This pen -nit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). There are no changes to this permit from the Draft previously sent to you for review. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. (2) CHRONIC TOXICITY MONITORING (Quarterly) - FINAL The permittee shall conduct chronic toxicity tests at minimum quarterly basis using procedures described below to satisfy the permit condition. The tests will be performed during the months of February, May, August and November. Effluent samples for this testing shall be obtained during representative effluent discharges downstream of all facility treatment processes. The test procedure will be based on EPA Method 1007.0, Mysid, Mysidopsis bahia, Survival, Growth, and Fecundity Test, as described in Short -Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Second Edition, EPA-600-4-91-003, July 1994. The procedure will be performed as written with the following exceptions: ➢ The test treatments will consist of a control and a 1.9% effluent concentration ("pass/fail"). ➢ The test will be performed at 20 ppt salinity. ➢ Mortality for pass/fail tests will be evaluated using the t test described on page 91 in Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms, Fourth Edition. EPA/600/4-90/027, September 1991, applying an alpha level of 0.05. ➢ The growth endpoint for pass/fail tests will be determined using Appendix G of Short -Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Second Edition, EPA/ 600-4-91 / 003, July 1994, applying an alpha level of 0.01. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3E. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine and/or chlorine derivatives is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test requirement will revert to quarterly in the months specified above. Permit NCO088668 'Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism growth, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow- up testing to be completed no later than the last day of the month following the month of the initial monitoring. A. (3) OPTIONAL SENSITIVITY TESTING - FINAL The facility may perform sensitivity testing to compare sensitivity of the effluent to Mysidopsis bahia and Ceriodaphnia dubia. There should be three monthly comparisons by splitting effluent samples and conducting pass/fail tests at 1.9%. The Ceriodaphnia chronic procedure should be modified to incorporate the use of three samples and daily test solution renewals. Should the Mysidopsis tests indicate that those organisms are routinely more sensitive to the effluent, the permittee will be required to use those organisms for monitoring as described in Special Condition A. (2) . Should the testing indicate that Ceriodaphnia are as or more sensitive to the effluent, the permittee may choose which organism it will use for the remainder of the permit cycle. Should the facility choose not to conduct the sensitivity comparisons, the Mysidopsis test as described in Special Condition A. They have decided to add a third Reverse Osmosis WTP, similar to the two existing WTP's to be supplied by wells. The permit was developed following the Division's Permitting Strategy for Membrane Water Treatment Plants. CORMIX modeling was performed on the discharge to Far Creek in the Pamlico Sound. Modeling shows an IWC of 1.9%. In keeping with the Permitting Strategy for modeled tidal discharge where IWC is greater than 0.25%, a chronic Whole Effluent Toxicity Test using mysid shrimp at 1.9% was specified. The facility flow rate is 0.11 mgd, less than 0.5 mgd, so monitoring frequency of monthly for non -limited parameters and 2/ month for limited parameters was used. The basin expiration date is 11/30/2009. The permit will likely be issued in January, 2008, so the expiration date was set for 11/30/2010 to allow construction time and provide some operational data before renewal. Kirby -Smith, Ph.D. Associate Professor of Marine Ecology Duke University Marine Laboratory April 10, 2007 Introduction A reverse osmosis plant has been proposed to provide drinking water for the town of Englehard in Hyde County, NC. The process of reverse osmosis produces an effluent that must be discharged. The following study of sediment, benthic fauna and water quality was done to provide a "snap -shot" of existing conditions in the vicinity of the proposed outfall in the Pamlico Sound Methods Six sediment cores (73.6 mm diameter X 152 mm length; 3" X 6") and water samples were collected on March 23, 2007 from the vicinity of the proposed Englehard, NC RO outfall by Coastal GeoConsultants. Two of the sets of water and sediment samples were collected at the site (35" 30' 45.12" N X 75' 58' 54.30"; Samples 1 & 6) and the other fours sets collected 25 m north, south, east and west of the site. Samples were placed on ice in a cooler and returned to the laboratory at East Carolina University. Samples were picked up on April 1, 2007 and brought to the Duke University Laboratory. They were kept refrigerated until analyzed on April 4, 2007. In