Failure to submit all required items will necessitate additional processing and review time. For more information, visit the Water Quality Permitting Section's Non -Discharge Permitting Unit website General — When submitting an application to the Water Quality Permitting Section's Non -Discharge Permitting Unit, please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. Unless otherwise noted, the Applicant shall submit one original and two copies of the application and supporting documentation. A. Cover Letter (All Application Packages): E List all items included in the application package, as well as a brief description of the requested permitting action. B. Application Fee (All New and Major Modification Application Packages): ❑ Submit a check, money order or electronic funds transfer made payable to: North Carolina Department of Environmental Quality (NCDEQ). The appropriate fee amount for new and major modification applications may be found at: Standard Review Project Fees. C. High -Rate Infiltration Systems (FORM: HRIS 06-16) Application (All Application Packages): ® Submit the completed and appropriately executed High -Rate Infiltration Systems (FORM: HRIS 06-16) application. Any unauthorized content changes to this form shall result in the application package being returned. If necessary for clarity or due to space restrictions, attachments to the application may be made, as long as the attachments are numbered to correspond to the section and item to which they refer_ ❑ If the Applicant Type in Item L2. is a corporation or company, provide documentation it is registered for business with the North Carolina Secretary of State. ❑ If the Applicant Type in Item L2. is a partnership or d/b/a, enclose a copy of the certificate filed with the Register of Deeds in the county of business. ® The facility name in Item IL 1. shall be consistent with the facility name on the plans, specifications, agreements, etc. ® The Professional Engineer's Certification on Page 13 of the application shall be signed, sealed and dated by a North Carolina licensed Professional Engineer. ® The Applicant's Certification on Page 13 of the application shall be signed in accordance with 15A NCAC 02T .0106(b). Per 15A NCAC 02T .0106(c), an alternate person may be designated as the signing official if a delegation letter is provided from a person who meets the criteria in 15A NCAC 02T .0106(b). ❑ If this project is for a renewal without modification, use the Non -Discharge System Renewal (FORM: NDSR) application. D. Property Ownership Documentation (All Application Packages): ➢ Per 15A NCAC 02T .0704(f), the Applicant shall demonstrate they are the owner of all property containing the wastewater treatment and high -rate infiltration facilities: ❑ Legal documentation of ownership (i.e., GIS, deed or article of incorporation), or ❑ Written notarized intent to purchase agreement signed by both parties with a plat or survey map, or ❑ Written notarized lease agreement that specifically indicates the intended use of the property and has been signed by both parties, as well as a plat or survey map. Lease agreements shall adhere to the requirements of 15A NCAC 02L .0107. ❑ Provide all agreements, easements, setback waivers, etc. that have a direct impact on the wastewater treatment, conveyance, storage and high -rate infiltration facilities. INSTRUCTIONS FOR FORM: HRIS 06-16 & SUPPORTING DOCUMENTATION Page 1 of 6 E. Soil Evaluation (All Application Packages that include new high -rate infiltration sites): ❑ Per 15A NCAC 02T .0704(b) and the Soil Scientist Evaluation Policy, submit a detailed soil evaluation that has been signed, sealed and dated by a North Carolina Licensed Soil Scientist and includes at a minimum: ❑ The report shall identify all the basins/fields with project name, location, and include a statement that the basins/fields were recommended for the proposed land application activity. ❑ Field delineated detailed soils map meeting all of the requirements of the Soil Scientist Evaluation Policy. ❑ Soil profile descriptions meeting all of the requirements of the Soil Scientist Evaluation Policy. ❑ Provide all soil boring logs performed at the site. ❑ For non -basins, a standard soil fertility analysis conducted no more than one year prior to permit application for each map unit in the soil map legend for the following parameters: ❑ Acidity ❑ Exchangeable sodium percentage (by calculation) ❑ Phosphorus ❑ Base saturation (by calculation) ❑ Magnesium ❑ Potassium ❑ Calcium ❑ Manganese ❑ Sodium ❑ Cation exchange capacity ❑ Percent humic matter ❑ Zinc ❑ Copper ❑ pH ➢ Saturated hydraulic conductivity (KSAT) data that shall include at a minimum: ❑ A minimum of three KsaT tests shall be conducted in the most restrictive horizon for each soil series in the soil map. ❑ All KsaT tests shall be conducted in areas representative of the site. ❑ All KsaT tests shall be run until steady-state equilibrium has been achieved. ❑ All collected KsaT data shall be submitted, including copies of field worksheets showing all collected readings. ❑ Submit a soil profile description for each KsaT data point that shall extend at least one foot below the tested horizon. ➢ Soil evaluation recommendations shall include at a minimum: ❑ A brief summary of each map unit and its composition and identification of minor contrasting soils. ❑ For non -basins, maximum precipitation rate (in/hr) for each soil/map unit within the proposed infiltration areas. ❑ Seasonal infiltration restrictions, if appropriate. ❑ Identification of areas not suitable for high -rate infiltration. ❑ Recommended geometric mean KsaT rate to be used in the water balance for each soil/map unit based upon in -situ measurement of the saturated hydraulic conductivity from the most restrictive horizon. ❑ Recommended drainage coefficient to be used in the water balance based upon comprehensive site evaluation, review of collected onsite data, minor amounts of contrasting soils and the nature of the wastewater to be applied. ❑ For non -basins, recommended annual hydraulic loading rate (in/yr) for each soil/map unit within the proposed infiltration areas based upon in -situ KsaT measurements form the most restrictive soil horizon. ❑ For basins, recommended hydraulic loading rate (GPD/ft2) for each soil/map unit within the proposed infiltration areas based upon in -situ KsaT measurements form the most restrictive soil horizon. NOTE — If the soil evaluation was performed more than one year prior to the submittal of this application package, a statement shall be included indicating that the site has not changed since the original investigation. F. Agronomist Evaluation (All Application Packages that include new infiltration sites with cover crops or new crops for existing infiltration sites): ❑ Per 15A NCAC 02T .0704(i), submit an agronomist evaluation that has been signed, sealed and dated by a qualified professional and includes at a minimum: ❑ Proposed nutrient uptake values for each cover crop based upon each field's dominant soil series and percent slope. ❑ Plant available nitrogen calculations for each cover crop using the designed effluent concentrations in Application Item V.1. and proposed mineralization and volatilization rates. ❑ Historical site consideration, soil binding and plant uptake of phosphorus. ❑ Seasonal infiltration restrictions, if appropriate. ❑ A clear and reproducible map showing all areas investigated and their relation to proposed fields and crops. ❑ Maintenance and management plan for all specified crops. INSTRUCTIONS FOR FORM: HRIS 06-16 & SUPPORTING DOCUMENTATION Page 2 of 6 G. Hydrogeologic Report (All Application Packages treating industrial waste or having a design flow over 25,000 GPD): ❑ Per 15A NCAC 02T .0704(e), the Hydrogeologic Investigation and Reporting Policy, the Groundwater Modeling Policy and the Performance and Analysis of Aquifer Slug Tests and Pumping Tests Policy, submit a detailed hydrogeologic description that has been signed, sealed and dated by a qualified professional and includes at a minimum: ❑ A hydrogeologic description to a depth of 20 feet below land surface or bedrock, whichever is less. A greater depth of investigation is required if the respective depth is used in predictive calculations. ❑ Representative borings within the infiltration areas and all proposed earthen impoundments. ❑ A description of the regional and local geology and hydrogeology. ❑ A description, based on field observations of the site, of the site topographic setting, streams, springs and other groundwater discharge features, drainage features, existing and abandoned wells, rock outcrops, and other features that may affect the movement of the contaminant plume and treated wastewater. ❑ Changes in lithology underlying the site. ❑ Depth to bedrock and occurrence of any rock outcrops. ❑ The hydraulic conductivity and transmissivity of the affected aquifer(s). ❑ Depth to the seasonal high water table (SHWT). ❑ A discussion of the relationship between the affected aquifers of the site to local and regional geologic and hydrogeologic features. ❑ A discussion of the groundwater flow regime of the site prior to operation of the proposed facility and post operation of the proposed facility focusing on the relationship of the system to groundwater receptors, groundwater discharge features, and groundwater flow media. ❑ If the SHWT is within six feet of the surface, a mounding analysis to predict the level of the SHWT after wastewater application. H. Water Balance (All Application Packages that include new or modified infiltration sites, changes in flow or changes in storage): ❑ Per the Water Balance Calculation Policy, submit information clearly demonstrating that the effluent can be assimilated regardless of precipitation events or temperature, and there are no crop or equipment maintenance issues that would necessitate storage. OR ❑ Per 15A NCAC 02T .0704(k) and the Water Balance Calculation Policy, submit a water balance that has been signed, sealed and dated by a qualified professional and includes at a minimum: ❑ At least a two-year iteration of data computation that considers precipitation into and evaporation from all open atmosphere storage impoundments, and uses a variable number of days per month. ❑ Precipitation based on the 801 percentile and a minimum of 30 years of observed data. ❑ Potential Evapotranspiration (PET) using the Thornthwaite method, or another approved methodology, using a minimum of 30 years of observed temperature data. ❑ Soil drainage based on the geometric mean of the in -situ KSAT tests in the most restrictive horizon and a drainage coefficient ranging from 4 to 10% (unless otherwise technically documented). ➢ Other factors that may restrict the hydraulic loading rate when determining a water balance include: ❑ Depth to the SHWT and groundwater lateral movement that may result in groundwater mounding. ❑ Nutrient limitations and seasonal application times to ensure high -rate infiltration does not exceed agronomic rates. ❑ Crop management activities resulting in cessation of infiltration for crop removal. NOTE — High -Rate Infiltration Systems serving residential facilities shall have a minimum of 14 days of wet weather storage. L Engineering Plans (All Application Packages): ® Per 15A NCAC 02T .0704(c)(1), submit standard size and 11 x 17-inch plan sets that