Dear Addressee/Current Homeowner/Current Occupant(of residence specified above),
Ron Boone, of the Winston-Salem Regional Office (WSRO) of the North Carolina Division of Water Resources
(NCDWR), attempted to conduct a compliance evaluation inspection of your single-family residence wastewater
treatment and disposal system on September 21, 2017. You were not at home when Mr. Boone arrived at your
residence,so an inspection of the system could not be completed.
In case you're unaware,your wastewater system is different from a traditional septic system in that it discharges
the final treated wastewater to a stream or creek rather than percolating it into the ground(soaking it up),as a traditional
septic tank system with a leaching field does. Because the system discharges, it requires a permit issued by the
NCDWR, to regulate the discharge of the treated wastewater. The permit the NCDWR issues to homeowners with
these types of systems is the NC General Permit NCG550000, for Single Family Residences (SFR). A copy of the
general permit, as well as a technical bulletin that outlines the operation and maintenance requirements of these
systems, is attached for your information.
Your system bears some similarities to traditional septic tank systems, but the fact that it discharges to a
stream is one of the primary differences.Your system may consist of a septic tank,an underground sand filter or series
of sand filters, a chlorinating device, a dechlorinating device, and a discharge pipe, which conveys the treated
wastewater from your system to the stream. Not all systems have all five of these components; it simply depends on
what the requirements were when your system was originally constructed.
Depending on which components your system has,the NCG550000 permit requires you,as the homeowner,to •
do the following:
1. Pay the annual permit fee,which is currently$60.
2. Notify the NCDWR of change of ownership.
3. Pump the septic tank every 3 to 5 years.
4. Retain all tank pumping records for at least 5 years.
5. Add the correct type/size(wastewater grade)of chlorine tablets to your chlorinator as needed.
6. Add the correct type/size (wastewater grade) of dechlorinating tablets to your dechiorinator as
needed.
7. Have the treated wastewater, which comes out the end of the discharge pipe and before it mixes
with the stream water,tested annually,as specified in the permit.
8. Retain the laboratory testing results for at least 5 years.

9. Maintain the whole system in proper working order at all times.
10. Maintain all records of operation, maintenance, and administration for at least 5 years.
These ten items are the primary requirements of the permit that you must adhere to as the homeowner.Failure
to comply with the terms and conditions of the permit subjects the homeowner to possible civil and criminal liabilities.
Civil penalties of up to$25,000 per day,per violation,can be assessed against a homeowner for failure to comply with
the permit.
It is in your best interest,as the homeowner,to properly operate and maintain the wastewater disposal system
at your house to prevent system failure, costly repairs, and enforcement actions from the NCDWR. Such conditions
can be simply avoided by operating and maintaining the system properly.
Unfortunately,when people buy a house in NC with a discharging wastewater disposal system,such as yours,
they're often told the home simply has a"septic system". The difference is that your system discharges to a stream
and does not leach the treated wastewater into the ground. This requires the NCG550000 discharge permit.
Our goal is to protect the waters of our State and to assist permit holders in meeting the requirements of their
permit in order achieve compliance and preserve their system in the best working order. The assessment of civil
penalties, as mentioned above, is an absolute last resort tool used only in cases where permit compliance cannot be
attained through any other means.