the laboratory core samples were extruded from the core. Sub -samples of approximately 1 ml were removed from the middle of each core for % organic analysis. A separate sub -sample of approximately 25 ml was similarly removed for size analysis. The remainder of the core sample was washed through a 0.5 mm sieve and the residue with macrofauna preserved with 10% formalin/Rose Bengal solution for later analysis of macrofauna. For organic analysis the sub -samples were placed in small pre -weighted (to 0.1mg) weighing pans, mashed into a thin layer, dried overnight at 950C in a forced air oven, re -weighed, placed in a muffle furnace at 5000 overnight and reweighed. The % organic matter was calculated as the dried wt/ashed weight X 100. Foe size analysis the samples were placed in a 0.063 mm sieve, wet sieved until the sand residue was clean. The water washings were placed in a graduated cylinder, made up 1000 ml and a pipette analysis done for the silt/clay size fraction. The sieve residue (sand) was placed in a small pre -weighted aluminum weighing pan, dried overnight and reweighed. The % silt/clay was determined by dividing the weight of the evaporated silt/clay residue by the weight of the sand+silt/clay and the % sand calculated by dividing the sand weight by the same total weight. The 125ml water samples were analyzed for salinity and turbidity. 2 6. Results The results of the analysis are presented in Table 1. Table 1. All but one site had relatively high organic content consisting of mainly coarse and fine fibrous plant detritus. Station 4 was sandier with much less organic matter than the other sites. All sites had varying amounts of large and small pieces of shell, mainly oyster. The salinity data indicate water that is approximately 50% seawater and are typical of the mesohaline parts of western Pamlico Sound. The turbidities are moderate. They are typical for open shallow estuarine waters during times of relatively low wave energy. It is interesting that the lowest turbidity (Station 4) occurred at the site with the sandiest bottom. The macrofauna data suggested a simple benthic community with low numbers of species and moderate numbers of individuals. The numbers of polychaete annelid worms is approximate as the worms were fragmented and, due to delayed preservation, the heads were indistinct. The most common was a Spionidae, probably Streblospio benedicti, an organism typical for relatively pristine estuarine muddy sand bottoms. Most of the other annelids appeared to be Capitellids also typical in muddy bottoms in both pristine and polluted or oxygen stressed environments. The relatively few clams, probably Macoma sp., were surprising as was the absence of any amphipod crustaceans. GENERAL This Preliminary Engineering Report is to serve as Hyde County's application for funding to the USDA Rural Development and the NC Rural Center. This application is for the construction of a new water treatment plant at the community of Engelhard, in the eastern part of the County. This Report is prepared from data furnished by staff from the Hyde County Water Department. Much of these data are taken from the Reports of Operations for the County's two water treatment plants at Ponzer and Fairfield and the Water Supply Plan, included in Appendix A. rM II. PROJECT PLANNING AREA A. Location The Hyde County Water System serves Swan Quarter, Engelhard, Fairfield, Scranton and various other communities and rural areas in Hyde County, North Carolina. The system is in the Tar - Pamlico River Basin. A map of the water system service area is included as Appendix B. The Hyde County Water System supplied water to 2010 customers in June 2004. The local economy is driven by agriculture, the seafood industry, and tourism. Commercial developments are primarily connected to those interests. A major Institutional customer is the Hyde County Correctional Facility at Fairfield. B. Environmental Resources Present Sm The request for the Environmental Scoping form with supporting documentation is being filed with the NC Clearinghouse. A copy will be provided to USDA -Rural Development under separate cover. C. EXISTING FACILITIES A. Location Map The map included in Appendix B shows the Hyde County Service Area and the existing treatment plants, booster pump stations and elevated tanks. This proposed project includes a new water treatment plant for the Engelhard community. No new customers or service areas are proposed as part of this project. B. History M 1. Current Situation The Hyde County water system has two water treatment plants. A reverse osmosis plant in rat Ponzer on the west side of the Intercoastal Waterway was placed in operation in May 1992. A reverse osmosis plant in Fairfield was placed in operation in early 1995. A water treatment plant is needed to serve the increasing population in and around the community of Engelhard. The Engelhard Plant would also eliminate the expense of pumping water the 60- mile distance from the Ponzer plant, which is currently required. This