have been signed, sealed and dated by a North Carolina licensed Professional Engineer, and shall include at a minimum: ® Table of contents with each sheet numbered. ® A general location map with at least two geographic references and a vicinity map. ® A process and instrumentation diagram showing all flow, recycle/return, aeration, chemical, electrical and wasting paths. ® Plan and profile views of all treatment and storage units, including their piping, valves, and equipment (i.e., pumps, blowers, mixers, diffusers, flow meters, etc.), as well as their dimensions and elevations. ® Details of all piping, valves, pumps, blowers, mixers, diffusers, recording devices, fencing, auxiliary power, etc. ❑ A hydraulic profile from the treatment plant headworks to the highest infiltration point. ❑ The high -rate infiltration area with an overlay of the suitable infiltration areas depicted in the Soil Evaluation. ❑ For non -basins, each nozzle/emitter and its wetted area influence and each infiltration zone labeled as it will be operated. ❑ For non -basins, locations within the infiltration system of air releases, drains, control valves, highest infiltration nozzle/emitter, etc. ❑ For non -basin automated infiltration systems, provide the location and details of the precipitation/soil moisture sensor. ® Plans shall represent a completed design and not be labeled with preliminary phrases (e.g., FOR REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate they are anything other than final specifications. However, the plans may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION. INSTRUCTIONS FOR FORM: HRIS 06-16 & SUPPORTING DOCUMENTATION Page 3 of 6 Specifications (All Application Packages): ® Per 15A NCAC 02T .0704(c)(2), submit specifications that have been signed, sealed and dated by a North Carolina licensed Professional Engineer, and shall include at a minimum: E Table of contents with each section/page numbered. E Detailed specifications for each treatment/storage/infiltration unit, as well as all piping, valves, equipment (i.e., pumps, blowers, mixers, diffusers, flow meters, etc.), nozzles/emitters, precipitation/soil moisture sensor (if applicable), audible/visual high water alarms, liner material, etc. E Site Work (i.e., earthwork, clearing, grubbing, excavation, trenching, backfilling, compacting, fencing, seeding, etc.) E Materials (i.e., concrete, masonry, steel, painting, method of construction, etc.) E Electrical (i.e., control panels, transfer switches, automatically activated standby power source, etc.) E Means for ensuring quality and integrity of the finished product, including leakage, pressure and liner testing. E Specifications shall represent a completed design and not be labeled with preliminary phrases (e.g., FOR REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate they are anything other than final specifications. However, the specifications may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION. K. Engineering Calculations (All Application Packages): ® Per 15A NCAC 02T .0704(c)(3), submit engineering calculations that have been signed, sealed and dated by a North Carolina licensed Professional Engineer, and shall include at a minimum: ❑ Hydraulic and pollutant loading calculations for each treatment unit demonstrating how the designed effluent concentrations in Application Item V.I. were determined. ® Sizing criteria for each treatment unit and associated equipment (i.e., blowers, mixers, flow meters, pumps, etc.). ❑ Total and effective storage calculations for each storage unit. ❑ Friction/total dynamic head calculations and system curve analysis for each pump used. E Manufacturer's information for all treatment units, pumps, blowers, mixers, diffusers, flow meters, etc. ❑ Flotation calculations for all treatment and storage units constructed partially or entirely below grade. ❑ For non -basins, a demonstration that the designed maximum precipitation and annual loading rates do not exceed the recommended rates. ❑ For basins, a demonstration that the designed loading rate (GPD/ft2) does not exceed the recommended rate. ❑ A demonstration that the specified auxiliary power source is capable of powering all essential treatment units. L. Site Map (All Application Packages): ❑ Per 15A NCAC 02T .0704(d), submit standard size and 11 x 17-inch site maps that have been signed, sealed and dated by a North Carolina licensed Professional Engineer and/or Professional Land Surveyor, and shall include at a minimum: ❑ A scaled map of the site with topographic contour intervals not exceeding 10 feet or 25 percent of total site relief and showing all facility -related structures and fences within the wastewater treatment, storage and infiltration areas. ❑ Soil mapping units shown on all infiltration sites. ❑ The location of all wells (including usage and construction details if available), streams (ephemeral, intermittent, and perennial), springs, lakes, ponds, and other surface drainage features within 500 feet of all wastewater treatment, storage and infiltration sites. ❑ Delineation of the compliance and review boundaries per 15A NCAC 02L .0107 and .0108. ❑ Setbacks as required by 15A NCAC 02T .0706. ❑ Site property boundaries within 500 feet of all wastewater treatment, storage and infiltration sites. ❑ All habitable residences or places of public assembly within 500 feet of all treatment, storage and infiltration sites. NOTE — For clarity, multiple site maps of the facility with cut sheet annotations may be submitted. M. Power Reliability Plan (All Application Packages): ❑ Per 15A NCAC 02T .0705(k), submit documentation of power reliability that shall consist of at a minimum: ❑ An automatically activated standby power supply onsite that is capable of powering all essential treatment units under design conditions, OR ➢ Approval from the Director that the facility: ❑ Serves a private water distribution system that has automatic shut-off during power failures and has no elevated water storage tanks, ❑ Has sufficient storage capacity that no potential for overflow exists, and ❑ Can tolerate septic wastewater due to prolonged detention. INSTRUCTIONS FOR FORM: HRIS 06-16 & SUPPORTING DOCUMENTATION Page 4 of 6 N. Operation and Maintenance Plan (All Application Packages): ® Per 15A NCAC 02T .0707, submit an operation and maintenance (O&M) plan encompassing all wastewater treatment, storage and infiltration systems that shall include at a minimum a description of: ® Operation of the wastewater treatment, storage and infiltration systems in sufficient detail to show what operations are necessary for the system to function and by whom the functions are to be conducted. ❑ Anticipated maintenance of the wastewater treatment, storage and infiltration systems. ❑ Safety measures, including restriction of access to the site and equipment. ❑ Spill prevention provisions such as response to upsets and bypasses, including how to control, contain and remediate. ❑ Contact information for plant personnel, emergency responders and regulatory agencies. NOTE — A final O&M Plan shall be submitted with the partial and/or final Engineering Certification required under 15A NCAC 02T .0116, however, a preliminary O&M Plan shall be submitted with each application package. O. Residuals Management Plan (All Application Packages with new, expanding or replacement wastewater treatment systems): ❑ Per 15A NCAC 02T .0704(i) and .0708, submit a Residuals Management Plan that shall include at a minimum: ❑ A detailed explanation of how generated residuals (including trash, sediment and grit) will be collected, handled, processed, stored, treated, and disposed. ❑ An evaluation of the treatment facility's residuals storage requirements based upon the maximum anticipated residuals production rate and ability to remove residuals. ❑ A permit for residuals utilization or a written commitment to the Applicant from a Permittee of a Department approved residuals disposal/utilization program that has adequate permitted capacity to accept the residuals or has submitted a residuals/utilization program application. ❑ If oil/grease removal and collection are a designed unit process, submit an oil/grease disposal plan detailing how the oil/grease will be collected, handled, processed, stored and disposed. NOTE — Per 15A NCAC 02T .0705(n), a minimum of 30 days of residual storage shall be provided. NOTE — Per 15A NCAC 02T .0704(i ), a written commitment to the Applicant from a Permittee of a Department approved residuals disposal/utilization program is not required at the time of this application, however, it shall be provided prior to operation of any permitted facilities herein. NOTE — If an on -site restaurant or other business with food preparation is contributing wastewater to this system, an oil/grease disposal plan shall be submitted. P. Additional Documentation: ➢ Certificate of Public Convenience and Necessity (All Application Packages for Privately -Owned Public Utilities): ❑ Per 15A NCAC 02T .0115(a)(1) and .0704(g), provide the Certificate of Public Convenience and Necessity from the North Carolina Utilities Commission demonstrating the Applicant is authorized to hold the utility franchise for the area to be served by the wastewater treatment and high -rate infiltration system, or ❑ Provide a letter from the North Carolina Utilities Commission's Water and Sewer Division Public Staff stating an application for a franchise has been received and that the service area is contiguous to an existing franchised area or that franchise approval is expected. ➢ Existing Permit (All Modification Packages): ® Submit the most recently issued existing permit. ❑ Provide a list of any items within the permit the Applicant would like the Division to address during the permit modification (i.e., compliance schedules, permit description, monitoring, permit conditions, etc.). ➢ Final Environmental Document (All Application Packages using public monies or lands subject to the North Carolina Environmental Policy Act under 15A NCAC 01 C .0100 to .0400): ❑ Per 15A NCAC 02T .0105(c)(4), submit one copy of the environmental assessment and three copies of the final environmental document (i.e., Finding of No Significant Impact or Record of Decision). ❑ Include information on any mitigating factors from the Environmental Assessment that impact the design and/or construction of the wastewater treatment and high -rate infiltration system. ➢ Floodway Regulation Compliance (All Application Packages where any portion of the wastewater treatment, storage and infiltration system is located within the 100-year floodplain): ❑ Per 15A NCAC 02T .0105(c)(8), provide written documentation from all local governing entities that the facility is in compliance with all local ordinances regarding construction or operation of wastewater treatment and/or disposal facilities within the floodplain. The equipment specified herein is intended to be standard equipment for use in a screenings application specifically to separate solid, semi -solid debris and floating matter from raw sewage. The equipment specified under this Section shall include an automatically cleaning fine bar screen, a washer/compactor press, discharge pipe from the wash press, and a control panel to manage the equipment for manual and automatic operation. All equipment shall be installed as directed by the manufacture. The scope of equipment supplied must convey the screenings out of the channel to the top of the structure elevation, compact the screenings, and discharge them into an adjacent screenings receptacle. The frequency of lifting the screenings shall be normally controlled by differential level control. This level mode of operation may be overridden by a timer control or manual control. B. All mechanical equipment shall be provided with a substantial stainless steel nameplate, mechanically fastened with stainless steel hardware in a conspicuous place, clearly inscribed with the manufacture's name, year of manufacture and serial number. 