On behalf of Wake Reclamation, LLC la Wholly-Owned Subsidiary of GFL Environmental, Inc.),
Smith Gardner, Inc. (S+G) is submitting this letter request to rescind NPDES stormwater permit
coverage under CDC NCG130041 for the Raleigh C&D Processing Facility at 421 Raleigh View Rd
in Raleigh, NC.
Wake Reclamation, LLC discontinued the receipt and treatment and processing of waste at the
subject site on December 30, 2022. On March 1, 2023 Wake Reclamation, LLC entered into a
ground and warehouse sublease with Wall Recycling, LLC. Since entering into the agreement,
Wake Reclamation has sold at[ recycling equipment, scale and scale house to Wall Recycling, LLC
and Wall Recycling, LLC is responsible for the complete removal of the equipment, scales and
scale house. Walt Recycling, LLC intends to use the site for storing and repairing roll-off
containers, while waste processing occurs on the adjacent property. There are no current or
planned industrial activities at this site that qualify for coverage under the NPDES general permit
for non-metal waste and scrap INCG1300001. The recission request form is attached.