will provide consistent high quality water for all customers of the Hyde County water system even in peak demand situations, and provide the safety of three (3) sources of supply to all existing customers. USDA -Rural Development was involved in financing the original water system in Hyde County and has continued to provide assistance to Hyde County. Hyde County would not have a County Water System if it were not for the USDA -Rural Development. Mq 2. Water Usage The water usage taken from the Water Treatment Plant operational records from August ran 2003 to July 2004 is calculated as follows: Avg. Day Demand (Year) = 456,600 gpd Fm Avg. Day Demand (Max Month) = 558,500 gpd (July 2004) Max Day Demand = 737,900 gpd (July 31, 2004) rm 3. Water Usage Vs. Demand Calculations The NCDENR policy for water supply planning and expansion is included in Appendix C Pq and states the following: "Water supply planning and design measures must be initiated when a systems Fm operating capacity reaches 80 percent of the approved capacity for a conservative 5- day demand. The planning and design for expansion and/or upgrade must be complete and approved by Public Water Supply when the treatment facility reaches 90 percent of the approved capacity for a consecutive 5 day demand." The greatest water demands occurred in July 2004 (see Appendix A) as follows: Fa FBI 0 Max Day = 737,900 gpd • Max Consecutive 5 Day Demand = 616,500 gpd According to the 2002 Hyde County Water Supply Plan, the total water treatment plant MR capacity is 648,000 gallons per day. This value is based on the plants running 18-hours per day to allow downtime for critical plant maintenance to take place, such as cleaning of the membrane, etc. This value is further explained in Section IH.C.2.a on Page 4 below. The MR value for 90 percent of the plant capacity is calculated as 583,200 gpd; and 80 percent of the plant capacity is calculated as 518,400 gpd. Therefore, the conservative 5-day demand experienced during July 2004 far exceeded the NCDNER 80 percent policy for beginning planning and design, and, in fact, exceeded the 90 percent policy to begin construction. Design and subsequent construction needs to begin ► immediately on the Engelhard water treatment plant. 4. Plant Capacity Sm The max day demand was 737,900 gallons per day experienced on July 31, 2004. This is 219,500 gallons per day greater than the 80 percent plant capacity criteria. During three (3) days of July 2004, the total plant capacity was exceeded. This required the plant to run more than 18 hours per day. Ninety (90) percent of plant capacity was exceeded on ten (10) days of the month. This is a dangerous situation and needs to be avoided by construction of additional water supplies in Hyde County. A 300-gallon per minute plant is needed at Engelhard to offset this shortfall. if operated for MR 12 hours per day, an additional 216,000 gallons per day will be produced to overcome the shortfall. M C. Condition of Facilities 1. Water Supply Hyde County's water supply is from groundwater wells. Water treatment plants at Ponzer and Fairfield are each served by two wells. At each facility, one well is located at the plant 'M site, and the second well is about one half mile away. The groundwater yield is 216,000 gallons per day per well based on pumping 12 hours per day. The Ponzer wells are located adjacent to the Ponzer Treatment Plant. The wells are permitted for 600 gpm; however, the well pumps are designed to pump at 470 to 500 gpm (depending on the cleanliness and age of the R/O membrane). The groundwater yield is 432,000 gallons per day per well based on pumping 12 hours per day at the permitted 600 gpm rate. The Yorktown aquifer, from which the Ponzer and Fairfield plants draw their water, requires treatment to be suitable to drink. The supply is high in hardness, color, and THM potential. Chlorides are also a concern since salt water intrusion is a possibility. Reverse Osmosis treatment produces a high quality finished water. 2. Water Treatment Plants a. Location and Capacity The Fairfield R/O water treatment plant produces 200 gallons per minute of permeate using one 300 gpm well (at about 70% recovery). The remaining water is discharged as reject/concentrate. If operated for 18 hours per day the Fairfield plant will produce 216,000 gallons of treated water. There is no raw water blend at this plant. The Ponzer R/O water treatment plant produces 300 gallons per minute of permeate. Some raw water (70 to 100 gallons per minute) is bypassed around the R/O treatment unit and blended with the treated permeate as follows: 300 gpm Permeate 70 —100 gpm Blend 100 gpm Reject 470 — 500 gpm Raw The blend allows the plant to increase the production rate and still maintain suitable water quality. The amount of blend depends on the age and cleanliness of the R/O membrane. With 100 gallons per minute of raw water blend and 300 gallons per minute of permeate, the Ponzer plant would run 18 hours per day to produce the 432,000 gallons per