1.04 PRODUCT HANDLING A. It shall be necessary to protect the screen system materials from all other Contractors before, during, and after installation. In the event of damage, immediately make all repairs and replacements necessary to the approval of the Engineer and at no additional cost to the Owner or manufacturer. 1.05 PERFORMANCE A. The fine bar screen shall be designed to handle the maximum flow rate as noted in paragraph 1.03.13. B. The fine bar screen shall consist of a stationary step -type bar screen, operated by an electric motor. The screen shall operate via a series of stationary and elliptically rotating screen bars which are actuated to remove debris from the screen surface. C. The operation of the screen shall be automatically initiated based on the differential raw water level up and downstream of the screen. The fine bar screen shall give a closed circuit path for a self-cleaning movement across the entire surface of the screen, in accordance with the principle of counter -flow. D. The wash press shall be sized to match the screen discharge and shall convey the screenings into a screenings container. 1.06 SUBMITTALS A. Pre -Bid Approval All manufacturers who wish to submit a proposal on the screen equipment as herein specified shall be required to pre -submit and obtain the Engineer's written approval to be acceptable for use on this project. All information shall be provided to the Engineer no later than 15 days prior to the bid date. The fact that a specific product name is listed in the specifications does not relieve that named manufacturer from fully meeting the Specification. Manufacturers found to be acceptable shall be notified by a written addendum. Contractors and manufacturers shall be advised of approved equipment prior to bid by the Engineer. B. Shop Drawings Prior to screen system fabrication, the Contractor shall submit complete Shop Drawings for the screenings and press unit showing all dimensions, materials, hook-ups, installations, and any available or necessary information requested by the Engineer. 1.07 QUALITY ASSURANCE A. In order to assure uniform quality, ease of maintenance and minimal parts storage, it is the intent of these Specifications a single manufacturer shall supply all equipment called for under this Section. Mechanical Fine Bar Screen and Screenings Conveyance 2 B. It is the Contractor's responsibility to ensure the installation of the screen shall fit as designed. The Engineer will hold the Contractor responsible for a complete installation. Complete Shop Drawings for the screen, wash press, and all items associated in this Section shall be provided for approval. C. No equipment shall be supplied by any manufacturer not regularly engaged in the manufacturing and production of fine bar screen equipment designed for use in wastewater treatment. The manufacturer must have installed and had in satisfactory use a minimum of fifty (50) installations of similar type comparable to the units specified. Only installations in the Carolinas will be acceptable as meeting the experience requirement. D. The term "installations" shall mean individual projects/contracts. Multiple equipment units for a project shall be considered as one (1) installation toward meeting the experience requirements. E. Bids from manufacturers lacking the experience requirements, but meeting all technical and performance requirements of the Specifications, can be considered if the manufacturer provides a satisfactory three (3) year maintenance bond in lieu of evidence of experience and operation. Maintenance bond shall be for the replacement value of the equipment. The bonding company shall have a policy -holder raring of A+ and a financial rating of "Class XV" in the most recent edition of "Best Key Raring Guide". The bonding company shall be licensed to do business in the state of installation. PART 2.00 - PRODUCTS 2.01 MATERIALS AND EQUIPMENT A. Materials and equipment shall conform to the respective publications and other requirements specified and shall be the standard products of a manufacturer regularly engaged in the manufacture of the products: 1. The screen, step blade packages, frame, sole plate, link mechanisms, blade cross pieces, drive console and covers shall be constructed from minimum Type 316 stainless steel. The entire screen assembly shall be full immersion passivated after the completion of all welding, machining, and fabricating. B. Unless otherwise stated above, specified or permitted, the materials used in the fabrication of the equipment under this section shall conform to the following: 1. Chutes 2. The bar screen shall consist of a stationary step -type screen, operated by an electric drive unit. The screen shall operate via a series of stationary and circularly rotating screen bars which are rotated to remove debris from the screen surface. All metal components, except motors, driveshaft and bearing housings, shall be Type 316 stainless steel. The screen system shall include a screw wash press to collect the screenings from the step screen, discharge piping, supports, anchors and all associated equipment. The screen system shall be automatically controlled based on the differential raw water level in the influent channel before and after the screen. Being named or bidding as an equal does not relieve the manufacturer of meeting the requirements specified herein of this Section. B. The manufacturer selected must stock parts local to the state of installation, including screen bars, drive motors and gearboxes which can be delivered from stock. C. The manufacturer shall supply the screen channel with the maximum screening area available. All structural steel shall be Type 316 stainless steel with a minimum thickness of 0.20 inch. The screen step blade packages and frame shall be mounted within and above the sewage channel. Easy access shall be provided for maintenance of the screen from the front and sides of the unit by employing a pivoting mechanism out of the channel. D. A control system shall be provided to control the motor in the manner indicated in section 2.02.8. Motor controls shall be coordinated with the associated motor and shall have properly sized thermal - overload protective elements or IDEC trips. Except where otherwise indicated, starters shall be provided in weatherproof, Class I, Division II, enclosures. The step screen motor shall be, isolated from the channel, and shall be fully enclosed. 2.02.2 Self Cleaning Step Screen Requirements A. The step screen shall comprise a screen with multiple fixed -parallel and movable bars which are arranged in a plane, 50 degrees inclined downwards into a flow of water. The movable bars shall be interconnected in parallel to at least one package of fixed bars, with the blade edges turned into the wastewater flow. Movement is caused by a drive mechanism which brings about a closed, circular path in the plane of the bars, including a vertical movement component surpassing the step height of the bars. The bars must be a minimum thickness as specified bar width indicated in section 1.03.B, and shall have a contoured hook design; flat steps shall not be allowed. B. Blades shall have a hinged (non rigid or attached) bottom step to assure passage of flushing sand. The bottom step mechanisms must actuate with each step action and prevent any opening greater than the specified spacing of the screen from being exposed. The flap mechanism must move with each step automatically and shall pump grit from under the feet of the bars to prevent jamming. Manual flap mechanisms shall not be allowed. C. The fine screen must give a closed circuit path for a self-cleaning movement across the entire surface of the screen, in accordance with the principle of counter -flow. Cleaning shall be accomplished without any additional rinsing, external cleaning, brushes, wipers, or other mechanical equipment. Saw teeth may be provided on the back of each blade to prevent jamming by providing a cutting action of any attached material. Wash bars may be provided to reintroduce organics into the stream of flow; however they shall not be necessary to clear debris. Mechanical Fine Bar Screen and Screenings Conveyance 2.02.3 Screen Blades A. The bars of the screen shall be accurately set and have plastic spacers to provide a consistent clearance throughout the entire step cycle. The bars shall be step shaped with replaceable spacers. B. The bars shall be contoured in shape, forming a hook from the foot of the step to the base. Bars with flat, right-angled steps shall not be allowed. C. The bars shall be a minimum thickness as specified bar width indicated in 1.03.B. Additional bars shall not be bolted to the bottom of the stationary and movable bars. The bars shall not be attached to the sole plate which allows flexibility of the bars to move from side to side. The bottom -hinged part of the movable bar package shall provide the required flexibly via the stainless linkage. 2.02.4 Sole Plate: A. A mechanically actuated bottom step shall be provided and actuate with each step of the screen. This flap mechanism shall create a flushing system to prevent sand and grit from accumulating under the footing of the bars at the bottom of the screen. Screens without this bottom step, including manual actuated bottom steps or thick, solid bottom steps, shall not be considered. B. The sole plate shall be level with the horizontal plane and it shall neither be attached to the concrete floor nor to the channel walls by way of using anchor bolts. 2.02.5 Link Mechanism A. The drive mechanism shall be contained on both sides of the fine bar screen. The drive sprockets, shafts, bearings, motors, gear reducers and other moving mechanisms must be located above the access slab. The components shall be accessible from the front of the screen to allow for ease of maintenance. B. Link mechanisms (one on each side) shall consist of two rigid arms. Glide bearings shall be used at the lower end and ball bearings at the upper end. All bearings must be sealed, and automatic oilers shall not be allowed. Chain or sprocket drive mechanisms shall not be allowed. The link mechanisms (one at each side) shall each consist of the bearing eccentric, bar, and two links with glide bearings at the lower end of the bar and a ball bearing at the upper end. The link mechanism shall include a first link ruining between a fixed point in the strainer and the bottom end of the connecting bar, and a second link running between the bottom end of the connecting bar and an attachment at the bottom end of the movable blade package. C. The screen shall never see an opening greater than the specified clear spacing indicated in 1.033, including the bottom of the screen when in operation. 