Summary of Changes in Renewal Permit from Existing Permit 1) Total Chlorine Residual limit and monitoring, and permitted flow limit have been removed. 2) Instream pH monitoring has been corrected to monthly. 3) Turbidity monitoring has been added. 4) The Special Condition A. There shall be no discharge of floating solids or visible foam in other than trace amounts. The diffuser shall be operated in sufficient water depth and in a method such as not to create surface turbulence. Permit NC0088668 A. (2) CHRONIC TOXICITY MONITORING (Quarterly) The permittee shall conduct chronic toxicity tests at minimum quarterly basis using procedures described below to satisfy the permit condition. The tests will be performed during the months of February, May, August and November. Effluent samples for this testing shall be obtained during representative effluent discharges downstream of all facility treatment processes. The test procedure will be based on EPA Method 1007.0, Mysid, Mysidopsis Bahia, Survival, Growth, and Fecundity Test, as described in Short —Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Second Edition, EPA-600-4-91 - 003, July 1994. The procedure will be performed as written with the following exceptions: ➢ The test treatments will consist of a control and a 1.9 % effluent concentration ("pass/fail,") or a control and five effluent concentrations, one of which will be 4% and one of which will be 1%. ➢ The test will be performed at 20 ppt salinity. ➢ Mortality for pass/fail tests will be evaluated using the t test described on page 91 in Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms, Fourth Edition. EPA/600/4-90/027, September 1991, applying an alpha level of 0.05. ➢ The growth endpoint for pass/fail tests will be determined using Appendix G of Short —Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Second Edition, EPA/600-4-91/003, July 1994, applying an alpha level of 0.01. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3E for the pass/fail results and THME for the Chronic Value. Test data shall be complete and, accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year -of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test requirement will revert to quarterly in the months specified above. Permit NCO088608 (Continued A. (2) CHRONIC TOXICITY MONITORING (Quarterly)) Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re- opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently then required by this permit, the results of such monitoring shall be included in the calculation and reporting of the data submitted on the DMR and AT Forms. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. A. (3) OPTIONAL SENSITIVITY TESTING The facility may perform sensitivity testing to compare sensitivity of the effluent to Mysidopsis bahia and Ceriodaphnia dubia. There should be three monthly comparisons by splitting effluent samples and conducting pass/fail tests at 1.9%. The Ceriodaphnia chronic procedure should be modified to incorporate the use of three samples and daily test solution renewals. Should the Mysidopsis tests indicate that those organisms are routinely more sensitive to the effluent, the permittee will be required to use those organisms for monitoring as described in Special Condition A. (2). Should the testing indicate that Ceriodaphnia are as or more sensitive to the effluent, the permittee may choose which organism it will use for the -remainder of the permit cycle. Should the facility choose not to conduct the sensitivity comparisons, the Mysidopsis test as described in Special Condition A. (2) will apply. The RO is expected to operate on the average 12 hours a day, with an anticipated wastewater discharge of 0.144 MGD. The source of raw water will be from a well. An antiscalant will be added to the raw well water. No other chemicals will be added accept to the finished drinking water. This facility is in its final stages of construction. The RO reject water is the primary component of the wastewater discharge and is conveyed continuously during RO operation via a pressure line to a submerged single port diffuser. The diffuser location will be in Far Creek, a tidal saltwater stream in Pamlico Sound classified as SA, HQW. A RO inlet booster pump pumps provides the pressure used to operate the RO system and is preceded by a cartridge filter. On RO start up, the initial 30 minutes of raw well water is used to fill and establish the system hydraulics, and is bypassed directly to the outfill. The diffuser design and selected location in Far Creek was based on a CORMIX model reviewed by the Division in 2008. The CORNIIX model yielded an IWC of 1.9% with the inner mixing boundary less than 33 feet from the diffuser. It is anticipated on an annual bases, a recycle cleaning system will be used to clean the RO unit. After a cleaning cycle is completed, the pH of the spent cleaning solution will be adjusted and then the spent cleaning solution drained to an adjacent ground area, estimated to be 800 gallons. PERMITTING STRATEGY There is no data to evaluate, as this facility has yet to be put in service. The current Water Treatment Plant Strategy policy for a RO facility will be applied. The 2008 CORMIX model criteria remain valid. The current permit requirements meet the existing strategy as defined by the RO treatment type, discharge configuration, and model data with exception of the changes discussed below. The removal of (1) the permitted flow limit and (2) the TRC limit/monitoring will be implemented as they are not applicable. However, the effluent flow monitoring requirement will not change, continuous flow monitoring by a totalizer meter is still required. The instream sampling frequency for pH will be corrected to monthly to match the other instream sampling frequencies. Turbidity monthly monitoring will be added. The chronic toxicity special condition narrative will be updated to include reporting of all sample analysis. A new narrative, and other diffuser references, will be added to clarify the operational requirements for the diffuser. Copies will be sent to other federal and state agencies for comment. See cover letter. Shellfish Stanitation Notification Since this discharge is into a class SA water, NC Shellfish Sanitation will be asked to review and approved this permit. SUMMARY OF PROPOSED CHANGES In keeping with Division policies the following will be incorporated into the permit: • Permitted flow limit and TRC monitoring/limit will be removed. • Instream sampling frequency for pH will be reduced to monthly. • Turbidity monitoring will be added. • Special condition A(2) narrative will be updated. • Narrative and references to diffuser operation will be added.
