8. PROJECT SUMMARY:
Applicant proposes to install rock/granite sills and revetment, bulkhead, NATRX concrete
block revetment, breakwaters, and upland riprap.
9. NARRATIVE DESCRIPTION:
The project is located along the shoreline of 5615 S. Seachase Drive in Nags Head, Dare
County. Parcel #024961000 encompasses 5,608,002 square feet (sf) of property for a total of
128.74 acres. The upland development of the Nags Head Links Golf Course includes retaining
walls, golf course greens, fairways, bunkers, paved cart paths, asphalt roads, parking lots, and a
clubhouse. The —5,610 linear foot(lft) shoreline adjacent the Roanoke Sound has natural,
unhardened areas, with other water -dependent development of bulkheads, riprap, and groins.
The northern end of the property is labeled as Project Area 5 on Sheet 1. The northern riparian
property is developed with a single-family residence, vinyl bulkhead, and riprap. The
applicant's property adjacent this residence is an undeveloped natural beach, with upland
vegetation that includes Salt Meadow Grass (Spartina patens), cat brier, palmetto, and bushes.
Directly to the south, the applicant has a wooden bulkhead with return wall. and riprap
waterward of the bulkhead. There are 3 small patches of SAV (Widgeon grass) in this area.
To the south of this area is the next adjacent riparian property, which is developed with a
bulkhead, pier, gazebo, and finger piers for the Village at Nags Head POA.
Traveling south along the bulkheaded shoreline past the HOA pier, the applicant's shoreline
transitions to riprap until you get to Project Area 2. This 0.22-mile area is an unhardened
shoreline with a sandy beach that is experiencing erosion, with a deeper escarpment just south
of the end of the riprap. There is an upland retaining wall landward of the 30' buffer protecting
a golf green adjacent 5606 W. Seachase Drive, 402 and 404 W. Sunset Greens Lane. South of
that area is another upland retaining wall with 3 wooden groins waterward of a golf green, near
408 W. Sunset Greens Lane. Vegetation in Area 2 consisted of Spartina patens upland from
the beach, grass for the golf course, cedar trees, live oak, and beach grass. There were no SAV
sighted in Project Area 2.
South of the groins the shoreline is hardened by a bulkhead with riprap at the end and return
wall, where Project Area 4 begins. This shoreline has experienced erosion and can be seen on
Sheet 5. The vegetation in this area includes both Coastal Wetland (CW) and 404 Wetland,
which include Spartina patens, Phragmites, and golf grass. There is an elevated golf cart
bridge upland of the 75' AEC. There are 10 areas of SAV (Widgeon grass) west of the project
area. The south end of this area transitions to an area of riprap, then changes to—1521ft of
bulkhead. South of this area is the next adjacent riparian property, which is developed with a
riprap shoreline, groins, pier, gazebo, finger piers, and a parking area for the residents of
Village at Nags Head POA.
At the end of the POA shoreline, the applicant's shoreline continues to Project Area 3 with
riprap and 3 groins in front of an existing retaining wall adjacent another golf green hole. CW
vegetation consisting of Spartina patens continues in this area, as well as cedar trees and
bushes. There are patches of SAV (widgeon grass) in Area 3. The shoreline south of Area 3
has —4701ft of riprap that continues in front of a man-made pond. The shoreline has eroded
behind some areas of existing riprap, with that area now having the appearance of a sill versus

a revetment. CW vegetation consisting of Smooth Cordgrass (Spartina alterniflora) is growing
landward of the rock on the south end.
Project Area 1 starts directly south of the riprap. This area is continuing to suffer from erosion.
The CW and 404 vegetation in this area consists of Phragmites, Giant Cordgrass (Spartina
cynosuroides), Spartina patens, and Bulrush (Scirpus). At the very southern end of the
applicant's property, the shoreline has—2271ft of riprap. There were 4 isolated patches of SAV
(Widgeon grass) in this area. The southernmost adjacent riparian property is developed with
single-family residences.