2.02.6 Frame A. The frame shall accommodate the step blade packages, blade cross pieces, link mechanisms, and drive unit including shaft, gears and motors. B. The frame shall be accurately set into position into the channel and shall anchor securely into place through fixing the support legs to the channel top. The screen shall be set at 50 degrees to the horizontal. The frame facing the flow stream shall be vertical and shall not present any additional restriction to influent flow entering the screen. Rubber side seals shall be bolted to the front vertical side plates of the frame to direct flow into the screen surface. Mechanical Fine Bar Screen and Screenings Conveyance C. The frame sides shall be fully bolted to the sole plate, bar cross pieces and the drive console. The frame sides shall form the supports for removal of the cover panels at the sides, front and back of the screen. D. Frame components shall be a minimum thickness of 0.20-inch stainless steel. 2.02.7 Drive Unit A. The selected drive unit shall be suitably and continuously rated to match the duty of the screen. The drive unit shall be directly coupled to the screen drive shaft through the gearbox. B. A facility shall be incorporated within the drive unit console mounting arrangement to enable the movable blade package to be correctly and accurately positioned across the screen frame and without the necessity for any special tools. C. The screen shall be equipped with an overload amp draw protection, which shall be activated in the detection of a blockage of the screen. The overload device shall actuate an alarm condition at the screen control panel. D. The drive unit shall be designed to stay out of the flow, with all connections out of possible danger of submergence. The only allowable connection to the drive unit will be a stainless steel bar link. Only one link will be allowed on each side of the screen. E. Equipment above the level of the sewage -carrying channel shall be fully enclosed in a Type 316 stainless -steel housing. The housing shall be provided with a sufficient number of doors or removable panels to ensure ready access to any part of equipment for repairs, replacements, or cleaning. 2.02.8 Step Screen Control System Requirements A. The electrical control system shall provide for automatic control of the screen and press by a float switch and/or ultrasonic high liquid level control system in connection with an adjustable time clock to provide a variable time between cleaning operations. B. The controls shall be housed within an AISI 316 stainless steel NEMA 4X enclosure. C. All controls necessary for the fully automatic operation of the screen shall be provided. D. The drive unit and monitoring devices are wired internal to the machine. E. There shall be a minimum of a fused disconnect switch, Hand -Off -Automatic control switch, power overload protection device, run lights and warning lights, motor starter, and elapsed time meter. F. The step screen shall be at rest in its initial position. The step screen travels one revolution and returns to rest in its initial position. A latching relay returns the screen to its original position once it makes a revolution. G. At no time shall it be possible to run the screen backwards during maintenance by reversing motor loads. Mechanical Fine Bar Screen and Screenings Conveyance 7 2.02.9 Screening Performance A. To be considered, each screen supplier shall demonstrate average total solids and volatile solids removal efficiencies as listed below under the listed raw influent conditions for a 1/8-inch screen. The screen supplier shall be capable of removal rates with the screen of the below table from actual pilot work with a step screen preformed by the supplier. A float switch and/or ultrasonic level sensor shall be supplied, as specified in the Shop Drawings. B. Devices Summary: 1. A float switch may be used to control the head differential across the screen. The set point for the level sensor shall be continuously adjustable over the full range of water level possible in the influent channel. Adjustment of sensor set points shall be made at the float switch hanger. An ultrasonic level sensor may be mounted directly above the influent channel up and downstream of the bar screen to monitor differential across the screen. The sensors may be mounted in such a location that it is easily accessible for service and never come into contact with raw wastewater. The sensor shall be enclosed in a weatherproof enclosure and provided with an aluminum sun shield. The ultrasonic level sensor shall include two ultrasonic transducers, one upstream of the screen and one downstream of the screen. Stainless steel ultrasonic level sensors wall brackets and stainless steel concrete anchor bolts shall be supplied with each stainless steel wall bracket. C. The set point for the level sensor shall be continuously adjustable over the full range of water level possible in the influent channel. Adjustment of sensor set points shall be at the differential level transmitter. 2.02.11 Cleaning Mechanism, Wash Water System, and Transport Area A. The step -screen shall be self-cleaning. No cleaning mechanism shall be required, including brush or flushing devices at the discharge point(s). A Type 316 stainless steel spray bar and brass '/2 inch solenoid valves may be supplied over the steps of the screen. The spray shall be controlled automatically from the step screen control system. B. Screens that require influent to pass through more than one set of screening media shall not be considered. Screens which employ a circular moving media that pass through the flow and in the direction of flow to screen debris and then move backwards against the direction of flow to the return position shall not be considered. Screens using step like porous plating with circular holes will not be permitted. C. Screens that operate with the possibility of trapping screenings or other materials between screening media will not be permitted. No screen will be considered that has a cross bar for support anywhere in the screening system in the flow except at the absolute top and bottom of the screen frame. Mechanical Fine Bar Screen and Screenings Conveyance 2.02.12 Discharge Hopper A. A rectangular stainless steel inlet hopper for solids, which feeds into the wash press, shall be included. The inlet hoppers shall have dimensions as shown on the Shop Drawings. The hopper shall be mounted to the top of the inlet chamber. Sloping sides shall funnel the screenings into the compacting area. B. Removal of the hopper shall not be required to rotate the screen from the channel for maintenance. C. The hopper shall be a minimum of Type 316 stainless steel. 2.03 WASH PRESS GENERAL The spiral screening press shall be manufactured by the chosen manufacture and supplied with their step screen and controls. The press zone will consist of a perforated plate screen, covers assembly, and spray wash system. 2.03.1 Materials and Equipment The spiral screening press shall be constructed of the following components: A. The spiral will be constructed of high strength carbon steel, prime coated for protection during shipment. The spiral will have a normal thickness of approximately 0.8 inches. The shaft of the spiral shall have a diameter of 3 inches. The total flight pitch will be approximately 7.8 inches. The spiral will have an OD of approximately 9.5 inches to fit the trough. B. The press trough will have an internal dimension of approximately 10 inches and be constructed of 1/8 inch type 316 stainless steel. Trough length will be a maximum of 50 inches. The trough length shall be coordinated with the screen discharge hopper and screenings dumpster as shown on the Shop Drawings. The trough will be covered with 1/8-inch Type 316 stainless steel covers. C. Free liquid from feed materials will drain through a screen located at the outlet end of the unit. The screen will conform to the press trough radius, perforated. A 4-inch plain end 316 SST pipe with a hose will connect with drainer discharge section at inlet end. D. The nominal inlet width will be 13 inches with a length of 20 inches. The inlet will be covered during shipment of equipment. A transition feed hopper shall be supplied by the Contractor. The Contractor shall be responsible for coordination of hopper sizes for discharge hopper and for press. Any modifications to the discharge hopper or the inlet of the screenings press that are required for proper operation shall be the responsibility of the Contractor. E. The unit will have support legs constructed of minimum 1/8-inch Type 316 stainless steel designed to support the required loads. F. The perforated plate will consist of Type 316 SST plate steel with 1/8-inch holes. G. The covers assembly will consist of a 1/8-inch Type 316 stainless steel outer shell, a latching top cover to provide easy access for cleaning the screen and a back pressure door which will allow the initial screenings plug to form at the discharge end. Mechanical Fine Bar Screen and Screenings Conveyance 9 2.03.3 Spray Wash System A. A 3/4 inch NPT pipe connection water nozzles supplied with clean water will be located on the upper level of trough to wash the compaction screen. An additional 3/4 inch NPT pipe connection water nozzle supplied with clean water with a manual valve will be located at the bottom of compaction screen to wash and clean. A 3/4 inch NPT pipe connection water nozzle supplied with clean water is located at the bottom of the drainage assembly at the inlet. The wash press shall require 8 GPM at 70 psi. 2.03.4 Drive System The drive system shall consist of a motor, gear reducer and drive shaft: A. The motor shall be a maximum of 3.0 HP, 1800 RPM, 230/460 volt, 3 Phase, 60 Hz, 1.15 S. F., TEFC B. A hollow shaft helical cylindrical reducer with radial and trust bearings direct couple the motor. The AGMA Class II cast iron reducer will have an output speed of approximately 9 rpm. The service factor rating shall be at least 1.15. The motor and gear reducer shall be SEW Eurodrive. 