreadsheet. Monitoring results also show that TRC limits are reasonable in the permit given the violations noted. Nutrients Total Nitrogen load numbers over the permit cycle included a maximum annual load of 2,615 lbs. and an average annual load of 2,337. The allocation for the facility is 5,632 lbs per year so the facility is around half its annual allocation for TN. Total Phosphorous (TP) levels have been reported at or above the 2 mg/L quarterly average limit on four occasions during the permit cycle. Only one of these instances was at a value more than 10% above the limit. The town only reported the annual TN load for years 2020 and 2022. The Town of Snow Hill became a member of the Lower Neuse Basin Association (LNBA) effective October 1, 2021, Membership in the LNBA provides instream monitoring for various parameters for its members. As long as Snow Hill is a member of the LNBA they are not directly responsible for upstream and downstream monitoring for Temperature, DO and Conductivity. A footnote has been added to the draft permit to reflect this. The Town also became a member of the Neuse River Compliance Association (NCRA)effective January 1, 2022 and is now a co- permittee in the NCRA compliance permit - NCC000001, as modified December 21, 2021, Treatment System Classification - Based on the classification rules (15A NCAC 08G .0302) and nutrient treatment requirements, the classification of the Snow Hill WWTP treatment system is set as a Class III facility. COMPLIANCE: The Town has had seventeen (17) NOVs and three (3) NODs during the permit term along with one (1) enforcement action. The enforcement resulted in an assessment of $ 250 in penalties and $58 in enforcement Town of Snow Hill WWTP Fact Sheet NPDES Renewal 2023 — August 31, 2023 Page 3 costs. Over the permit cycle a large number of the monitoring violations noted were for frequency violations and late/missing DMRs (130 of 153). The main limits violations were for Fecal (12), TSS (6), TRC (4) and TP (1). Most of the violations occurred between late 2020 and late 2021 which correlates with documentation of staff issues that included the facility not having an ORC for a period of time. There have been no violations resulting in an NOV/NOD since October 2022. It appears that the treatment system operation has been improved and is more consistent at this time. Instream monitoring for Temp, DO, Fecal and Conductivity are also required. The WLA notes that the system takes wastewater from Snow Hill Tape Company but they had applied for a non -discharge permit. Once the discharge is removed, the WLA notes that the Division will consider removing the WET requirements. The documentation notes instream DO issues in Contentnea Creek but notes that with the high flow for the creek and operation of the WWTP the Division does not feel the discharge is a large contributor to these issues. Notes show that Snow Hill Tape discharge was removed from the system in 1989. December 7, 1992 - Instream Assessment for Hookerton, Snow Hill and Maury Sanitary District. Data seems to show ongoing DO issues. Instream monitoring maintained for Temp, DO, Fecal and Conductivity. Based on monitoring results, Chromium monitoring removed and Fecal limit reduced to 200. Documents indicated a planned study as part of the basinwide review process to assess the ongoing DO issues in the creek. The document indicates that problems aren't attributable to the Snow Hill WWTP. Staff report notes that due to no industrial contributors, the town's pre-treatment program is inactive. • March 14, 1994 - Correspondence to Snow Hill, Hookerton and Maury Sanitary District to pursue combined instream monitoring effort. • May 7, 1997 - Instream Assessment - This assessment was conducted in response to a request from the Washington Regional Office and associated with the Town's Special Order by Consent (SOC) - EMC WQ No. 97-02. The SOC was requested as the Town was in the process of upgrading their treatment system to address flows that were exceeding their 0.25 MGD limit. The SOC requested flow up to 0.315MGD. The instream assessment set SOC limits for BOD at 45 MA and 70 WA. The assessment also recommended increased instream monitoring with special attention to low DO levels. • March 25, 1998 -Permit Renewal -The permit included a phase flow up to 0.5MGD after receiving and ATC, etc. This expansion request from the Town was based current growth and on expected growth associated Town of Snow Hill WWTP Fact Sheet NPDES Renewal 2023 — August 31, 2023 Page 4 with the development of the Global Transpark. Stream classification is C; Sw; NSW. This renewal includes addition of nutrient requirements based on Neuse rules and also on legislation for nutrient management (HB 515) that required controls for discharges of 0.5 MGD and above. The permit also incorporated special conditions to guide reporting and implementation of the nutrient requirements. Specific requirements of the permit are outlined here for current and expanded flows before and after January 1, 2003. The permit included a footnote about the instream monitoring collaborative efforts between Hookerton, Snow Hill and the Maury Sanitary District. The permit file in Laserfiche includes WLA information, Speculative Limits letter and town request along with the regional office staff report. The Staff Report continues to document the DO problems in the creek and the potential that the system will need to provide further treatment reduction or have limitations on future expansion. • June 14, 2000 - Authorization to Construct (ATC) for the modification of the treatment system to a design and permitted capacity of 0.50 MGD. • March 13, 2002 - Engineer's Certification for construction of the facilities associated with the June 2000 ATC. • November 5, 2003 - Permit Renewal - This permit was issued for the expanded treatment system only at the 0.50 MGD flow limit. The permit added weekly average limits for NH3-N set at three (3) times the monthly average limit. The weekly average limits were set at 12 mg/L (summer) and 24 mg/L (winter). The permit also added reporting requirements for TKN and NO3-N + NO2-N based on the facility's location in the Neuse River Basin. Staff Report indicates the town has been operating under an SOC while the new treatment plant was under construction. The permit package in the file includes an April 3, 2001 letter that classifies the town's treatment system as Grade 3 Biological WPCTS. • February 2, 2004 - Permit Modification to remove the requirement for instream Fecal monitoring. • July 15, 2009 - Permit Renewal - The permit added a special conditions section that indicated the total nitrogen allocation for the discharge. • March 31, 2015 - Permit Renewal - This permit included addition of regulatory citations and the addition of the electronic reporting language. • November 7, 2018 - Permit Renewal - Only changes were updates to electronic reporting language and to the permit map. The permittee has requested removal of instream monitoring, but this issue was not addressed in the permit renewal. The issue does not seem to be as major a concern now that the facility is part of the LNBA. • September 27, 2021- Email from Mark Vander Borgh to the town advising them that the Lower Neuse Basin Association MOA had been amended to include the Town of Snow Hill WWTP (NC0020842) effective October 1, 2021. Membership in the LNBA allows the town to waive instream monitoring requirements from the WWTP permit. • September 29, 2021- Letter from the Neuse River Compliance Association (NRCA) outlining approval of Snow Hill's WWTP (NC0020842) application for membership in the NRCA. The letter requested the Division modify the NRCA permit (NCC000001) to include Snow Hill WWTP effective January 1, 2022. December 21, 2021 the NRCA permit was modified to include Snow Hill and the revise the holdings of three existing NRCA members.