Permit history: The owners of the golf course have stabilized sections of the shoreline from
1991 to 2019. A total of 26 General Permits have been issued authorizing bulkheads, groins,
riprap revetments, upland riprap, and a bridge to cross over wetlands on the golf course.
In May of 2023, Quible & Associate's staff completed a submerged aquatic vegetation (SAV)
survey for project areas shown on Sheets 1-6. They conducted a follow-up SAV evaluation in
July and SAV conditions remained consistent with the May findings. They also met with a NC
Division of Marine Fisheries (DMF) representative to verify SAV conditions and to discuss
project goals, site conditions and habitat protection. designed with the intent to protect existing
SAV resources (please see attached SAV Survey Report).
A virtual scoping meeting was held on June 26, 2023, to discuss the proposal, at which
representative(s) of the Division of Water Resources (DWR) were present.
The water classifications for the Roanoke Sound are SA and HQW. The waters are open to
shellfishing and are not in a primary nursery area. The waterbody of the Sound is designated
as Coastal Waters and is in the Pasquotank River Basin. The water depths vary in each Project
Area as follows: Area 1, -0.5' to -1.0'; Area 2, -0.5' to -1.5'; Area 3, -0.0' to -0.5', Area 4, -0.0'
to -1.0', and Area 5, '0.5' to -1.5'.
10. PROJECT DESCRIPTION:
The shoreline protection proposals encompass 5 areas along the property:
Proposed development in Areas 1 and 2 include rock (granite) sills that total 2,436' x 14'
(34,104 sf) with 10 ft gaps and overlapping sections.
Area 1:
A 102'x10' (1,020 sf) granite revetment is proposed at the southern end of the applicant's
property and will tie into an existing revetment located north of their property line. The
revetment material will be placed landward of NWL. To the north of the existing riprap
revetment 891 lft of granite sills are proposed with a 14-foot wide base and a height of 1.5'
above NWL. Of the total sills, four, 30'xl4' sections are proposed 10' waterward of the four
larger sills and one 40'xl4' section is proposed 13-14' waterward of the northern sill. Each of
the smaller sills overlap the main sills, and there is a 10-foot separation between the larger sills.

The maximum distance proposed from NWL is 70' and the average is 51' from NWL. Slope
softening and grading with vegetative stabilization and fill is also proposed in this Area where
there is steep erosion escarpments, which vary from 1.5'high to 12' high. The upland fill area
totals 9,608 sf.
Area 2:
A total of 15 granite sills are proposed for a total of 1,545 lft with a 14-foot wide base and a
height of 1.5' above NWL. Seven, 30'xl4' sections are proposed 10' waterward of the eight
larger sills. Each of these sills overlap the main sills, and there is a 10-foot separation between
the larger sills. The maximum distance proposed from NWL is 65' and the average is 36' from
NWL. Fill below NWL totaling 2,638sf and slope softening is proposed at the north end of
this Area. Upland fill totaling 37,117 sf and slope softening is proposed along the shoreline of
this Area as well.
Area 3:
Proposed development for this Area includes a new bulkhead, 220'xF (220 sf) an average
distance of 5.5' of NWL and a maximum distance of 10' waterward of NWL. The new
bulkhead will be constructed waterward of an existing, dilapidated timber retaining wall that
was originally constructed in an upland area 70' landward of the shoreline and not meant to be
a traditional bulkhead at marine grade. The retaining wall was initially installed to protect a
golf hole green. It is now subject to waves from the Roanoke Sound. The backfill associated
with the proposed bulkhead to be placed below NWL is 1,214 sf, and the upland back fill is
proposed at 1,897 sf. The applicants are also proposing a rock revetment, 182' x 8' (1.456 sf),
immediately waterward of the new bulkhead.
Area 4:
Proposed development for this Area will be a revetment composed of NATRX concrete blocks,
318'x6' (1,908 sf) with a height of 1.5' above NWL. These blocks will be placed immediately
adjacent to coastal and non -coastal Section 404 wetlands as protection of the wetland
shoreline.
