This verification authorizes the permanent discharge of fill material within 2,223 square feet (744 linear feet) of stream channel for stream restoration. Any violation of the attached conditions or deviation from your submitted plans may subject the permittee to a stop work order, a restoration order, a Class I administrative penalty, and/or appropriate legal action. This verification will remain valid until the expiration date identified below unless the nationwide and/or regional general permit authorization is modified, suspended or revoked. If, prior to the expiration date identified below, the nationwide and/or regional general permit authorization is reissued and/or modified, this verification will remain valid until the expiration date identified below, provided it complies with all requirements of the modified nationwide permit. If the nationwide and/or regional general permit authorization expires or is suspended, revoked, or is modified, such that the activity would no longer comply with the terms and conditions of the nationwide permit, activities which have commenced (i.e., are under construction) or are under contract to commence in reliance upon the nationwide and/or regional general permit, will remain authorized provided the activity is completed within twelve months of the date of the nationwide and/or regional general permit's expiration, modification or revocation, unless discretionary authority has been exercised on a case -by -case basis to modify, suspend or revoke the authorization. On September 14, 2022, the USFWS published a proposal in the Federal Register to list the tricolored bat as endangered under the Endangered Species Act (ESA). The permittee understands and agrees that all work associated with the clearing and removal of trees and removal or modification of culverts must be completed prior to the effective date of the final listing in the Federal Register. Work associated with the aforementioned activities not completed by that time must cease and the permittee must contact the Corps'(RaleighNCREG@usace.army.mil) to determine if additional coordination with the USFWS is required under Section 7 of the ESA prior to continuing work. All stream work shall be conducted in the dry. 3) Grade stream, stream bed alignment, and flood prone bankfull bench to elevations specified on Drawings 1 through 4. Streambanks shall be laid back smoothly and gradually as indicated on Drawing 4 and as shown in photograph on Drawing 9. Sheer or steeply sloping stream banks are not permissible. 4) Install log drop (Drawing 6) structures at locations and invert elevations specified on Drawing 3. 5) Install filter fabric on up -gradient sides of log drop structures as specified (Drawings 6). 6) Prepare finish grades around structures and Streambanks. Excavate riffle sections to allow for installation of riffle bed material at specified finished streambed elevations to be installed following installation of coir fiber matting on stream banks (riffle sections only). 7) Seed and straw along stream banks. • Use Native Wetland Seed Mix to specifications per seed mix. Generally, 1/2 lb. per 1,000SF should be applied. • A contractors blend of permanent and temporary seed shall be applied in addition to the wetland seed mix. 7) Install woven geotextile blanket composed of 100% biodegradable, natural coconut (coir) fiber matting over seeded and strawed stream banks. Note: matting shall extend from stream bank toe slope to beyond top of bank. 8) Install riffle materials (Drawing 7) within riffle sections to elevations specified on drawing 4, while overlapping erosion control coir matting on stream banks. Riffles shall be tamped with the knuckle to clear voids, create a thwalweg within the channel and achieve the specified elevations. 9) Ensure final grades on remainder of project area, including bankfull benches. 10) Seed and straw the remainder of the disturbed areas. • Use Native Wetland Seed Mix to specifications per seed mix within the flood prone benches. Generally, 1/2 lb. per 1,000SF should be applied depending on seed mix. • A contractors blend of permanent and temporary seed shall be applied in addition to the wetland seed mix and on remainder of disturbed areas. 11) Install coconut fiber erosion control coir surface blanket (0.5 lb/yd2) over areas not subject to stream flow and as needed for sloping areas. 12) Install black willow live stakes (Drawing 10). Live stakes shall be placed at a minimum spacing of 3 x 3 feet on the outside bank of restored stream meanders. Spacing shall be a minimum of 2 x 2 feet adjacent to grade control devices. Spacing shall be a minimum of 6 x 6 feet along the remainder of the stream banks. 13) Install trees and shrubs in stream buffer revegetation area as specified within the planting plan (Drawing 10). Level with stream bed LOG DROP: Construct log drop structures by first shaping the channel to the grades specified, including scour pools. Next, excavate enough bed material to place the logs, filter fabric and gravel overlay. Placement of logs shall extend a minimum of three feet into stream bank. First, place footer log and then check the elevations on stream bottom and tie into the bank. Place header log on foundation log and secure with rebar in accordance with specified plans. Logs can be tied together in lieu of rebar depending on field conditions. If logs are tied together, then the footer log should be off -set from the header log by 1-2 inches down -stream. The maximum offset of header and footer logs should not exceed 3 inches down -stream. Header log should be set 3" above final structure invert. Backfill edges of logs and cut notch to specified invert. The logs shall be placed tightly together to minimize gaps. Stable or nail filter fabric at the upstream end of the structure as shown on the drawings and backfill with gravel to seal any gaps. Fill the voids on the upstream side of surface logs with gravel such that water will flow over the surface logs rather than through gaps in the logs. • LOGS: Use logs that are straight, uniform diameter and free of rot, disease and insect infestation. Use only hardwood tree species, with exception of tulip poplar. Logs shall be a minimum of 12 inches in diameter and 12 feet in length. • FABRIC: Filter fabric shall consist of a non -woven geotextile fabric with a minimum weight of 8oz/sy. Riffle shall be constructed after placement of logs and filter fabric. Aggregates shall be composed of clean, hard, durable, mineral particles free from organic matter, clay balls, soft particles, or other substances that would interfere with the draining properties of the aggregates. This material shall be placed with typical thickness of less than 24 inches. Either use an approved stock -pile of river alluvium or mix equal parts riprap, 2-6-inch diameter (0.5 to 11 lbs.) and 57 stone, %2-inch to 11/2 diameter. The surface of placed bedding material shall be thoroughly chinked and filled with the smaller stones by scattering and tamping. • Final Grade: Following construction of in -stream structures, the channel shall be final graded to provide a smooth transition around the structures and between proposed and existing slopes in preparation of final restoration. The constructed stream channel shall be restored as soon as possible by seeding in accordance with these plans and specifications.