day listed in the Water Supply Plan. This allows downtime for critical R/O plant maintenance; this value was approved by NCDNER in the Water Supply Plan. FIR b. Water Treatment Plant Wastewater Discharges The Hyde County water plants discharge reject/concentrate, which is a by-product of the reverse osmosis treatment process. Two NPDES permits are held by the water system for its discharges. The flow of these discharges has never been exceeded. M El M FM rm The Fairfield Water Plant has been issued NPDES Permit NCO068233 for discharge of 100,000 gallons per day into a canal that is tributary to Lake Mattamuskeet (Lat.35°32', Long. 76°33'). The Ponzer Water Treatment Plant has been issued NPDES Permit NCO077992 for discharge of 109,000 gallons per day into a canal that is a tributary to the Pungo River (Lat. 35°37', Long. 76°33'). 3. The ground storage tanks are necessary as a back up to the plant in a remote rural coastal area with numerous lightening strikes, hurricanes and other natural disasters. n 4. Water Distribution System M PR Pq The Hyde County water distribution system consists of hundreds of miles of piping ranging in size from 2-inch to 8-inch. The system is over 60 miles long, extending from the Ponzer/Pungo community in the west to the Engelhard community in the east. (See Map in Appendix B). 5 rim Three booster pump stations (BPS's) pump water from the water plants to the higher population areas across the County. Since the water produced at Pq the Fairfield water treatment plant is used almost entirely by the Prison and the Fairfield community, the Engelhard community must get all its water from the Ponzer Water Plant, nearly 60 miles away. RM D. Financial Status M 1. Operations and Maintenance (0 & M) Cost and Revenues Hyde County's current rate schedule is as follows: Residential: $20.00 (1st 2,000 gal.) + $5.00/1,000 gal (2,000 to 15,000 gal.) + $6.00/1,000 gal (over 15,000 gal.) M Commercial: $29.50 (1st 2,000 gal.)+ $6.00/1,000 gal (2,000-1.8 mil. gal.) + + $7.50/1,000 gal (over 1.8 mil gal) Institutional: $9,016.00 (1st 1.8 mil gal) + $7.50/1000 (over 1.8 mil gal) The system 0&M costs and system revenue is included in Guide 7 (see Appendix D). Page lb of Guide 7 shows the Project Cost Estimate as $4,415,528. Project contingencies, land, interest, engineering, and administrative and legal costs are also shown. Columns are provided to segregate the portions of the project by funding sources as follows: USDA Rural Development, Hyde County Revolving Fund and NC Rural Center Page 2 of Guide 7 presents the Budget Summary. The new plant's 0&M and debt service costs are shown for the loan only scenario. Please note a water rate increase is necessary. Page 3 presents the budget for the completed facility, for the loan only scenario. The breakdown of 0 &M and Debt Service expenses are shown. Page 4a presents a breakdown of the existing income based on the existing water rates. There are three sheets for Page 4a for the residential, commercial and institutional customers. Please note the average residential water rate is currently $31.83/month. R virtually eliminated by the construction of a water plant at Engelhard. The Engelhard plant will provide the growing community of Engelhard with its own supply of water, and provide the Hyde County water system with much needed system reliability. C. Growth The Hyde County water system is projected to grow as set forth in item IIC above. The current demand and projected growth, in the Engelhard community in particular, place a great stress on the Hyde County water treatment plants, particularly the Ponzer Plant. A new plant at Engelhard will allow the demand to be met by local supply. No new customers are to be added as a result of this project. V. ALTERNATIVES CONSIDERED The only other alternative to the new Engelhard water treatment plant is to expand the existing Ponzer err�lnr �'+airfiPlrl Plante MR MR Page 4b presents a breakdown of the income needed to offset proposed expenses with the new plant expansion. Again, there are three sheets for the different customer types. Please note the average residential water rate would have to be raised to about $53.16 per month. Pages 5a and 5b present the existing and proposed rate structures, respectively. V. NEED FOR PROJECT A. Health and Safety OM As discussed above, nearly all of the water demand of the Engelhard community is satisfied by water produced at the Ponzer water treatment plant, nearly 60 miles away. The route traveled by the treated water includes many stream crossings and a major crossing of the Intercoastal Waterway. If a failure in this pipe were experienced (as happened on the weekend of April 24, 2005), the Engelhard community would be out of water or the distribution system would loose pressure, creating a severe health and safety concern. ram B. System 0&M The present high cost of pumping water nearly 60 miles from Ponzer to Engelhard would be virtually eliminated by the construction of a water plant at Engelhard. The Engelhard plant will provide the growing community of Engelhard with its own supply of water, and provide the Hyde County water system with much needed system reliability. C. Growth MR The Hyde County water system is projected to grow as set forth in item IIC above. The current demand and projected growth, in the Engelhard community in particular, place a great stress on the rM Hyde County water treatment plants, particularly the Ponzer Plant. A new plant at Engelhard will allow the demand to be met by local supply. No new customers are to be added as a result of this project. 