Area 5:
Proposed development for this Area is a low -profile slotted breakwater, 3 sections totaling
110'xF (110 sf), with a central gap to accommodate passage of small boats and paddle craft.
The proposed height above NWL is 1.5'. Placement of the sections will average 42' waterward
of NWL with a maximum distance of 53'. This Area is located at the north end of Nags Head
Links and is an unprotected cove between areas of bulkheading to the north and south. Also
proposed is a small upland rock revetment, 34' x 5' to 15' (340 sf) and minor slope grading with
148 sf of fill.
11. ANTICIPATED IMPACTS:
The installation of bulkheading, breakwaters, Natrx blocks, riprap, and associated backfill in
the adjacent waterbody will result in filling of 41,650 sf of Shallow Water Habitat in the
Estuarine Waters and Public Trust Areas AECs.

The installation of riprap, grading and fill in the upland areas will impact 50,130 sf of High
Ground Habitat in the Coastal Shoreline AEC.

Detailed Description of the Existing Development Located on the Property
Existing Man -Made Features: The site is the location of the Nags Head Links Golf Course. Existing features include
bulkheads, riprap, groins, retaining walls, golf course greens, fairways and bunkers. Other existing improvements
include paved cart paths, asphalt roads and parking lots, a clubhouse, and privately owned single family residences.
Existing Land Uses: Golf course.
Existing Wastewater Treatment/Disposal: The Site is connected to the Village at Nags Head Central Sewer Facility.
Solid Waste/Fish Offal/Trash Disposal: Trash disposal consists of dumpsters and cans on -site managed by the Town of
Nags Head.
Use and Daily Operations of the Project When Complete
Proposed Development Purpose: The purpose of this project is to protect and enhance the heavily eroding shoreline
along the property. Five areas in need of stabilization have been identified.
Buildings/Facilities/Units/Structures: Shoreline stabilization structures proposed include riprap sills, riprap revetments,
NATRX marsh revetment, bulkhead, free standing slotted breakwater wall. No new buildings, drives, facilities or other
upland development items are proposed.
Use & Daily Operations: The current use as a golf course will continue.
Construction Methodology & Equipment: Dump trucks, skid steers, excavators and hand tools will be utilized to
construct the proposed shoreline stabilization activities.
Development Activities Narrative Specifics: The proposed project includes offshore riprap sills, NATRX marsh
revetment, riprap revetments, bulkheads, free standing slotted breakwater walls, and slope softening fill for areas that
have experienced erosion. The shoreline has experienced substantial erosion that is ongoing and is intensifying.
Application Narrative:
Nags Head Links, located on the Roanoke Sound in Nags Head, Dare County, NC, is in need of shoreline protection due to
excessive ongoing erosion. The property is exposed to westerly winds, especially southwest and northwest wind -driven
waves. The owners of the golf course have stabilized sections of the shoreline in the past (combination of retaining
walls, bulkheads, groins and revetments), but many broad areas have not been protected or are in need of repair and
maintenance. The owners are interested in integrating some hybrid nature -based stabilization systems with the goal of
shoreline protection and restoration to encourage riparian wetland enhancement and transitional buffers from the
existing golf course fairways to the shoreline. This will allow for native vegetation to become established between the
turf grass and the Sound instead of a typical solid bulkhead in most areas.
Please refer the accompanying preliminary plan set that defines five separate Project Areas (Areas 1— 5). These Areas
are numbered in relation to prioritization fo the owners (Areas 1,2 and 3 are the highest priorities). We have completed
comprehensive existing conditions survey of each of these Areas. And, we have reviewed and digitized aerial
photographs going back to 2008. All of the existing conditions, past shorelines, wetlands and proposed protection areas
are depicted on the plans. We met with the Town of Nags Head and NC Division of Coastal Management in March 2023
to review the existing conditions and to conceptually discuss protection concepts. In May, 2023 (May 24th and 25th) we
completed a comprehensive submerged aquatic vegetation survey for Areas 1-5. A follow-up SAV evaluation was
performed on July 17th and SAV conditions
were consistent with the May findings. On July 21, 2023, we met with a NC Division of Marine Fisheries representative
to verify SAV conditions and to also discuss project goals and geomorphologic conditions and habitat protection. Our
shoreline stabilization plan was designed with the intent to protect existing SAV resources (please see attached SAV
Survey Report).