2.03.5 Press Control System A. The wash press control mode is selected with the press HAND -OFF -AUTO switch. In the HAND position, the wash press shall operate if control power is on and the overload has not tripped. The PRESS RUNNING light will come on at any time the wash press is running. The MOTOR PROTECTION TRIPPED light will come on at any time the press overload has tripped. In the OFF position the press will not operate. In the AUTO position, the press will operate automatically if control power is on and the overload has not tripped. PART 3.00 - EXECUTION 3.01 INSTALLATION All equipment and materials specified herein shall be properly installed, free from defect, in strict accordance with the manufacturer's instructions and Shop Drawings. The installation shall include all materials, equipment, piping, equipment wiring, power source connections, switches, relays, fittings, miscellaneous controls and all items necessary for the proper operation of the fine bar screen and press, whether or not specifically detailed herein or shown on the plans. No consideration shall be given for extra payment for necessary and obvious appurtenances due to omission of such in plans and Specifications. The manufacturer shall schedule one trip to the project site for equipment start-up assistance and operational training. After installation of equipment to satisfactory operating condition, the manufacturer shall furnish a qualified representative for a minimum of 1 man day (up to 8 hours) to inspect, supervise field test and provide start-up of the equipment for the Contractor. The following shall be performed during installation: A. All electric motors shall be checked for proper rotation. All electric motor driven equipment shall be checked for proper amperage draw under full load conditions. A tabulation shall be made of all tests and the results submitted to the Engineer. B. All welds shall be continuous unless otherwise specified. Facing surfaces of bolted joints shall be shop primed. Facing surfaces of field welded components shall be beveled and match marked. C. Sharp corners of all cut and sheared edges shall be made smooth. Mechanical Fine Bar Screen and Screenings Conveyance 10 D. All iron and mild steel surfaces to be painted shall be dry abrasive blasted in accordance with SSPC- SP6, and in accordance with the painting section of these Specifications. Surfaces shall be painted within 24 hours to prevent rusting and surface discoloration. Stainless steel shall be cleaned with mild abrasive wheels and/or nonferrous blast media to remove heavy scale and welding carbon. E. Concrete for foundations shall be as specified in the design drawings. Concrete foundations shall be integral with, and of same strength as the building floor, unless otherwise specified. Concrete used in foundations that are entirely separated from the surrounding floor shall be 2500 psi. When new foundations are constructed on existing concrete, new concrete shall be bonded to old as specified in the design drawings. Foundation bolts, as required, shall be furnished for proper positioning during placement of concrete. F. All non -stainless steel equipment shall be thoroughly cleaned, primed, and given two finish coats of paint at the factory in accordance with the recommendations of the manufacturer. Contractor shall coordinate colors, finishes and field painting with the Engineer. 3.02 TESTING AND OPERATOR TRAINING A. After installation of the fine bar screen and conveyor system, the Contractor shall conduct operational tests in the presence of the manufacturer's representative required to demonstrate the screen system operates in accordance with the requirements of this Section. The supplier shall have one day of testing and checkout on site. B. Operator training for the Owner's personnel after system is operational shall be provided. Training shall take place while the manufacturer's representative is at the job site for inspection. 3.03 OPERATION AND MAINTENANCE (O&M) MANUALS A. O&M manuals shall contain complete information including assembly, operation, lubrication, adjustment, and maintenance instructions. B. O&M manuals shall include instructions, equipment ratings, technical bulletins, and any other printed matter such as wiring diagrams and schematics, prints or drawings, containing full information required for the proper operation, maintenance, and repair of the equipment. Included be a spare parts diagram, complete spare parts list, bill of materials, OEM part numbers and manufacturer's catalog information of all equipment components. 3.05 WARRANTY AND GUARANTEE A. The manufacturer shall warrant all parts to be free from defects in materials and workmanship for a period of one (1) year after installation. A letter shall be required from the manufacturer's technical representative documenting dates and results of specified inspections, initial operation and testing of equipment. All defects covered by warranty shall be furnished, shipped and installed at no charge to the Owner. In addition, this manual contains important instructions on how to install the machine, put into operation and be maintained. All who come in contact with the machine shall comply with the safety precautions, warnings, regulations and other instructions in this manual. This Operation and maintenance manual must always be available to all personnel involved in the installation, commissioning, operation, service / maintenance and transportation. MN Water Treatment assumes that the person responsible for or working with this equipment is familiar with the regulations outlined in the local regulations regarding Work Environment especially for sewage systems and other applicable regulations. Never start installation or assembly prior to the relevant personnel have read and understood the contents of this manual. Especially important is the understanding of the safety instructions and warnings that are described in the manual. It is forbidden to use the machine in any other manner or for purposes other than those described in this manual. MN Water Treatment is not responsible for any damages caused by negligent handling of the machine or breach of this manual. MN Water Treatment's responsibility ceases when: - The machine or any individual component is loosened or disassembled - Parts that do not belong to the machine are assembled STOP R Operation and maintenance manual - XS - Fine Screen 3 TM WATER TREATMENT PRODUCTS Parts that are not original spare parts are fitted without MN Water Treatment's approval Modification, renovation or re -build of the machine is not permitted without written consent of MN Water Treatment. 1. About the screen The fine screen XS Cross Screen is designed to separate solids from waste or process water through mechanical treatment. The machine is designed for automatic operation and starts automatically depending on operation settings. XS Cross Screen is available in different models with discharge heights from 27.5" to 16'4.8". For each model there are different screen widths and slot widths. The models are written as follows: e.g. XS 1700-500-3 (model - effective width -slot width) Structure and function The machine consists of three main parts: 1. Motor including gearbox, bearings and excenters, Figure 1. 2. Bar package, Figure 2. 3. Side plates including link mechanism, Figure 3. The machine consists of a separate drive package that includes gear, electric motor, frame and crank bearings and electrical equipment. The electrical equipment consists of home position indicator, overload protection and connection terminals for external connection. The drive unit is screwed to two robust frame sides which serves as guide plates for incoming water and as attachment for one of the two bar packages, the "fixed". One set is fixed and the other is movable. The bars are hook - step shaped and designed to optimize the conveying capacity. The second bar package, the "moving", is integrated in the fixed package - every other bar is moving and every other is fixed. The distance between a fixed and a movable bar is the slot width. ■rk including link mechanism The moving package is suspended in a frame side placed link mechanism, which is connected to the drive mechanism. The movable bars makes, with the drive unit, a circular motion with a circular diameter equal to or slightly greater than the distance between two edges on a fixed bar. Figure 3, side plates Operation and maintenance manual - XS - Fine Screen 5 Use M WATER TREATMENT PRODUCTS The machine is used for separation of solids from waste or process water. Normally the Cross screen is used in one of the following locations: municipal and industrial wastewater treatment plants, paper industry, food industry, tanneries and textile industries. It is forbidden to use the machine for any other purpose than the above without written consent from MN Water Treatment. TM Operation and maintenance manual - XS - Fine Screen 6 TM 2. Safety General WATER TREATMENT PRODUCTS The safety section contains important safety information and should be followed closely. There is a risk of personal injury or other damage if the safety instructions are not followed. Before any work is started, the person or persons who will perform the work must always read this safety section. - It is forbidden to use the machine for other than its intended purpose. - People can be injured if the machine is used for other than its intended use and whether people with inadequate knowledge manoeuvres or otherwise operate the machine. - All personnel who operate the machine must have read and understood this manual, especially this piece. - The restrictions and instructions provided in this manual should be followed, especially those relating to safety. - Rebuilding and modification of the machine is prohibited. - Exercise caution when lifting; never walk under a suspended load. - Before cleaning, servicing or dismantling the safety switch must be turned off and locked with a padlock. - Except as specified herein shall also general safety rules that apply at the local plant be followed. - All warning signs shall be maintained in the same condition as when the machine was delivered. - All machine protections and covers must be mounted and locked before starting the machine. - The support must be firmly anchored in the machine and to the ground before starting the machine. During operation - Work on the machine is forbidden when it is in operation - Keep in mind that the machine starts automatically without notice Operation and maintenance manual - XS - Fine Screen 7 M WATER TREATMENT PRODUCTS Protection plates and covers of drive package shall be assembled Inspection cover at discharge can be opened but it is forbidden to touch moving parts. When lifting - Use only approved lifting equipment and check the maximum load of the lifting equipment before lifting begins - Use caution, do not stay under suspended loads. - The machine must only be lifted at designated lifting eyes - Lifting equipment must not be removed before the machine is fixed to the ground - For details on the lifting procedure, see "lifting equipment" Machine protection The screen is equipped with inspection covers and bolted plates. These should always be mounted and locked when the machine is in operation. If loose items are dropped into the machine it can cause injury on persons as well as on the machine. TM Inspection covers and bolted plates are placed above the drive units. There are also one or more inspection covers under which parts of the screen, incoming water and screening mat is visible. At the discharge is an inspection lid. Thereunder is a safety net fitted that prevents access to moving parts. When the door is open, you can see the screen discharge to subsequent equipment, such as press / conveyor. WARNING: The screen and subsequent equipment starts automatically without notice. Switch for manual operation shall be provided locally. It is absolutely forbidden to clean the machines outlet or subsequent equipment's inlet by hand or with an object without the safety switch turned off and locked with a padlock. Operation and maintenance manual - XS - Fine Screen 8 TM WATER TREATMENT PRODUCTS Electrical work Electrical work must be performed by a licensed electrician and in accordance with applicable laws, regulations and rules. Work shall also be carried out in accordance with local regulations. - To avoid accidents, electrocution, it is important that the electric motors, instruments and cables are intact. - Electrical cables should be routed so that there is no risk of wear against the machine parts. - All equipment and instruments should be grounded. Moisture and water carries an increased risk of accidents caused by electric current. - When replacing or repairing an electrical component, its power must is always be off and the switch be padlocked before starting work. It is forbidden to connect the machine electrically while installation or other work on the machine is in progress. 