'M V. ALTERNATIVES CONSIDERED The only other alternative to the new Engelhard water treatment plant is to expand the existing Ponzer and/or Fairfield Plants. The alternative to expand the Ponzer plant was eliminated because of the great distance from Ponzer to Engelhard, as discussed above. Also, in order to increase the flow from Ponzer to Engelhard, major system hydraulic improvements would be required. Pipelines are sized to deliver flow to the local customers only and not to serve as transmission mains. The expansion of the Fairfield Plant would be a major undertaking in itself. The plant building is only large enough for the current R/0 unit; another building and additional well(s) would be required. Also the Fairfield plant is over 20 miles from Engelhard and many of the negatives associated with the Ponzer Plant's MR F=1 distance from Engelhard apply to the Fairfield Plant. Therefore, the only viable alternative remaining is to No construct a water plant and well field at Engelhard. M VI. PROPOSED PROJECT (RECOM ffNDED ALTERNATIVE) MR A. Project Designs 1. Plan & Location The Engelhard water treatment plant site is proposed near the Engelhard community (see Appendix E). 2. Water Supply Mw Water supply will be from wells in the Yorktown or the Upper Castle Hayne aquifer, depending on the quantity of water available. The water is expected to contain chlorides, FM hardness, organics and TDS, which are expected to be treatable by the reverse osmosis process. The cost estimate in Appendix D separates the costs for the test wells, production wells and the well pumps and represents the water source from the shallower Yorktown RM aquifer. If insufficient quantities of water are provided by the Yorktown aquifer, the Upper Castle Hayne aquifer would be tested. Cost increase for the deeper aquifer could be derived from project contingencies. Om Well number 1 is located on the water plant site (see Tract A on Survey Map in Appendix E). Well number 2 is located on a remote site about 1,800 feet away from the plant site (see Ow Tract B on Survey Map in Appendix E ). A 6 inch raw water main will transport the raw water from well number 2 to the plant site. M RAW WATER PIPING 1. Tract A Well: Approximately 240' of 6" PVC @ $12 / LF = $2,880 2. The new treatment plant will produce 300 gpm of permeate. The County operators are trained for R/O treatment, as the other two County plants utilize R/O treatment. A small-scale pilot plant will be required to demonstrate the success of the reverse osmosis treatment process using water from test wells drilled on the proposed Engelhard plant site. The quality of the reject water stream will be determined during a pilot plant test. A water projection of the treated (permeate) and reject water quality was performed by Ham R/O from available water quality data of the abandoned Engelhard treatment plant wells (Yorktown Aquifer). The N.C. Division of Water Quality has advised that the waters in Far Creek are classified as salt water (refer to Appendix E). A 6-inch pipeline from the proposed Engelhard Plant site to the Far Creek PR diffuser will be constructed for disposal of the concentrate, about 3 miles away. n 4. Storage A 200,000-gal, ground storage tank is proposed at the proposed Engelhard plant site. The 200,000 gallon capacity is needed for customer safety and to provide emergency supply. 5. Pumping Stations M The Engelhard water plant building will house high service pumps to deliver the treated water to the distribution system. Req Also the operation of the existing New Holland and Daniels booster pump stations will be greatly curtailed, and possibly eliminated, except in emergencies. I, 6. Distribution Layout No distribution system improvements will be required for the project. The Engelhard plant will fill the Engelhard elevated tank by reading the tank level remotely; new telemetry equipment will be installed at the Engelhard plant. The treated water pipeline from the Engelhard Plant will connect to existing 4-inch and 6-inch water mains located along US 264. 9 Mn A 7. Hydraulic Calculations 'M The installation of the Engelhard plant will greatly uncomplicate system hydraulics. The Engelhard plant wilt fill the Engelhard tank; Fairfield plant will fill the Fairfield tank; and Ponzer plant will fill the Ponzer tank. The only booster pump station needed for normal M-1 operation will be the Scranton Booster Pump Station to pump water from Ponzer to Swan Quarter.