On June 26, 2023 we held a virtual interagency scoping meeting to discuss the project and to receive feedback from
various regulatory and resource agency representatives (attendee list enclosed). Based on resource agency comments
and recommendations received, we made some minor adjustments to the plan after the scoping meeting to include
more gaps in the sill system (ends), removal of sloped fill waterward of NWL, removal of wetland impacts, and removal
of the mesh poly -type soil stabilization system that was being considered along portions of the shoreline.
Please also refer to the set of photographs that show the intense impacts from erosion along this shoreline. Part of the
heightened recent erosion is associated with the frequency of large storm events, sea level rise and our typical strong
westerly winds. It should be noted that numerous mature trees in the riparian zone along this shoreline have been lost
in recent years due to ongoing erosion, and now that these trees are gone, there is a lack of root system ground
stabilization that once protected these areas.
For Areas 1 and 2, we are proposing a rock (granite) sill with 10 ft gaps and overlapping sections as shown on the
plans. Area 1 also includes a section of granite revetment that ties into an existing revetment on the far south side of
the subject property. Both Areas 1 and 2 also include slope softening/grading and vegetative stabilization where there
are steep erosional escarpments that vary from 1.5 ft high to 12 ft high. Area 3 includes a new bulkhead on the
waterward side of an existing (rotting timber) retaining wall that was not constructed as a marine bulkhead. This
retaining wall protects a golf hole green. When this retaining wall was originally built, it was over 70 ft from the
shoreline according to golf course staff which was why it was not constructed as a seawall. It is now subject to wave
forces. On the waterward side of the proposed bulkhead, we are proposing rock protection (an 8 ft wide
revetment). Area 4 includes a revetment composed of NATRX concrete blocks. The NATX blocks were selected for this
location adjacent to coastal and non -coastal Section 404 wetlands. The placement of the concrete blocks will be
immediately adjacent to the wetlands and will not impact any wetlands. The purpose is to protect the wetland shoreline
in this area. Area 5 at the far north end of Nags Head Links is an unprotected cove between areas of bulkheading. We
will be proposing a low -profile slotted breakwater in this area with a central gap, suitable for small boat and paddle craft
passage. Area 5 also includes a small revetment and minor slope grading.

DEVELOPMENT PERMIT
The NC Department of Environmental Quality hereby gives public notice as
required by NCGS 113A-119(b) that application for a development permit in an AEC as
designated under the CAMA was received on 8/23/23. ClubCorp Gold of North Carolina,
LLC, proposes to install rock/granite sills and revetment, bulkhead NATRX concrete block
revetment, breakwaters and upland riprap., located at 5615 S Seachase Dr, Nags Head,
NC 27959, in Dare County.
A copy of the entire application may be reviewed at the office of the Division of
Coastal Management, located at 401 S Griffin St, Ste 300, Elizabeth City and reached by
phone at (252) 264-3901 during normal business hours. Comments mailed to Braxton
Davis, Director, DCM, 400 Commerce Avenue, Morehead City, NC 28557, prior to
October 17, 2023, will be considered in making the permit decision. Later comments will
be considered up to the time of permit decision. Project modification may occur based
on review & comment by the public, state & federal agencies. Notice of the permit
decision in this matter will be provided upon written request.