3. Storage, transportation and packing Scope of delivery Storage Besides the screen the following is included in a standard delivery: One (1) operation and maintenance manual with manufacturer's declaration Two (2) support legs One (1) electrical torque guard Storage of the machine may be made for a shorter period and only in it's original packaging. Make sure the machine is stored in an indoor type environment not exposed to frost. Before the machine is kept in storage for a longer period, contact MN Water Treatment. Operation and maintenance manual - XS - Fine Screen 9 Transportation Packing TM rn WATER TREATMENT PRODUCTS Transportation shall be made in such a way that the machine is secured from being able to slip or fall. Lifting the machine over people is absolutely forbidden. Suitably trained staff should perform lifting and truck driving. The packaging is specially designed and adapted for the delivered machine and therefore provides maximum protection. Ensure that the packaging is not damaged when you receive the delivery. If the packaging is damaged, please contact MN Water Treatment or your dealer. 4. Functional description Principal Operation The screen is mounted in an installation angle between 45-50 ° in a channel or in a stainless steel tank. The edges against the channel or tank wall are sealed with rubber strips. This means that all water including solids (screenings) must pass through the screen, where a number of moving and fixed bars are mounted. As the water passes the bars, the solid particles (the screenings) remains on the bars forming a screenings mat. The thicker the mat, the better the separation of small particles. The size of the particles depends on the slot width and screenings mat thickness. The screenings mat makes the water level in the channel or tank to rise. At pre-set water level the screen will start and run for one rotation. When the machine runs one rotation moving the screenings upwards towards the discharge, the part of the bars closest to the bottom are clean which makes a passage for the water. The step shaped bars will step by step transport the screenings mat upwards towards the top edge where the screenings finally are discharge down to, for example, a press. Since a thicker screenings mat helps to increase separation it is very important that the screen does not run more than necessary. Therefore, make sure that the default starting level of the level sensor is correct. The machine is operated by a control panel, which is sometimes included in the delivery from MN Water Treatment. Operation and maintenance manual - XS - Fine Screen 110 TM WATER TREATMENT PRODUCTS The level sensor mounted in the channel/tank before the screen gives a signal to the control panel that the water level has risen to the pre-set start level. The screen will start and run one rotation to get the water level to drop. If the level hasn't dropped, the machine will still have start signal and run one more rotation. Operation and maintenance manual - XS - Fine Screen 1 1 TM rn WATER TREATMENT PRODUCTS 5. Assembly and installation Experienced personnel must carry out the installation in a professional manner. All electrical wiring must be performed by a qualified electrician and must comply with current regulations. Assembly For ease of installation and future service and maintenance it must be possible to lift the machine (beam or lifting lugs or equivalent). The lifting device must be approved and adapted to the machine weight. The weight of this machine is indicated on the nameplate and in the attached control card. Before lifting the machine, check the following: - Check the channel width and compare it to the total width of the machine. - The support legs should not be installed too close to a channel edge, it may be a risk that the concrete gives way. - If there is existing equipment, its power must be switched off and the switch locked with a padlock. - Attach the support legs to the ground with fasteners, for example expanding bolts or chemical anchors. Lifting the equipment - Use only approved lifting equipment and check the maximum load of the lifting equipment before lifting begins - Use caution, do not stay under suspended loads - The machine must only be lifted at designated lifting eyes, see Figure 4. - Lifting equipment must not be removed before the machine is fixed to the ground. - If the machine shaft bearings are fitted with grease cartridges, these shall be unscrewed before lifting. - The machine must be lifted with a shackle or the like, to avoid the slings being damaged by the steel frame. - From screen type XS 1700 there is also lifting eyes under the motor covers. ALWAYS use the supplied screws for mounting the discharge cover because the longer screws can damage the machine. See Figure 6. Also check that the channel bottom where the bottom of the machine is to be placed is levelled. Figure 8. M WATER TREATMENT PRODUCTS 90° Install the support legs on the machine and fastened them to the ground. TM There are various types of pivoting mechanism depending on machine size. Support legs and pivoting mechanism shall be mounted as shown below. Is the distance between the screen and wall larger than 1/4" additional sealing shall be mounted. Grease cartridge Shaft and excenter bearings may be equipped with grease cartridges for automatic lubrication (option). The cartridges shall be set to 12 months by turning the screw on the top of the cartridge towards number 12. Tank installation - Check that the ground is levelled - Place the tank in the correct position, make sure the tank is levelled and fasten the tank to the ground. - Connect the inlet and outlet pipes - Connect the overflow outlet (if there is one) - Connect the subsequent screenings handling equipment Operation and maintenance manual - XS - Fine Screen 117 TM rn WATER TREATMENT PRODUCTS Subsequent equipment After the screen, screenings handling equipment is installed, eg wash press or screw conveyor. Any gaps between the screen and subsequent equipment must be sealed with plates or rubber strips to prevent access to moving parts. Subsequent equipment shall be mounted as close to screen discharge as possible. The chute must be designed so that edges or flanges where the screenings can be collected and packed is avoided. Ensure a few millimetres free passage between the bars and the chute when the screen is in motion to prevent wear and noise. In order to avoid problems with the screenings, the angle must be at least 60°. Operation and maintenance manual - XS - Fine Screen 118 TM WATER TREATMENT PRODUCTS Figure, tapered chute installed after screen Installation of level sensor - A level sensor measuring the upstream water level shall control the screen. - The start level shall, for most installations, be as high as possible. - The level sensor must be installed so the screen can be removed / swung up out of the channel at the service, and in a calm place without turbulence and splashing. Operation and maintenance manual - XS - Fine Screen 119 TM rn WATER TREATMENT PRODUCTS Electrical installation Electrical work must be performed by a licensed electrician and in accordance with applicable laws, regulations and rules. Before reading this section, it is important to you - to ensure your safety - read section 2. - The screen is connected via the junction box mounted on the screen. - Connection diagram is located inside the junction box cover. - Torque Guard is supplied for installation in the control panel. - Think of supply cable length and location so that they are not damaged when the machine is swung up out of the channel during service. - Connect the level sensor separately Operation and maintenance manual - XS - Fine Screen 120 TM rn WATER TREATMENT PRODUCTS 5.1.1 6. Operation Automatic operation- step mode The Screen and Compactors shall be controlled by the respective H-O-A selector switches located at the Control Panel. When the respective equipment H-O-A selector switch is in the HAND position, the equipment shall run. When the H-O-A selector switch is in the OFF position, the equipment shall not operate under any condition. When the H-O-A is in the AUTO position, the equipment shall be controlled by the PLC. The PLC shall provide remote automatic control of the screens and their corresponding screenings presses. When a mechanical screen and its corresponding screenings press are in AUTO mode, the mechanical screen and the corresponding screenings press shall start simultaneously. Automatic operation - time cycle mode Mechanical screen operating time cycle timers shall be provided in the PLC control program for the screen to allow automatic starting and stopping of the screens based on set intervals as described herein. Two time programs shall be provided, one for day and one for nighttime operation. Timers shall be individually adjustable from the Operator Workstation. It shall be possible for the Operator to select the hours of operation for each of the day and night timers on a 24-hour clock. One of the timers shall be in effect at all times. Screen 'run" intervals shall be adjustable over a range of 0 - 30 minutes. Screen "not run" intervals shall be adjustable over a range of 0 - 120 minutes. It shall be possible to deactivate the timer controls from the Operator Workstation. It shall be possible to disable all other control functions at the graphic display and only operate screens based on these timers. Automatic operation - differential mode Differential level across each mechanical screen shall be calculated in the PLC as seen from these level sensors. Levels shall be expressed as the water depth from the bottom of the influent channel. Units shall be in feet. A high level alarm shall be provided in the control program and the alarm limits shall be adjustable at the Operator Workstation. Manual operation When the knob is in Hand and Forward each motor runs continuously forward. The knobs reverse position shall be spring return type and running the motors in reverse should be avoided. Operation and maintenance manual - XS - Fine Screen 121 TM rn WATER TREATMENT PRODUCTS Overload/alarms - Triggered overload protection, the machine stops and alerts. Must be confirmed. If operation mode T16 is used, the screen goes into reverse operation for 1 s and then stops and waits for new start signal. If overload is triggered more than 2 times in 20 min, the machine stops and alerts. - At triggered motor protection, the machine stops and alerts. Must be confirmed. - Triggered emergency stop, the machine stops and alerts. Must be confirmed. - High level, information Alarm only. Reverse operation Others Turn the knob to manual mode by turning the knob to HAND. Turn the second knob to REVERSE. Avoid reverse operation but in the event the machine is reverse operated only do so for a short time and under visual control. Make sure that no noise occurs. We recommend manual knobs / switches for manual operation option both forward and reverse for all motors. Manual operation possibilities close to