Site Development Post Office Box 18149 Asheville, NC 28814 704-252-0537 September 26, 1994 Project: Tree Products,LLC (occupancy of former Kinco Corp. bldg.) 537 Hazel Mill Rd., Asheville, N. C. County: Buncombe Preparer: Jensen Engineering R. M. Hudgins, Jr. P E i Certificate No.: 4672 Address: 80 Teague Road, Marshall, N. C. 28753 Telephone (704) 683-0060 A. Purpose of Proposal. The purpose of this proposal is to review and evaluate several wastewater disposal options available to the above project. The most desirable option by all parties would be to dispose of the domestic wastewater into a gravity sewer line located on Hazel Mill Rd. or Emma Road. However, at this time that option cannot be considered for 3-5 years, per the Buncombe County Manager. The North Carolina Department of Enviroment, Health and Natural Resources requires that this report evaluate the economic and enviromental aspects of various alternatives to the handling of this project's wastewater B. Location of Project. The proposed project is located at 537 Hazel !Hill Rd. in the Emma Section of Asheville near Smith Mill Creek. C. Description of Project. The scope of the proposed project is how to effectively (economically & environmentally) handle the domestic waste from approximately 35 production and administrative employees at present with the option of 75-100 employees in 5 years. The waste requirements will be (15 gal/person/day) 375 gpd now, growing to approximately 1500 gpd by 1999. D. Disposal Alternatives. There are three ( 3 ) options of wastewater disposal that have been considered for this project: h 1) Gravity Sewer a. This alternative would be to connect to an existing MSD gravity sewer line running along North Louisiana Avenue. This would be a new line located in the valley between Emma Road and the -railroad track. It would involve construction of an 8" sewer line approximately 2100 ft. long and obtaining 7 or 8 easements from adjoining property owners. Several of the property owners have expressed an interest in tapping into the new line, but not sharing in the construction cost. 2) Pump Station and Force Main a. This alternative would be to install approximately 3000 linear feet of force main line with a pump station. This 4" diameter line would run along Emma Road connecting to the Buncombe County sewer line at North Louisiana Avenue. There are at least eight (8) property owners that would need to be consulted about easements. 3) Existing Sand Filter System a. This alternative would be to revitalize the existing sand filter system by replacing the filter media and installing two pumps and a recirculating system before the effluent would enter the existing and revitalized chlorine contact chamber. The effluent would then enter the dechlorination chamber and discharge into Smith Mill Creek. b. A Pump and Haul Permit will be requested and applied for to handle the project's wastewater until the revitalization of the existing sand filter system can be completed. A cost analysis for each of the three alternatives follows. COST ANALYSIS OF GRAVITY SEWER Mobilization ---------------------------------- $ 2,000.00 Railroad Crossing (1)------------------------- 25,000.00 8" Gravity Sewer Pipe (Approx. They expressed an interest in being able to connect to this line and would grant an easement at no cost. Therefore no costs were included in the estimate for easement acquisition. Evaluation and Recommendations. On the basis of the aforementioned analyses, it is our opinion that the most feasible option at this time is to revitalize the existing sand filter system. Obviously, the owner would prefer to have the building's wastewater system connected to a gravity sewer line maintained by MSD. There is some discussion of other industry in the area inquiring about the availablity of a gravity sewer and perhaps a cost sharing project with Buncombe County would be feasible within the next 5 years. When I issud the Coc, I misspelled her name as Branch rather than Broach. She called to ask me to correct that typo, and also noted that the CoC had been issued for her home address. Her home does not need coverage under NCG550000, so we determined that she should fax me the CoC with the correct address info. When she sent me the fax, I discovered that the CoC should not have been issued to Ms. Broach at all. A subsequent telephone call confirmed the following: Ms. Broach works at Just Ducky Originals, located at 1575 Jenkins Valley Road in Alexander. That is the former mailing address for the Permittee originally covered by NCG550726. Neither Ms. Broach's home address [116 Glen Falls Drive / Asheville] nor Just Ducky Originals [1575 Jenkins Valley Road / Alexander] currently requires coverage under NCG550000. The original location covered by NCG550726 is 537 Hazel Mill Road in Asheville. Max Haner's 1994 staff report locates the facility "approximately 400 feet west of the intersection of NCSR 1333 (Hazel 1 of 2 3/16/2005 7:54 AM Re: NCG550726 - wrong site location i It Mill Road) and NCSR 1338 in the Emma section of Buncombe County near Asheville". I'm sending a letter to Ms. Broach rescinding coverage under NCG550000. However, if you have info that suggests she's wrong about needing coverage at her hoem or workplace, let me know. Those locations would have to apply for new NCG550000 CoCs; NCG550726 remains tied to the Hazel Mill Road site. If you have any new info on the current owner [and discharge status of] the Hazel Mill Road site, I'd be grateful for it. Thanks for all your help hunting down these expired CoCs. Easley, Governor March 15, 2005 Ms. Sallie Broach 116 Glen Falls Drive Asheville, North Carolina 28804 Resources William G. Ross, Jr., Secretary Alan W. Klimek, P.E., Director Subject: Rescission of General Permit coverage Broach residence Buncombe County Dear Ms. Broach: Based on your conversations with Division staff, we have confirmed that coverage under General Permit NCG550000 is not required for your residence. Therefore, in accordance with your request, your home's coverage under NCG550726 is rescinded, effective immediately. If in the future you wish to again discharge wastewater to the State's surface waters, you must first apply for and receive a new NPDES permit. Discharge of wastewater without a valid NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per day. If you have questions about this matter, please contact Charles Weaver of my staff at the telephone number or address listed below. You may also contact the Asheville Regional Office at (828) 296- 4500. Sincerely ef- Alan W. Fro st@ncmai 1. net> CC: Susan Wilson <susan.a.wilson@ncmail.net> Larry, the subject Coc was recently reissued to Ms. Sallie Broach at 116 Glen Falls Road in Asheville. Max Haner's 1994 staff report locates the facility "approximately 400 feet west of the intersection of NCSR 1333 (Hazel Mill Road) and NCSR 1338 in the Emma section of Buncombe County near Asheville".