This email is to serve as a NC DWR Pre -Filing Notification request for a CAMA Major permit application for a property
located at the Nags Head Links Golf Course in Nags Head, Dare County, NC. Please refer the accompanying preliminary
plan set that defines five separate Project Areas (Areas 1— 5). For areas 1, 2 and 4, we are proposing a sill and have
narrowed the design to two different systems (granitic rock and/or NATRX concrete blocks). In all likelihood, we will be
requesting a combination of the two materials. With either system, we will be incorporating the appropriate gaps and
overlapping protection sections. In areas where there are steep erosion escarpments, we will be prosing a sloped
vegetated buffer (Spatina patens and other transitional species) as well as riparian wetland plugs. We have also been in
communication with a company known as SOX Erosion Solutions for some of the upland slope protection. That system
consists of knitted mesh materials that are planted with native vegetation. For Area 3, we will be proposing a bulkhead
with rock protection. There is currently a retaining wall with short groins that is acting like a bulkhead, but is in need of
replacement. This existing retaining wall is rotting and was never designed to be a marine bulkhead since it was over 70
ft from the shoreline when it was originally installed. It is now subject to wave forces. Area 5 at the far north end of
Nags Head Links is an unprotected cove between areas of bulkheading. We will be proposing a low -profile breakwater
in this area with a central gap, suitable for small boat and paddle craft passage. Please reach out with any questions

Quible performed a Bathymetric Survey and Submerged Aquatic Vegetation (SAV) Survey for
nearshore waters adjacent to Areas 1-5 (as defined in the CAMA Major Plan Set) at Nags Head
Links Golf Course in association with a shoreline protection plan. A detailed survey extended
from the Roanoke Sound normal water level (NWL) shoreline out at least 50 ft. The intent was
to understand conditions related to SAV well beyond all of the proposed shoreline protection
measures. A cursory evaluation occurred much further offshore (outside of the proposed project
areas) where more SAV exists.
Data Collection
On May 24t", May 25t" and July 17t", Quible personnel performed a bathymetric survey and
submerged aquatic vegetation (SAV) survey of the waters adjacent to Areas 1-5. We utilized an
RTK GPS for vertical and horizontal data collection. On May 24t" and 25t", the wind tide levels
were very low due to long duration northeast winds. This enabled us to easily inspect all of the
substrate within the review areas since the vast majority of the review area was exposed sand
(no water). We re-evaluated the conditions on July 17t" when water levels were normal or
slightly higher than normal and locations of SAV were consistent with the May findings. On July
21It, Brian Rubino met with James Harrison, NCDMF, to review conditions pertaining to SAV
and fish habitat.
Please refer to the CAMA Major Plan set that includes all water depth contours and each
location of observed SAV is plotted (Locations 1-22). In many cases, we survey for SAV in
slightly deeper waters in locations of moderate to poor water clarity. For those types of SAV
surveys, we tend to establish transects that are spaced at equal intervals. But, in this case, we
were able to easily identify and map each SAV patch encountered in the evaluation area.
Findings
For the most part, the nearshore areas surveyed were void of rooted SAV due to the very
shallow waters that are dry when winds tides are low. The lack of SAV is also due to the intense
erosion and heavily rippled sand bottom in the nearshore areas that suggest high energy and
longshore transport of sediment.
This area is well protected from the northeast winds that impact the opposite shoreline of the
Roanoke Sound, but this area is subject to wind generated wave impacts from the southwest -
derived summer month prevailing winds. This is a wind -driven tidal system as previously stated
and north-northeast winds tend to blow water out (create lower than normal tidal levels), while
southwest winds tend to pile water up (create higher than normal tidal levels). This is an erosive
shoreline. While there may be some accretion of sand in some cases, the general trend is that
the shoreline is retreating landward. There is some exposed clay and peat, but in general the
nearshore area is sand dominated.
Nags Head Links
SAV Survey
The accompanying chart describes each area where we positively identified rooted SAV
(locations correspond to numbered locations on the CAMA Major Plan set). All rooted SAV
encountered was Ruppia maritima (Widgeon grass). Locations 1-10 and 20-22 are isolated
patches of low-lying Widgeon grass. It appears that some of this is re -deposited SAV that was
ripped up from a location further offshore and re -deposited (re -rooted in the nearshore zone).
Locations 11-19 represent the landward toe of SAV patches at Project Area 4. This was the only
area where there was significant SAV in the nearshore area which prompted us to propose a
marsh toe revetment as opposed to an offshore sill.