the machine as well as hand driving circuit independently of the PLC functionality. Settings A Control Panel shall be provided by the Screen manufacturer for each fine screen and compactor and shall include: a. HAND -OFF -AUTO (H-O-A) selector switch for Screen b. Start-up Check the following before taking the machine into operation: - Support legs are mounted and the screen is properly connected to the ground. - Distance between screen and channel wall is sealed. - Chute between screen and subsequent equipment is installed correctly. - All electrical connections are made, including level sensor. - All covers and plates are installed correctly. - Warning signs are mounted Test run without water - Close the inlet gates in front of the screen. - Start the machine manually in position HAND and FORWARD. Be prepared to stop immediately if any noise is heard. - Check the screen rotation, separated solids should be transported upwards. - Let the screen run continuously for a while and check the screen movement and listen for noise. - Switch to AUTO and check that the screen stops in its home position. At the home position, the fixed and movable bars shall be in level - a deviation of few millimetres can be accepted. The home position switch is adjusted by turning the plastic band placed on the drive shaft. - Short circuit the level sensor and check that the screen runs one rotation and then stops in its home position. - Check that the subsequent equipment starts after the pre-set number of screen rotations. Test run with water - Start the screen in position HAND and FORWARD - Open the inlet gates in the channel or start the inlet pumps gently increasing the flow slowly. If at start-up, there is a lot of sand and other settled material, this can block the screen. It may then be necessary to remove the sludge from the channel in front of the screen or to lift / swing up the screen a bit so that sand and other settled material is flushed under the screen. - Change from HAND to AUTO when the screen runs without problems. Operation and maintenance manual - XS - Fine Screen 124 rn WATER TREATMENT PRODUCTS TM Adjusting the start level - The level sensor determines the screen start level. - If there are drawings specifying the water level before the screen, this shall be used. - If no specified levels, the level normally should be set as high as possible. This is to obtain a good separation and minimize operating time and wear. The level difference before and after the screen should be between 7.8"-15.75". PA STOP Regular supervision and maintenance Weekly For all service the safety regulations must be followed. It is absolutely forbidden to carry out service and maintenance work on the machine while it is running. Main switch must be turned off and locked with a padlock. Check that: - There are no abnormal noises. - There are no screenings in the transition to subsequent equipment - clean if necessary. - Home position is adjusted correctly. - No screenings stuck between the bars, clean if necessary. - The bars are free from fat, too much fat can make the screenings roll. - Nothing's stuck on level sensor. STOP Operation and maintenance manual - XS - Fine Screen 125 Monthly Yearly TM rn WATER TREATMENT PRODUCTS Check that: - No large accumulations of stones and gravel are found in the channel in front of the screen. - Sealings between the screen and the channel wall is intact. - Screws and bolt connections are tight - tighten if necessary. - It does not leak oil from the gearbox. - There is grease in the grease cartridges Once a year, a thorough review of the machine should be performed. Put the machine in manual mode and run it until it is emptied. Clean the machine and make sure that all electrical connections are disconnected. In addition to the controls for weekly and monthly supervision, also check the following: - All bearings. - The gear box function, change oil if necessary, see attached instructions from the manufacturer - Sediment on the channel bottom after the screen. - Slot width and straightness of the bars, straighten if necessary. - The distance between the bars. - Check the lower part of the screen bars - the flap, hinges and springs - The function of the torque guard - Check the movement of the screen - make sure that the top of the fixed bars are aligned with the movable bar package when it is in its home position. Also make sure that the machine makes a circular motion and don't flat out at the lower part. - Any wear on the sprockets. - Any corrosion on stainless steel parts. Corrosion of stainless steel may occur as a result of externally occurring rust or coatings, dirt, chemical or other residues. - Protective coating on motors, gears and related equipment. Repair any damage - Any damage to electrical cables, connectors, cable glands, sealing in the junction box and similar. Possible damage to be repaired before the machine is put into operation again. For phased and partially certified facilities, the Permittee shall retain the responsibility to track further construction approved under this permit, and shall provide a final engineering certification upon project completion. The Permittee shall maintain and operate the subject non -discharge facilities so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. In the event the facilities fail to perform satisfactorily, including the creation of nuisance conditions due to improper operation and maintenance, or failure of the infiltration areas to assimilate the effluent, the Permittee shall take immediate corrective actions, including Division required actions, such as the construction of additional or replacement wastewater treatment or disposal facilities. [15A NCAC 02T .0108(b)(1)(A)] 2. This permit shall not relieve the Permittee of their responsibility for damages to groundwater or surface water resulting from the operation of this facility. [15A NCAC 02T .0108(b)(1)(A)] 3. Groundwater monitoring wells shall be constructed in accordance with 15A NCAC 02C .0108 (Standards of Construction for Wells Other than Water Supply), and any other jurisdictional laws and regulations pertaining to well construction. [15A NCAC 02C .0108] 4. Effluent quality shall not exceed the limitations specified in Attachment A. [15A NCAC 02T .0705(b)] 5. Application rates, whether hydraulic, nutrient, or other pollutant, shall not exceed those specified in Attachment B. [15A NCAC 02T .0705(m)] 6. High -rate infiltration sites permitted on or after December 30, 1983 have a compliance boundary that is either 250 feet from the infiltration area, or 50 feet within the property boundary, whichever is closest to the infiltration area. Any exceedance of groundwater standards at or beyond the compliance boundary shall require corrective action. Division -approved relocation of the compliance boundary shall be noted in Attachment B. Multiple contiguous properties under common ownership and permitted for use as a disposal system shall be treated as a single property with regard to determination of a compliance boundary. [15A NCAC 02L .0106(d)(2), 02L .0107(b), 02T .0105(h), G.S. 143- 215.1(1), G.S. 143-215.1(k)] 7. The review boundary is midway between the compliance boundary and the infiltration area. Any exceedance of groundwater standards at or beyond the review boundary shall require preventative action. [15A NCAC 02L .0106(d)(1), 02L .0108] 8. The Permittee shall apply for a permit modification to establish a new compliance boundary prior to any sale or transfer of property affecting a compliance boundary (i.e., parcel subdivision). [ 15A NCAC 02L .0107(c)] 9. No wells, excluding Division -approved monitoring wells, shall be constructed within the compliance boundary except as provided for in 15A NCAC 02L .0107(g). [15A NCAC 02L .0107] 10. Except as provided for in 15A NCAC 02L .0107(g), the Permittee shall ensure any landowner who is not the Permittee and owns land within the compliance boundary shall execute and file with the Currituck County Register of Deeds an easement running with the land containing the following items: a. A notice of the permit and number or other description as allowed in 15A NCAC 02L .0107(f)(1); b. Prohibits construction and operation of water supply wells within the compliance boundary; and c. Reserves the right of the Permittee or the State to enter the property within the compliance boundary for purposes related to the permit. The Director may terminate the easement when its purpose has been fulfilled or is no longer needed. [I5A NCAC 02L .0107(f)] WQ0000185 Version 3.6 Shell Version 200201 Page 3 of 11 11. The facilities herein were permitted per the following setbacks: a. The infiltration sites were modified February 18, 2002. The setbacks for infiltration sites originally permitted or modified from February 1, 1993 to September 1, 2006 are as follows (all distances in feet): I. Each private or public water supply source: 100 11. Surface waters: 200 iii. Groundwater lowering ditches: 200 iv. Surface water diversions (upslope): 200 v. Surface water diversions (downslope): 200 vi. Each well with exception of monitoring wells: 100 vii. Each property line: 50 1 viii. Top of slope of embankments or cuts of two feet or more in vertical height: 100 ix. Each water line: 10 x. Each swimming pool: 100 xi. Public right of way: 50 xii. Nitrification field: 20 xiii. Each building foundation or basement: 15 ' Setbacks to property lines are not applicable when the Permittee, or the entity from which the Permittee is leasing, owns both parcels separated by the property line. [15A NCAC 02H .02190)(5)] The Phase I Amphidrome treatment unit was permitted May 29, 2015, and the Phase II and III Amphidrome treatment units were permitted July 17, 2017. The setbacks for storage and treatment units originally permitted or modified from September 1, 2006 to August 32, 2018 are as follows (all distances in feet): I. The Permittee shall operate and maintain the subject facilities as anon -discharge system. [15A NCAC 02T .0700] 2. The Permittee shall maintain an Operation and Maintenance Plan, which shall include operational functions, maintenance schedules, safety measures, and a spill response plan. [15A NCAC 02T .0707(a)] 3. Upon the Water Pollution Control System Operators Certification Commission's (WPCSOCC) classification of the subject non -discharge facilities, the Permittee shall designate and employ a certified operator in responsible charge (ORC), and one or more certified operators as back-up ORCs. The ORC or their back-up shall operate and visit the facilities as required by the WPCSOCC. [15A NCAC 02T .0117] 4. The Permittee shall take measures to prevent effluent ponding in or runoff from the infiltration sites listed in Attachment B. [15A NCAC 02T .0707(c)] 5. Infiltration equipment shall be tested and calibrated once per permit cycle. [15A NCAC 02T .0707(d)] 6. Only treated effluent from the Ocean Sands WWTP shall be infiltrated on the sites listed in Attachment B. [15A NCAC 02T .0701] 7. The Permittee shall not allow vehicles or heavy machinery on the infiltration area, except during equipment installation or maintenance activities. [15A NCAC 02T .0707(e)] 8. The Permittee shall prohibit public access to the wastewater treatment, storage, and infiltration facilities. [15A NCAC 02T .0705(p)] 9. The Permittee shall dispose or utilize generated residuals in a Division -approved manner. [ 15A NCAC 02T .0708, 02T . 