Areas further offshore along the subject shoreline have well established SAV beds that start at
the -1.25 to -1.5 ft water depth contour and appear to extend offshore until at least the -3.5 ft
contour. That zone of water depth does not normally become dry sand with heavy northeast
winds, and, the bottom is less rippled, suggesting less wave impacts and sediment transport.

I will not be able to attend the Nags Head Links scoping meeting due to other district commitments
on Mondays. I took a look at the plans involving the proposal. It appears the current proposal
includes approximately 14,471 square feet of fill below the NWL for the living shoreline and the
bulkhead replacement. While we usually see backfill associated with bulkhead construction, we try
to avoid excessive backfill of shallow water habitat behind the living shoreline structures. I am sure
the resource agencies will have more to add on that. We would like to see avoidance and
minimization measures on any of the fill proposed. We would also like the see the SAV survey that
we can pass along to NMFs to confirm that the work will be done to avoid the SAV resources.

Nags Head Links
Shoreline Protection and Living Shoreline
Nags Head Links, located on the Roanoke Sound in Nags Head, Dare County, NC, is in need of shoreline
protection due to excessive ongoing erosion. The property is exposed to westerly winds, especially
southwest and northwest wind -driven waves. The owners of the golf course have stabilized sections of
the shoreline in the past (combination of retaining walls, bulkheads, groins and revetments), but many
broad areas have not been protected or are in need of repair and maintenance. The owners are
interested in pursuing living shoreline techniques to allow for a hybrid nature -based system with the
goal of shoreline protection and habitat restoration to include riparian wetlands and transitional buffers
from the existing golf course fairways to the shoreline. This will allow for native vegetation to become
established between the turf grass and the Sound.
Please refer the accompanying preliminary plan set that defines five separate Project Areas (Areas 1-
5). We have recently completed comprehensive existing conditions surveys of each of these Areas.
And, we have reviewed and digitized aerial photographs going back to 2008. All of the existing
conditions, past shorelines, wetlands and proposed protection areas are depicted on the plans. We met
with the Town of Nags Head and NC Division of Coastal Management in March 2023 to review the
existing conditions and to conceptually discuss protection concepts. In May, 2023 we completed a
submerged aquatic vegetation survey. Our proposed work will be landward of SAV beds and potential
SAV resources.
Please also refer to the set of photographs that show the intense impacts from erosion along this
shoreline. Part of the heightened recent erosion is associated with the frequency of large storm events,
sea level rise and our typical strong westerly winds. It should be noted that numerous mature trees in
the riparian zone along this shoreline have been lost in recent years due to ongoing erosion, and now
that these trees are gone, there is a lack of root system ground stabilization that once protected these
areas.
For areas 1, 2 and 4, we are proposing a sill and we have narrowed the design to two different systems
(granitic rock and/or NATRX concrete blocks). In all likelihood, we will be requesting a combination of
the two materials. With either system, we will be incorporating the appropriate gaps and overlapping
protection sections. In areas where there are steep erosion escarpments, we will be prosing a sloped
vegetated buffer (Spatina patens and other transitional species) as well as riparian wetland plugs. We
have also been in communication with a company known as SOX Erosion Solutions for some of the
upland slope protection. That system consists of knitted mesh materials that are planted with native
vegetation. For Area 3, we will be proposing a bulkhead with rock protection. There is currently a
retaining wall with short groins that is acting like a bulkhead, but is in need of replacement. This existing
retaining wall is rotting and was never designed to be a marine bulkhead since it was over 70 ft from the
shoreline when it was originally installed. It is now subject to wave forces. Area 5 at the far north end
of Nags Head Links is an unprotected cove between areas of bulkheading. We will be proposing a low -
profile breakwater in this area with a central gap, suitable for small boat and paddle craft passage.

Corps of Engineers (USACE) and/or the Division of Coastal Management. Wetland delineations are valid for a period not to exceed five years from date of
USACE approval.