1100]. 10. The Permittee shall not divert or bypass untreated or partially treated wastewater from the subject facilities. [15A NCAC 02T .0705(i)] 11. A protective vegetative cover shall be established and maintained on all berms, pipe runs, erosion control areas, surface water diversions, and earthen embankments (i.e., outside toe of embankment to maximum allowable temporary storage elevation on the inside of the embankment). Trees, shrubs, and other woody vegetation shall not be allowed to grow on the earthen dikes or embankments. Earthen embankments shall be kept mowed or otherwise controlled and accessible. [ 15A NCAC 02T .0707(g)] 12. Metering equipment shall be tested and calibrated annually. [15A NCAC 02T .0707(d)] 13. An automatically activated standby power source capable of powering all essential treatment units shall be on site and operational at all times. If a generator is employed as an alternate power supply, it shall be tested weekly by interrupting the primary power source. [15A NCAC 02T .0705(k)] 14. The infiltration areas shall be cleaned at least once per permit cycle to remove deposited materials that may impede the infiltration process. Cleaning records shall be maintained at the facility for five years, and shall be made available to the Division upon request. MONITORING AND REPORTING REQUIREMENTS The Permittee shall conduct and report any Division required monitoring necessary to evaluate this facility's impact on groundwater and surface water. [15A NCAC 02T .0108(c)] 2. A Division -certified laboratory shall conduct all analyses for the required effluent, groundwater, and surface water parameters. [ 15A NCAC 02H .0800] 3. Flow through the treatment facility shall be continuously monitored, and daily flow values shall be reported on Form NDMR. Facilities with a permitted flow less than 10,000 GPD may estimate their flow from water usage records provided the water source is metered. [15A NCAC 02T .0105(k), 02T .0108(c)] 4. The Permittee shall monitor the treated effluent at the frequencies and locations for the parameters specified in Attachment A. [15A NCAC 02T .0108(c)] 5. The Permittee shall maintain records tracking the amount of effluent infiltrated. These records shall include the following information for each infiltration site listed in Attachment B: a. Date of infiltration; b. Volume of effluent infiltrated; c. Site infiltrated; d. Length of time site is infiltrated; e. Loading rates to each infiltration site listed in Attachment B; and f. Weather conditions. [15A NCAC 02T .0108(c)] 6. Three copies of all monitoring data (as specified in Conditions IV.3. and IVA.) on Form NDMR for each PPI and three copies of all operation and disposal records (as specified in Condition IV.S.) on Form NDAR-2 for every site in Attachment B shall be submitted on or before the last day of the following month. If no activities occurred during the monitoring month, monitoring reports are still required documenting the absence of the activity. Pursuant to G.S. 143-215.1C(a), the Permittee shall provide to its users and the Division of Water Resources an annual report summarizing the performance of the wastewater treatment and high -rate infiltration facility and the extent to which the facility has violated this permit, or federal or State laws, regulations, or rules related to the protection of water quality. This report shall be prepared on either a calendar or fiscal year basis and shall be provided no later than 60 days after the end of the calendar or fiscal year. Two copies of the annual report provided to the Permittee's users shall be submitted to: Division of Water Resources Water Quality Permitting Section 1617 Mail Service Center Raleigh, North Carolina 27699-1617 [G.S. 143-215.1C(a)] WQ0000185 Version 3.6 Shell Version 200201 Page 6 of 11 8. The Permittee shall maintain a record of all residuals removed from this facility. This record shall be maintained for five years, and shall be made available to the Division upon request. This record shall include: a. Name of the residuals hauler; b. Non -Discharge permit number authorizing the residuals disposal, or a letter from a municipality agreeing to accept the residuals; c. Date the residuals were hauled; and d. Volume of residuals removed. [15A NCAC 02T .0708(b)] 9. A maintenance log shall be kept at this facility. This log shall be maintained for five years, and shall be made available to the Division upon request. This log shall include: a. Date of flow measurement device calibration; b. Date of infiltration equipment calibration; c. Date and results of power interruption testing on alternate power supply; d. Visual observations of the plant and plant site; and e. Record of preventative maintenance (e.g., changing of equipment, adjustments, testing, inspections and cleanings, etc.). [15A NCAC 02T .0707(i)] 10. Monitoring wells MW-4, MW-5, MW-6, MW-7, and MW-9 shall be sampled at the frequencies and for the parameters specified in Attachment C. All mapping, well construction forms, well abandonment forms and monitoring data shall refer to the permit number and the well nomenclature as provided in Attachment C and Figure 1. Two copies of the monitoring well sampling and analysis results shall be submitted on a Compliance Monitoring Form (GW-59), along with attached copies of laboratory analyses, on or before the last working day of the month following the sampling month. The Compliance Monitoring Form (GW-59) shall include this permit number, the appropriate well identification number, and one GW-59a certification form shall be submitted with each set of sampling results. Treatment of wastes abnormal in quantity or characteristic, including the known passage of a hazardous substance. b. Any process unit failure (e.g., mechanical, electrical, etc.) rendering the facility incapable of adequate wastewater treatment. c. Any facility failure resulting in a discharge to surface waters. d. Any time self -monitoring indicates the facility has gone out of compliance with its permit limitations. e. Ponding in or runoff from the infiltration sites. Emergencies requiring reporting outside normal business hours shall call the Division's Emergency Response personnel at telephone number (800) 662-7956, (800) 858-0368, or (919) 733-3300. All noncompliance notifications shall file a written report to the Washington Regional Office within five days of first knowledge of the occurrence, and this report shall outline the actions proposed or taken to ensure the problem does not recur. [15A NCAC 02T .0108(b)(1)(A)] V. INSPECTIONS 1. The Permittee shall perform inspections and maintenance to ensure proper operation of the wastewater treatment and infiltration facilities. [15A NCAC 02T .07070)] 2. The Permittee shall inspect the wastewater treatment and infiltration facilities to prevent malfunctions, facility deterioration, and operator errors that may result in discharges of wastes to the environment, threats to human health, or public nuisances. The Permittee shall maintain an inspection log that includes the date and time of inspection, observations made, and maintenance, repairs, or corrective actions taken. The Permittee shall maintain this inspection log for a period of five years from the date of the inspection, and this log shall be made available to the Division upon request. Division authorized representatives may, upon presentation of credentials, enter and inspect any property, premises, or place related to the wastewater treatment and infiltration facilities permitted herein at any reasonable time for determining compliance with this permit. Division authorized representatives may inspect or copy records maintained under the terms and conditions of this permit, and may collect groundwater, surface water, or leachate samples. Failure to comply with the conditions and limitations contained herein may subject the Permittee to a Division enforcement action. [G.S. 143-215.6A, 143-215.613, 143-215.6C] 2. This permit is effective only with respect to the nature and volume of wastes described in the permit application, and Division -approved plans and specifications. [G.S. 143-215.1(d)] 3. Unless specifically requested and approved in this permit, there are no variances to administrative codes or general statutes governing the construction or operation of the facilities permitted herein. [15A NCAC 02T .0105(n)] 4. The issuance of this permit does not exempt the Permittee from complying with all statutes, rules, regulations, or ordinances that other jurisdictional government agencies (e.g., local, state, and federal) may require. [15A NCAC 02T .0105(c)(6)] 5. If the permitted facilities change ownership, or the Pennittee changes their name, the Permittee shall submit a permit modification request on Division -approved forms. The Penmittee shall comply with all terms and conditions of this permit until the permit is transferred to the successor -owner. [G.S. 143- 215.1(d3)] 6. The Penmittee shall retain a set of Division -approved plans and specifications for the life of the facilities permitted herein. [15A NCAC 02T .0105(o)] 7. The Permittee shall maintain this permit until the proper closure of all facilities permitted herein, or until the facilities permitted herein are permitted by another authority. This permit is subject to revocation or modification upon 60-day notice from the Division Director, in whole or part for: a. violation of any terms or conditions of this permit or Administrative Code Title 15A Subchapter 02T; b. obtaining a permit by misrepresentation or failure to disclose all relevant facts; c. the Permittee's refusal to allow authorized Department employees upon presentation of credentials: I. to enter the Permittee's premises where a system is located or where any records are required to be kept; ii. to have access to any permit required documents and records; iii. to inspect any monitoring equipment or method as required in this permit; or iv. to sample any pollutants; d. the Permittee's failure to pay the annual fee for administering and compliance monitoring; or e. a Division determination that the conditions of this permit are in conflict with North Carolina Administrative Code or General Statutes. Unless the Division Director grants a variance, expansion of the facilities permitted herein shall not occur if any of the following apply: a. The Permittee or any parent, subsidiary, or other affiliate of the Permittee has been convicted of environmental crimes under G.S. 143-215.6B, or under Federal law that would otherwise be prosecuted under G.S. 143-215.6B, and all appeals of this conviction have been abandoned or exhausted. b. The Permittee or any parent, subsidiary, or other affiliate of the Permittee has previously abandoned a wastewater treatment facility without properly closing the facility. c. The Permittee or any parent, subsidiary, or other affiliate of the Permittee has not paid a civil penalty, and all appeals of this penalty have been abandoned or exhausted. d. The Permittee or any parent, subsidiary, or other affiliate of the Permittee is currently not compliant with any compliance schedule in a permit, settlement agreement, or order. e. The Permittee or any parent, subsidiary, or other affiliate of the Permittee has not paid an annual fee. [15A NCAC 02T .0120(b), 02T .0120(d)] 10.
